ah, a similar thing happened to me, it was Chainfire3D, i changed the textures & colors all to low, to play games lag-free & didnt realize it was still on, so i just changed it back! & it worked

Use picspeed wallpaper app. You set it from the gallery but use that app to do the actual setting. You can then change it to any or all of the wallpaper, scrollable or not.
