So, to give a little background, my sister got a Koodo HTC One V - the thing would connect with wifi, but could not hit the internet (tried on various networks). It would after a few days use start to reboot over and over again every minute or so. Resetting to factory settings would fix it (the rebooting, not internet access) for a few days, but then it would start over again. Koodo sent her a replacement, and it had identical problems. Koodo refunded her, but let her keep the HTC - she got herself a Samsung GII - same internet problem, no reboot issue.
Anyhow, I've got the HTC One V now, and I thought I'd see what I could do with it. I'm not at all experienced with fixing phones, but I'm tending to think it's a provider specific ROM issue where 2 phones had identical problems, and where a third phone from a different manufacturer had the same internet problems. If someone thinks otherwise, and has suggestions, I'm definitely open to suggestions. Otherwise, I'd like to try putting a custom ROM on the phone and see if that fixes the problems. So, I'm looking for suggestions as to what ROM I should try.
My priorities in picking a ROM are as follows, in order.
1. How safe the ROM is (how likely I am to not brick the phone in putting the ROM on)
2. How easy the ROM is to put on (I'm a beginner - at least when it comes to phones, not computers)
3. How easy the ROM is to use (I'll be giving the phone to my dad who has never used Android)
4. Speed
I know I'm not going to get a ROM that scores high in all those categories - those are just the things that matter to me, and how I rank them in importance.

Thanks, that helped quite a bit. Now... I've gone through the directions, and installed a new ROM and kernel... the instructions say the first boot will take awhile - any idea how long? The phone has already been sitting for 5+ minutes. If it needs left longer, I'll leave it - otherwise, it would be nice to know I should be doing something else with it. Thanks!
Edit: A little research makes it sound like I'm in a bootloop... I'll try to take care of it myself, but if I need help, I'll come back here.
So, I gave up on the ROM I was trying, and installed CM10. It flashed just fine, but I still have no internet connection. The phone will connect with the router, I've rebooted the router, and it still connects, but no internet access. This is exactly what the phone did with the stock ROM. I'm trying to research any possible issues with CM10 - in the meantime, anyone have any ideas of what directions I should go to try and correct this?
To be clear, this is internet access over wifi - the person I'm giving the phone to will NOT be using internet over the mobile network.

So I've been working on my friends phone trying a few different ROMs. Anyway long story short is now it doesn't make/get calls/texts, but it sees the network and connects to it. Her boyfriend also has Metro PCS and his phone works fine so it's not the carrier.
Not sure about GPS but I believe that it working too.
The rom I used was Simon's Sense http://forum.xda-developers.com/showthread.php?t=1598058 it was working fine the first time I flashed it and I tried other ROMs to work around another problem and they all screwed with the phone, as did I flashing that thing like a naked guy in a trenchcoat (aka I'm an idiot.)
Any help you guys could give would be appreciated.
I'd try my rom over on AndroidForums... Had it here too, but I don't like multiple threads. Its stock based specifically for mpcs. Ask bobdammit if you see him around as well; hes mpcs.

Somehow I doubt it's going to work since .sense was working and now isn't but I don't really have anything to lose.
Tried your ROM with no luck. It's still not able to make/get calls/texts. Makes me think the issue isn't ROM related... but it has to be?
Maybe a new radio would work? It sees the metroPCS network and says it's connected. When making calls it rings and then does the whole "DET 0 1, your call cannot be completed as dialed." But for that to even happen should mean the radio is working.
I'm so damn confused over this.
i am a metropcs dealer and even there phones from the get go can be a pain to set up in order to make a call. if you want, try to reset the phone to stock then try to just set it up so it can make a call, then rehack it. if all else here is a special operational support number 18009016266, they can probably just walk you through to possibly get it working. just dont mention anything about rooting or different roms, since metropcs is completely against people hacking there service.
I'd reset it to stock but I lost the nandroid backups somehow

See if there's an ruu in the shipped roms sticky and flash it, then check for any ota updates, an ruu will upgrade your radio too.

I concur. And football did post all the marvelc [inc metro] roms some time ago after I purchased and requested; super nice guy.

Tried the RUU from http://forum.xda-developers.com/showthread.php?t=1432425 with no affect (well other than reloading everything, radio still connects to the network but it won't make/receive calls/texts).

Followed the instructions but it still says the phone number is 0000000291 under the about/phone identity submenu.

EDIT: Got it to show the correct phone number, but now it only wants to make collect calls.

This phone has been a pain in the ass since I started working on it. I <3 my Motorola. Seriously I don't get why they'd make it with such horrible memory to begin wit... oh yeah, money.
Not sure this is the right place to ask this, but I thought I would start here. I am pretty sure I have a slow start issue with Google Now. When started, it comes up and lets me talk, translates my query then processes it for 30-45 seconds (spinner active) before giving results. That delay was very annoying. Anyway... I just connected this with a delay in the browser and Chrome were if I open the browser and type in a search or URL it still takes 30-45 seconds to connect and start loading the page. It only does this the first time.
My questions is, does anyone else have this issue? I am on a toro (verizon gnex) device running AOSPA3+. I am tempted to go back to stock or try AOKP and see if I have the same issue. I am pretty sure I have seen this on several ROMs though. As one would expect, it is about to drive me nuts as it makes a quick lookup of information almost impossible.
Any ideas?

Thanks Manumanfred, I did that just the other day to solve some other issues. Fresh wipe and ROM install and still have the same issue. Through searching over the last few months I have see other with similar issues, but no one that found a solution. Thought I would bring it up again in the hopes that someone does have a solution.

Ok, You maybe should try another ROM with another Gapps.
Sometimes Gapps can cause issues like that..

We have given our young daughters Galaxy S ll’s. Our cell provider is kajeet.com which has decent parental controls on phone usage including Internet access via the cell connection. But kajeet doesn’t affect the wifi connection. Hence, Internet access is available.
We would like to shut down the wifi and have the phones used only for texting and talk. The girls have other forms of (monitored) Internet access.
Does anyone have a solution for shutting down the wifi connection?
I have done quite a bit of research on the web for an answer and haven’t come up with anything that is largely within our control.

First up, what model phone are we talking about (sticker on the phone chassis under the battery) ? Reason I ask is, I noticed Kajeet uses Sprint, which means there's a good chance you're in the wrong forum. As the I9100 wasn't sold in great numbers in the US, various carriers have their own variants, which have their own forums here.
I honestly doubt you can do it (I'm not aware of any way to block access outright), you can probably use one of the myriad security apps on Google Play to block WiFi access to individual apps (I.E all of them). But that might be different for different SGS2 variants (being an I9100 forum, I only know this for the I9100).
If you do have a different variant, we'll have the thread moved & maybe those who have the same phone might be able to tell you something different.
Months ago on cm10.1 i had managed to completely disable wifi by accident on numerous occasions by flashing old versions of dorimanx kernels that update the wifi drivers, then flash stock cm kernel again that uses old drivers, couldn't turn wifi on or off until I reflashed cm, so it is indeed possible. Not sure how you'd go about this. Maybe remove wifi drivers from rom if you are rooted? Sorry I'm not much help, just thought I'd share this.

my opinion, disableing wifi from a young kid will not stop him to access internet from any other place instead it will make him search and found more just because he dont have easy access to information he want. soo this is not the right thing to do but start takling to him and understanding his
needs will do more good. But this is just my opinion it seems thees days there are too many ways to find out things and there is noone who can shut them all off. Cheers!!

I'm a Moto Atrix 4G and HD user. I know from development on the 4G, we could disable the wifi by not installing certain packages or flashing a kernel without the required lib/module files. I'm in the middle of fixing a friend's S2/Epic 4G touch and I saw this thread. I would think that something similar would be available here, but i am just starting out with this process of helping my friend out so I'm not sure what files really affect the wifi. I'm sure you could root the device and delete the files that enable wifi access, but I'd have to do some digging for that before i advise any further.
Ok so first off, been using XDA for a while now to root various things, you guys have always got me what I need to get things figured out on my own, I have never before this day had to request help and for that, you guys are legendary.
Now I am semi newbi here, I know whats what for the most part but I have a hard time holding information in my short term memory so I am sorry if I miss little things
On to the problem!
So I got an AT&T LG Nitro HD P930, on ebay, I then spent the better part of a day rooting it, took me a lot of work but I eventually got it rooted and all that jazz, everything was going great... but everything changed when the fire nation... wait no... when I put CM9 on it, that crashed quite often, so I put on CM11 to check that out, no Data, so I rolled back one to CM10.2, and still no Data.
Could I have missed something?

I thought at one point the ImeI might have gotten pushed out, but I double checked that and it is there, I have noticed at times I look at the service and it says I have 4 bars and an E next to it like back in the 2G days, but rarely and I have not had it stay long enough to test the data but if I get the chance I will edit and leave what happened here.
Also to note, I do still get random crashes but I can live with that.
P.S.S. XDA Devs are the shiznit, thank you guys for many years of amazing rom's and HP Touchpad support, my tablet is nothing without you guys!

I had read something about that and had a backup of my APN but it turns out you cant flash APN data after 4.0+ or some such nonsense.
In the end I managed to get the root to take hold after restoring it from unbrick up, now I have CM9 on it and it is working just shiny. so this thread can be deleted or closed or whatnot.
If anyone would like a step by step on what I did I would be glad to post it but I doubt anyone is interested.
Good thing you got it working. And CM9 was so nice and stable for the Nitro. I often think of reverting back to it just for its reliability.

Its been a while since I did it but I will see if I cant gather all the resources I used, but in the end what I had to do was re-brick it, reverted back to stock everything to recover and re-rooted it all again, then I just skipped CM11 and went back to CM10. Now I am in a whole new **** storm haha but thats a story for another time.
I'm using the Verizon version, vk810 lte, and ever since the last OTA I've been having a pretty unique problem. Well at least from what I've been able to find. Maybe I'm phrasing things the wrong way but the best way I can think to describe my issue is that every now and then my entire system just refreshes, no shut down, no warning, no overall crash. It does not matter what app I'm using at the time or even just being in a system menu or home screen. When in a menu or home screen everything just sort of refreshes as if I just turned the tablet on, if in an app some times it will crash, some times it will just redraw, and other times it will just restart the app as if I just opened it. I have had an error msg pop up ocasionally that google play services has crashed, but not always. I have tried uninstalling apps, a full factory reset both from the menu and from recovery and it just keeps coming back even right from stock. Some times it does it right away and some times a few days apart. It can happen every few minutes or every few hours. The only real pattern I've noticed is that it will always do it twice within no more than 30 seconds or so. I've kept this device stock, no rooting and no roms. There isn't much support out there for the verizon version (and yeah I know why and that verizon is a pain no matter how you look at it) so I haven't tried anything to drastic. I'm not sure if flashing the stock rom will do anything and there isn't an image with the stock recovery out there that I could find so I'm reluctant to try it. Maybe next OTA update will fix this but that's some what of a piss off. I'm still under warranty but with the way Verizon does it now all I'll get is someone's refurb. I've also tried installing different versions of google play services but I run into all sorts of issues with that and I'm not even certain that's where the problem is. Can anyone think of what else I could do?

First, and I hope you don't take it the wrong way. Please next time make paragraphs every few sentences - it makes it much more readable. As it is, I just skimmed it to get the jist. No offense meant, and I know it sucks to have a malfunctioning device.
It's definitely not the latest (that I'm aware of) official stock ROM's problem. I've been using 23A, which as far as I know is the latest OTA, for a month or so, and I don't have any problem like that.
If I were you I would start back at the complete beginning. Use the one of these three threads for downgrading to the old build of 10B, I think it was, re-root using Stump, and re-upgrade using the KDZ of 23A I provide in one of the other of these three links:
