Try rebooting. I think it's a bug in the build from China this week.

I could not get a handle on whats going on with it. Sometimes it snaps on, other times it takes forever or not at all. It's really weird. Right now I'm tethered over wifi so it's working.

Known current issue with the rom. It doesn't handle the /0 folder properly. I just formatted my sdcard to fix the issue, then pulled my data back over.
This is only the 2nd public build for GNex that China has made, so there are gonna be bugs.

init.d support, fixed GPS, fixed TCDMA-64, some kernel optimizations, WAY more stock icons, and weather enabled lockscreen (still not perfect on that,) hosts file patched to block ads, AdFree app is installed (can't get it from Play Store anymore.)
Next build should have a lot more though.

This is a completely stock Sprint Official JB LJ7 port. This is pretty much just a copy of my thread here: http://forum.xda-developers.com/showthread.php?p=33285365#post33285365
The base is based off Freeza's release http://forum.xda-developers.com/showthread.php?t=1910947
Features
Deodexed
rooted
busybox
Stock Kernel by Ktoonsez so be sure to thank him! Without him this wouldn't be possible(The rotation was flipped with the stock sprint kernel) http://forum.xda-developers.com/showthread.php?t=1756776
What doesn't work(so far):
tethering
exFat sd support (for now)
Change Log:
10/29/2012:
fixed wifi not connecting
added modified mms which should fix sending/receiving issues some were having
10/28/2012:
Added ril libs from tmo leak to fix international calling issue and intermittent no incoming call issue
kept everything stock (all apps etc.) just removed the the sprint specific apps
Download Link: http://d-h.st/7ji
Flash this zip right after you flash the rom. Since this is basically the version I posted in the ATT forum this zip will change the build.prop to show T999 instead of i747 http://d-h.st/loh Everything will work without flashing the zip but your phone will be identified as a i747 not a t999]
Disclaimer: I am not responsible if you flash this and your device gets bricked or anything happens to your device from flashing this.
Devs: Feel free to use this as your base
reserved for me...
I'll take this one too

For anyone with issues with MMS. Try this apk. It's the modified one from my BJ rom, but with the theming removed

I'll have a fix for that. It was my absentmindedness that forgot to update the libs when I updated the rom today. there is a short term way to fix it(if you prefer the stock kernel) until I can upload a updated one with the correct libs. You can flash ktoonsez's custom kernel and it will fix the wifi as it has the correct libs. I'll be able to upload a fix later (as long as I still have power if the storm is as bad as they say it's going to be)

So, today my phone decided to disconnect from Google servers and never reconnect again. I tried clearing Google services framework, turning airplane mode off then on, rebooting. Nothing worked. I even searched for network providers. No luck. Icon remained gray.
I remembered an alternate apn for ATT that used to make my old atrix way faster than the default apn settings. As soon as I changed my apn, all was back to normal. I guess att will be eliminating the WAP apn in the near future. Anyways, see the screenshots for what worked for ME.

For me, setting "ro.hdmi.enable=true" does the job. I tried your com.qc.hdmi_out line also, but found that I had difficulty getting consistent results, but devices may differ. ROMs earlier than 10.0.0 Stable often crashed after using HDMI, after pulling out the cable, even though the video worked well up till that point. But recent ROMs seems to be stable for me.
It is a frustration for me that those who (probably) know about the deeper aspects of this issue (why it was never turned on in the default configuration) never comment on it, so those who want it to work spend lots of time fiddling with it. On the teamhacksung site, a statement was made that it will never work because it involves proprietary code, but that was some time ago, so who knows? The fact that it works well seems to suggest that all the needed code is present and functional, so the mystery is why it is never addressed by the developers explicitly, or turned on by default, or have a setting to turn it on as Galaxy S had.

Is there any way to shut off those extremely annoying emergency alerts? I've gotten two rather annoying and pointless severe weather emergency alerts one at 3am & the other at 5am. And before you say I didn't look through the settings or search there is no cell broadcast setting or any way to disable them in messaging on 4.2.2. Any help is appreciated.

I'm going to make an assumption and guess you're using sprint? If so it has nothing to do with 4.2.2 and everything to do with your carrier. Everyone I know that uses sprint has complained of recently receiving emergency notifications out of nowhere. So I can't help you, but if you're with sprint I'd complain directly to them.

I thought I always checked that when building from AOSP...guess I forgot . If you want, you can probably dirty flash this rom. It's based off of the google image, so everything should work correctly.
Are you sure it isn't Google Now?
It's actually under the stock messaging app. Open messaging app and hit the 3 dots (settings) and choose Cell broadcasts. Then hit the 3 dots again and uncheck the alerts from there.

Sorry, I must have misread that last part in the op. That's odd. I thought all stock messaging apps had that option. Hope you get it figured out soon.
I'm assuming you're from Pittsburgh too and got all those flash flood warnings? At some point stock gave me the choice to turn it off but I don't know about your settings.
As many of you know, since the 4.3 update, WiFi on the galaxy nexus stops automatically scanning after going into deep sleep. The only way to get it to scan again is to go into the WiFi menu or toggle it on and off. Let's try to find which change in 4.3 broke this on the galaxy nexus.
I have been looking through the changes that have been made between 4.2 and 4.3 to how wifi is handled and may have found what is causing the issue.
I think I may have found something. In /system/etc/wifi/wpa_supplicant_overlay.conf
Theres a line:
disable_scan_offload=1 (has to do with allowing scanning to be offloaded to the driver)
This line didn't exist in 4.2.2. Change it to 0 and reboot and see if your wifi scanning doesn't stop working after a while.
I just ran an errand and it connected perfect when I got home which is usually when it stops working. I need further testing but would appreciate some more testers to see if there's a real change in behavior.

Unfortunately I had it stop scanning yesterday. I gotta look more deeply.
I don't quite understand what you mean by this. Are you saying that if you go into deep sleep WiFi just stops working or something?
Are you by chance thinking of this?: http://forum.xda-developers.com/showpost.php?p=42665427&postcount=2459
Also in WiFi settings on 4.3 there are more options there than there was with 4.2, just try looking through them, I believe there's even ones for battery savings or something. Also is a setting to allow WiFi to turn itself on to get a more accurate location automatically or something, among other things.
