If you have battery percentage turned on (settings>display) they are in 1% increments

When I use rom toolbox to change my battery icon it only shows increments every 15%

Ah. I just use the factory battery icon w/ percentage. I can't really help there.
There is a theme with a 1% battery mod though http://forum.xda-developers.com/showthread.php?t=1997355
You'd have to use a custom ROM for 1% battery, or someone would have to modify the stock framework. Samsung's framework only calls for images at certain percentage markers.

I used a custom icon from ROM toolbox thst didn't have % and keft the battery percentage option checked in settings. I am getting 1 percent increments. Icon isnt totally synced with the percent but its good enough

I use BatteryTime Lite and I can't say that I've noticed that it drains my battery. The best thing about it is that I don't have to run a widget on my desktop. I just have a wee percentage indicator in the status bar that tells me how much juice I have left. I would recommend this.

Quick Battery + Quick Settings
I am using AOKP ROM with black infinity theme...i really love that theme but the only thing that bothers me is why is there only a circular battery icon...I would like a bar with percent like in CM9 or just battery icon with percent like they have in default ROM battery icons.
is there a way to change that ????

The one you'll want is I believe.the third or forth option, centered percentage.

sadly...with the black infinitum theme...all off them have circular battery icon except the last one but again that doesnt have percent with that.
T-Mobile Galaxy Note 2 - Rooted. I don't want a full out custom ROM yet, but do want a centered clock, ability to change colors on the status bar up top, and the ability to display only the % of the battery, and not the battery icon... Direction please?
This would be great as I also would prefer just the numbers.
I'm going to mess with that Rom Fumbler thing... I can do Web Development and used visual basic a while back so I should be able to figure this out ill bet.

I'm running 4.2 and I cant seemed to find out how to use any custom 1% battery mods. My ROM (atom421 v3) has an option for the skinny bar with % for the battery, but otherwise, its just the standard battery icon. ROM toolbox wont install them and i cant seem to find and mods on here.
Even most of the theme chooser themes will not change my battery and this has been over several different ROMs. Any advice here?

Honestly, its the fastest ROM I've ever used. But yea, I've seen those in the play store and I've never been too fond of the hoolms circles. Its kinda confusing to me. My favorite ones are the honeycomb battery and the crysis mod from the uot kitchen, but as far as i know, the kitchen doesn't support xhdpi yet.

Flashed to CleanRom and it's going great. One thing I would like to have is a battery percentage on the top notification bar (or a circle, similar to Paranoid Android). My main gripe with ordinary apps is that they add the percentage, but then the stock battery is still there. My OCD kinda hates that.
Any suggestions?

You can download a battery meter from the Play store for this. Some people then use custom ROMs to just disable the stock battery on the right side.
I personally just use a custom rom. CM10.2 Kanged rom has the circle battery, battery bar, percentage, and others. Also supports CM Themes which can spice things up quite a bit.

is there a battery widget app that works best with this? most of them are outdated and only work if you actually go into the app...not from the status bar
Power Toggles on play store has a small widget in status bar, and the pull down has selectable quick toggles. I love the app, personally.
