Due to limited number of languages in a stock rom, I'd like to add my one.
As far as I understand I will need to add my own locale string resources to each APK to support specific locale, that shouldn't be a problem.
The main problem here is how to add locale to the rom itself, I mean - to be able to select it from the Language settings menu. I've found number of replies that advised to add specific locales to /system/csc/languages.xml however I don't see such file here...
Any help really appreciated
P.S. Please don't advise to change ROM to CM/AOKP/etc it lacks a number of features I need.

MoreLocale 2 allows you to set-up your own locale. It's a critical install for every phone of mine.

I've already tried MoreLocale 2, it only sets current configuration as chosen locale, but it doesn't add it to Language settings menu. If you change your locale back to english, you won't be able to set up locale back to your one without MoreLocale 2...

If you use apps like switch locale, you can force your location, and multi-language apps will be in Portuguese, like the GPS voice, etc..

I found "MoreLocale 2" and is working fine, till now.
don't need an app.
Just disable Customization Settings Provider and most languages will appear in the language settings.
Where is that option ?

Well ...
Go to "settings" - "apps" and choose all. You find it by alfabethic order.
Just disable it and go to language settings. Choose yours and after reboot activate it again.

There are apps available that allow you change system locale and by doing so whole interface switches to the selected locale. This means that all these languages are already in the rom, so why don't they appear in the settings -> languages selection?
How can we add more available languages without need of 3nd party app?

When I put all the apk files apktool tool unpacked, I found that almost all contain a variety of language packs, such as China Chinese, zh-cn. In particular, the framework document framework-res.apk also contains the complete Chinese and other national language.
Curiously, why the factory after the system starts, you can not choose zh-cn Simplified Chinese language I want it?
The system is not being shielded it? Or what method causes it? There are people who can help me do?

PS: it is the following ClockworkHomeGoogle.apk\assets\ does not contain a zh-cn language pack, cause, my guess is it?
Hey guys, my dad bought the t700 few days ago, and its impossible to change the language to russian. He doesnt understands english, and the only available languages are english and different asian languages...
I have the lollipop Saudi ROM (only cause it has latest changelist) and it seems to have Russian. I would suspect all XXU ROM to have Russian. Scroll all the way to the bottom of the list though. Because it's not written in ascii, it is sorted below all other languages

Is flashing a different region the only way to get access to other languages? Would I be able to get Norwegian on US tablet using the Cellular South rom?
You could add the desired language to the language.xml under system/csc/ but you need to have root access for that. Display and input languages can be added/enabled. For Russian you would have to add ru_RU for example.
I'm using Locale Pro app. You'll need to follow the instruction they have when u try to change language. Worked for me. At some point u will need to put yr tablet into the development mode by tapping on the Build number seven times.
I wanted to change the system language to Polish on my SM-G928T, but it wasn't there.
I tried all of the locale adding apps, but they do not change enough of the text. This is why I've decided to get a new ROM. Are there any recommendations for TouchWiz-based ROMs that have Polish as an option? Similar to how cyanogenmod has it?
