Notification panel in Note 2

I couldn't find this feature under settings》display》?
I wanted to be able to add an icon for driving mode as well as rearrange icons. Running stock, unrooted.

U cant add the icon. Only way is to root and install the 15 or 23 toggles mod.

Is there any way to get lockscreen torch work?

I tried xposed framework with wanam and xuimode to get torch work on lockscreen but no way.... Please tell me if anything i missed?
I am currently on stock rooted 4.3.
