4.1.2 to 4.2.2 - Samsung Galaxy Nexus

I read that 4.2 wasn't that great which is why I jst stayed with 4.1.2, but I've read that 4.2.2 is better. Is it worth switching? To do so, do I need to do anything different or just wipe data and flash a 4.2.2 rom?

There are other ways, but if he doesn't have CWM, just have him pull the update through the update manager in Android, then get Wugfresh's NexusToolkit and just have it unlock + root/install CWM and then just fwipe and either clean flash the stock JB ROM from Google or find yourself another ROM like ParanoidAndroid or AndroidHD Revolution. Like I said, there are other ways/combinations to do this, but this is the most automatic way to do it(read: lazy man way) and what I think is the easiest way as it requires very little user interaction with the process.

How do I update to JB 4.1.2 w/o deleting everything?

I'm rooted and running on the first version of jelly bean. Each time I flashed Roms everything is removed off of my phone like apps and such but this time I don't want to delete all that stuff. Not to mention I can't find the 4.1.2 JB stock ROM anywhere in this forum.

They are in a stickied thread.
You won't lose any data... if you don't wipe the partition.

It depends on the ROM you are trying to install.
Most ROMs will have specified in their post which firmware (4.1.2 or 4.2.2) they are using. You need to upgrade or downgrade according to that if you want to install that ROM.
Currently we have a lot of CM10.1 based ROMs like SlimBean, PACMAN, AOKP, Resurrection, CM10.1.3 etc, all of these are based on 4.1.2 so for using any of these you need to downgrade to 4.1.2 before you install them. We also have "GENNXT Superior ROM" which is based on 4.2.2, so you need to be on one of the 4.2.2 firmwares to install it.
Just read the instructions by the ROM dev in the first post of the ROM and you'll know if you need to be on 4.2.2 or 4.1.2 to use it.
Thnxx a lot biddy...
