It depends on the kernel. Try reading some kernel threads in the dev section and find about the BLN feature from the kernel. If it's says BLN supported then flash that kernel and see if it works like on GB

Pre-ICS there was both on and OFF CRT-effects. Since IRC it seems they only managed to get ON working for some reason... But now that we have kernel source that may change.
The flashlight notification bar toggle is something i use pretty regularly. I know it isn't included in official CM9 because it uses a dirty hack. Have any CM9 based roms included the "dirty hack" for working flashlight toggle?

Alright. Check out Power Controls. This will replace your baked-in toggles, so you'll have to disable those, and enable these. It has a flashlight toggle.
Liquid has a flashlight toggle but don't think its CM9 based.

Go to settings --> Apps --> then go to app which you want to have notification and check the box of the show notification (if its uncheckd)
I cant find any option in MIUI to show enable disable notification.

Yea i know that app but i want it to completely turned off. i mean like when i start my phone without going to the app again and again. Because when i turn on that app and reboot again it comes back.
You need root, xposed installer and gravity box
Go to display in gravity box, you should see button backlight at the bottom

If you're willing to switch ROM's, you can also flash Paranoidandroid 4.3, works like a charm.
PA let's you decide when to turn the lights off or to keep the lights off permanently.

Unfortunately there are soms bugs:
- screenshots are blurred
- previews (of cached apps) are also blurred
- HDMI is not working
These are all the bugs I've experienced and don't bother me at all: I use this ROM as a daily driver and I'm quite happy with it.

I want that when I get a notification on my Xperia S flash the notification led and the illumination bar at the same time. Can I do this somehow or with an app?
At the same time, it can be quite tricky, as each notification can blink at different speeds.
However, you can use Gravity Box feature to make it blink. You can enable it at Display Tweaks, and tick Button Backlight notifications
