Wifi Keeps turning itself "ON" for known networks - AT&T Samsung Galaxy Note II

Hi, I have a problem on my AT&T S4 where even if I manually turn off WiFi it keeps turning ON whenever i try to use an application that requires data. This is very disconcerting and any help will be greatly appreciated!!
P.S. I have looked at disabling Wifi power saving via *#0011# and even though it does seem to help but does not stick through a reboot.

Think about trying the S4 section?

Assuming you have an AT&T phone, perhaps AT&T Wifi is turned on which is what is triggering it to turn on and scan.

Wifi only & Disable GSM?

Guys I am going away with work for four months somewhere which will cost me fortune to use my phone. That said I want to take it with me use it as a tablet of sorts as I have access to wifi.
I know I can turn off mobile data, but can I disable the GSM modem too. Basically I want airplane mode but with wifi enabled. That way there is no chance of any costs been incurred.

Don't know if it works for you, but I just tested like this:
- Go to Settings/Wireless & Networks/Mobile networks/Network operators
- Just select an operator different from the sim card you have
Wifi should still work.
I use a free app from market called airplane settings that allows you to select which radios to keep active when turning on airplane mode. It works with latest Runny v4 so should work for you.

Never thought to try that as figured airplane mode would have killed the wifi entirely. It seems to work so thanks!

Would perfer to keep it in, there is the availability to use my phone where I am going, just is very expensive, if need be I can then just turn it back on and make a quick call/send a text. Just dont want it standby all the time with the ability to cost me a fortune to recieve calls!

I must than be doing something wrong here. The moment I go into Airplane mode, my WiFi gets turned off and won't turn on untill I disable airplane mode. So what's the catch here.

What you want is very easy just go to setting> wireless. And then take the mark away by data connection.
And if you want airplane mode with wifi enabled that's easy to: First put airplane mode on and after that switch wifi back on.
Yep, switch to Airplane-Mode and turn on Wifi.
I did that some weeks ago when I went to Israel and gonna do it again when i'll be in England this weekend.

Yes indeed or else you will be charged if people speak into your voicemail. Well I already disabled it for a long time, I don't see the use off voicemail, people can better send an e-mail or text message.

Are you guys running stock ROM's or costom ones.
I tested it yesterday several times, but when I go into Airplane mode, I can enable WiFi but it does not connect to known AccessPoints.
Also does not give me a list of found AccessPoints.

Just because I wouldn't instantly disbelieve you guyes I tried it one more time, and a miracle happend.
It connected to the WiFi access point on Airplane mode.
So what you were saying is the correct way
Had forgotten about the voicemail part, thankfully I can phone it myself before i leave and disable it from the options menu so thats easy enough. Will just place a new message on it from me saying I am away and to contact me by email.

I know its old thread but good for googlers. Airplane mode will not disable internal modem as you can still see its active under battery details straight red bar = weak or searching for signal. Its draining battery and its still able send/receive data. I read about flashing a script to completely turn it off and cut its power but it shows pie security error in terminal -.- I deleted dialer&related stuff from phone as its only used with VoiP so I can't access service menu. Do you still get red line in battery details and does the modem stays off after a reboot? Some devices you can actually physically remove the modem.

My WiFi keeps turning itself back on!

Is there a setting I'm missing somewhere? When I manually turn WiFi off when I get to work I'll look down some time later and the phone will have turned WiFi back on by itself. I'm not sure how long this takes, but so far I'm having no luck finding a setting that would affect this. I didn't have this problem on my EVO 4G, so does anyone have any idea why this is happening. I've got a Sprint S3, btw.
Sprint Connection Optimizer I think is causing your problem...not sure where the setting is since my 32Gb is lost in Sprint/Samsung Limbo, but look under network settings I think.
Settings> more settings>mobile networks>automatic connections> uncheck sprint automatic connections

Actually, I'll try that, but I think it may have actually been the "Network Notification" under the Wifi advanced settings. You can't change that setting when Wifi is off, but it remains checked if Wifi is manually turned off, so I wonder if there's a bug where Wifi will turn back on to to fulfill the network notification function.
So far, since turning that option off I haven't had the issue, but I'll keep an eye out. Either way, thanks for pointing out the Sprint Automatic Connections location, I couldn't find it to save my life. I'll leave it enabled for now, to see if the network notification setting actually fixes the issue.
Sprint Connections Optimizer
Here's a screenshot of how Sprint describes their Sprint Connections Optimizer. I wonder how much this monitors our use of WiFi Tether on rooted devices and reports it back to Sprint. Probably safer to leave unchecked until we know more from the developers on what it actually records and submits.
I'd love to see a thread on all the Sprint bloatware and which ones can be safely removed with Titanium Backup without disabling any major functionality like visual voice mail.
yea, i see this "solution" all over. it does not work, my optimizer is off, i go into menu with *#0011# and shut off wifi power mode. neither work, it just keeps coming on "while im driving" and kicks me off of my internet radio. any other suggestion im willing to try. i dont want to root this phone just to keep wifi off.
If you have any remembered wifi connections forget them so your phone can't auto connect and if the sprint optimizer connections has been disabled then it's weird that wifi keeps triggering. Because wifi shouldn't auto connect to found hotspots automatically.

Are you rooted? If so, use Titanium Backup to freeze the connection optimizer.

[Q] How to stop auto wifi connect without forgetting networks?

On my Galaxy Nexus running 4.2, the WiFi is really annoying. The functionality I want is that when WiFi is on, it automatically connects to remembered networks when it detects them, but when it's off it should never connect to any WiFi network. What happens though is even when I turn the WiFi off, as soon it detects an available network the WiFi turns back on automatically and connects to the remembered network.
I don't want to forget these networks because I do use them. I just don't want my phone to automatically connect to them after turning the WiFi off.
Has anyone else experienced this? Does anyone know how to fix it?

If your wifi is off it should NOT detect any networks.

Sorry, should have specified. It's running stock, I haven't even rooted yet.
it shouldn't be doing that when wifi is set to off...
did you install any apps that control wifi?

I don't understand what you're asking. I turn it off and it comes back on. I want it to stay off.

[Q] How to prevent the native Hotspot from turning off?

So I have a sprint Note 4, rooted and used galaxy tools to get the native hotspot working. However every time I loose data service, even if its just for a few seconds, the hotspot automatically turns off, which gets annoying after a while. Is there a way to disable it from automatically turning off?
My old note 2 never did it.

Did you change the mps_code to XAS, Sales_code to XAS and Default leave at XAS? set them all reboot then go back and click on APN choose APN2 LTE internet. Then try hotspot method. Reboot then try again.
The Note 4 has similar problems if you are connected to an Airave/Airvana and try the hotspot.. If you hear 3 dings when you make a call, you need to either power it off, or go far enough away that you aren't connecting to one.

Do method 2 for hotspot on galaxy tools. Airrave problem will be gone.

Wifi issue

Does anyone know how to stop the WiFi from turning on automatically ? I have all of the options for the WiFi off and I'll turn the WiFi of but my WiFi will still turn on and say there is a hotspot available.

You mean the options under Advanced in Wi-Fi settings you have off right? If so I am not sure I have not noticed my Wi-Fi coming on without me hitting the toggle.
Yes all the settings in advanced are unchecked,I will turn off my WiFi and next thing ya know I'm getting a notification that there is a hotspot available and sure enough my WiFi is on again! Its starting to get annoying that I get the hotspot notification all the time

That is odd, one of the options under advanced is to make it so it does not try to connect to hot spots in general, also the other says to make it not scan while Wi-Fi is off. If both those are unchecked and it is still happening then there is some sort of issue I would guess. Hopefully someone else with the issue pops in here after a bit.

Yes, this is happening to my Note 4 as well. All settings in WiFi>Advanced are "off" and when I go walking through the neighborhood and turn on the phone I get a screen showing a list of wi-fi networks.

Im gonna guess everyone has saw this already but thought i would post it anyway. In the advanced menu in wifi,there is a section called Always Allow Scanning. Description says "Let google location service and other applications scan for wifi networks, even when wifi is off". Sounds as if that could be the issue but if everything is already unchecked in the advanced settings menu, then im at a loss as well. Im gonna test this on my Note 4 and see if i am getting the same issue you guys are getting.
Nope no issues here i don't get that i turned it off, and i would know this cause if i walk in Walmart i use to get that on the the Wifi Hotspot not no more since i've turned it off, use to tell me the same for kmart or the AT&T Store where i live no more since i've turned it off!
Try disabling AT&T Smart Wifi. Could be the cause, especially if its alerting you to "hotspots".
I have the T Mobile version and it does the same. The white menu pops up telling that there is Wi Fi available, listing hotspots.
On my previous Note 3, it did not present itself as a page over my screen even if I had Wi Fi turned on. I simply had notifications of available wi fi's turned off. But it seems with the Note 4 one has to turn off wi fi completely for this to not show up?

Check in Location Services... Specifically the google stuff. One of them allows the use of your WiFi & GPS data even if they are turned off... Meaning if you choose the high accuracy mode (instead of GPS only) the location services will periodically turn those things on to better pinpoint your location (and send that data back to google)
