Ink effect on lockscreen

Hi. Im not sure if this is just on my rom or its on all phones since update but is there a way you can get the ink effect on the main homescreen when you swipe?

Notification panel in Note 2

I couldn't find this feature under settings》display》?

U cant add the icon. Only way is to root and install the 15 or 23 toggles mod.
