I am currently using Clean Rom 3.1 and I do jot see this feature. I kinda need it but do not want to pay extra for tethering. Or at least, is there an app that does this.

Most of the custom roms have the native hotspot active without the carrier file tracking. Whether or not the carrier 'catches' you and sends you onenof their nice cease or have your plan changed letters is up for grabs. I have tethered successfully on numerous occasions and yet to see one. But, I don't go wild on it. Usually it is when I need to do something at work that requires using my laptop and i am not near an Internet source.
Foxfi is a good substitute. Go their website to get it the carriers have seemed to have blocked it in playstore. Used it while I was stock with no problems.

There isn't any ROM that doesn't have it built in. It's under wireless + networks -≥ More. If its been disabled then download wireless tether for root users or WiFi tether for root users. The wireless version supports Bluetooth.

STOCK E4GT with root... when I try to load any version of Wifi Tether it makes my wifi radio not work again at ALL until I uninstall wifi tether AND run another app that utilizes the wifi radio like the kies app after a restart. This is consistent after 4 different version attempts. I do NOT want to try to the deodexed hotspot hack until the LOS fix is official, because I do not want to run anything but stock until then. Anyone in my boat that has figured out how to make it all play nicely?

Let me see if I have what you said right. Without any tether app installed, just the sprint hotspot, the hotspot works. But then if you install wireless or wifi tether it makes the sprint hotspot not work?

...not entirely. I mean the wifi could not connect to an access point until I ran the kies app. Did not try the stock tether app, because I don't want to pay for a service that I may use a couple times a year.
Also, seeing your sig you may be the person to help me. What is the best speed controller/motor combo for an old school RC10T that I want to get going again in a big way? Reverse stopped working a while ago and I am pretty sure the motor is shot as well. Been seeing some people clock ridiculous speeds with some of the new repower kits out there.
Never have been an electric guy, always nitro. But the brushless stuff is where its at and running lipo batts. Castle creations is one of the best companies out along with teken. Pricey stuff but they are well worth it. If you want more shoot me a pm.

I set my GNEX as a wireless access point for my work laptop as the office broadband connection is quite poor. Although I have the all-you-can-eat data plan, tethering isn't post of the package.
I haven't seen any charges for using my phone as a WAP (so far).
I assume they mean Bluetooth or USB tethering to use the phone as a modem.

Depends on how your carrier chooses to detect tethering, but most root tether apps should work without detection.
Options being:
1) Root and custom ROM, use built-in ICS tethering options
2) Root and install one of many WiFi tether apps
3) Don't root, use something like ClockworkMod Tether and tether over USB.
I should also ask, did she buy the phone from 3uk or unlocked? If the latter, have you tried just using the built-in tethering options in ICS?
The phone is from 3uk, even if your using the phones browser it sometimes comes up saying contract does not allow tethering and won't let u use the browser

I'am 3 and have used my phone to tether and have never seen that message or any extra charges. I believe as long as you use it sensible you shouldnt see any additional charges.
I'm on Three and have used my Nexus as a USB modem although I'm only using the £3 unlimited data thing. Used USB for over a gig of data without issue.
I then tried setting my phone as a wireless hotspot and instantly I got the 'modem use is not part of your contract' webpage.
Maybe it's a coincidence, but try using the stock USB modem option in ICS.

did you press on the browser request desktop website? That could trigger "bots" on 3 servers to think that you were using phone and all of the sudden swapped for pc

It's included in my plan as well and I'm on AT&T. Not sure if it's a Premier thing though, but my data plan came with hotspot as part of it, and it's not the data sharing plan.
When I tried to enable it, it told me to call 611 to activate it.
+1 for foxfi on ATT.
AT&T will force you to give up unlimited data plans to enable this from them and it's another $15 USD / month. I believe the context of the OP is without carrier plan.
If you have no unlimited data and can stomach the $15/mo, more power to you.
Foxfi doesn't work for me but I found a way to get native tethering work on this phone but your phone has to be rooted to do that:
1. First you need to delete TetherProvision.apk system app. Either by root explorer or TB. Removing this might cause a FC when you try to turn Mobile Hotspot on in Settings (happened to me) but keep on reading.
2. Go to Google Play store and install Power Toggle and add the Wifi tether widget to your Homescreen.
3. Boom ^_^.

how are people getting foxfi to work? ive always used it on my original Note but every time i try to use it on the note II it says either there is no internet connection or that it cannot be enabled

The app posted supports only ad-hoc connections according to the description.
I haven't seen any android versions that supported ad-hoc connections by default. You've always needed to replace wpa_supplicant to make ad-hoc networks visible to android wifi devices. Note that you can broadcast ad-hoc without changes. You just won't see ad-hoc networks without changes.

I am guessing they meant they are running the sharing app on another device (since they mentioned tmobile). So the tmo phone is sharing the tmo connection and nexus 7 is using that shared connection to access the net.

O really? is it because tmobile detects the built-in tethering and does not want to allow it? Because i'm with Rogers (canada) and i've been using the built-in bluetooth tethering (JB 4.2.2) of my cellphone data plan to my Wifi tablet (galaxy tab 2) for a long time now and it works all the time.

I'm considering to upgrade to the HTC One from a Galaxy Nexus but I want to make sure I'm covered for hotspot because it's an important feature for me. My wifi tablet is useless on the road without it.

FoxFi works for me.
Yes, +1 for FoxFi, works great. Although it doesn't re-enable WiFi. But that's a minor nuisance.
I rooted my HTC One and have Wireless Tether and it is working. If you are referring to the native Verizon Tethering App, I did see a post in another forum that discussed there is a way to get the Verizon app to tether without a tethering plan if you have a rooted phone, but there was no link or directions on how to do it.

I'm gonna point out I had an issue with FoxFi today. I had to uninstall and reboot and reinstall. Seems that VPN connection it uses seems to inadvertantly stop working. I'm assuming that's what it uses to trick the mobile hotspot to turn on.

What I meant by native hotspot is enabling the feature within Android settings, no app needed. Normally I think the carrier can detect and charge using this method on the stock ROM. However I remember people telling me that they can use it undetected after installing a custom ROM.
