LCD test is an app that's available in google play. I thought you may have downloaded it, and it was draining your battery.
However, upon further review, I just found out LCD test is actually part of system app. So in essence, I'm just as dumbfounded as you are as to why it's draining your battery. Sorry I couldn't be a bigger help. That's not normal..

You would be amazed what you can freeze with titanium. I say freeze so that way,if you freeze the wrong thing. you can just thaw it and back to normal

I would but I'm not rooted what's weird is that it just barely started up my phone has been prefectly fine up until that. I'm fearing a factory reset but I'm hoping it's something fixable.

Check out this thread. Old app but might work for you.
Flash an ICS ROM. That will turn them off by default due to a bug

Turn off notifications in ur superuser app, but with the app running nonstop in ur background I doubt u will be saving much battery. Mikg3.11 has the ability to turn them off in the built in tweaks app. Just fyi

I had also found this. Also read you could force stop the app and the lights would stay off until you reboot your phone.

Here are some Battery Mods I did for redruM Lean Stock 4.0.4 - Release 2.1 - T-Mobile base.
The Modx.zip's replace the SystemUI the Mod_VR.zip's will replace only the images.
So if your NOT on T-Mobile or don't care if your UI look changes flash the normal Modx.zip other carriers flash the Modx_VR.zip
Also removed AM/PM out of clock (not in VR versions)
They may work on other roms they may not...
Also only for deodexed roms...
Use at your own risk!!!
How to install
Boot into Recovery
Wipe cache
Wipe Dalvik
Flash Mod
Reboot
The _VR are for ppl with modded SystemUI.apk's it will not remove the AM/PM

You mean it says incompatible in the market right? If so, what dpi are you running? You may need to clear your play store cache, then Google services framework cache. There are many methods or doing this. Search the forums for 'incompatible apps'
If this is not the case ignore this message

if you are rooted, check out this thread. it could answer some of your battery hogging problems.
http://forum.xda-developers.com/showthread.php?t=1977223&highlight=battery+life
Before you root, try this:
Go into your settings and go into Location Services. Uncheck all 3. You WILL see your battery life improve big time. What really drains your battery is most likely you syncing a lot of accounts and you having location services turned on whereas then google maps constantly tries to get your location, thus you have partial wakelock waking your phone even when screen is off. Now try to see what accounts can you do without much syncing such as Facebook, gmails, etc. These 2 are 2 of the most basic battery drainers known.
And of course the above is also right, media scanning kills..but you'll need to root to solve that problem.
I don't need to debloat! I use AOSP LOL!
