I also have the same problem. It happened to both my S3 and my Note2. Both runs on 4.1.1 stock rom. Please help. Will really appreciateto have this fixed .
I was having the same problem as you on my shiny new S3. When I saw that the OP had the problem on an S3 and a Note 2, and you saw the problem go away with Firefox, I decided to look at the settings for browser. I found under Settings/Advanced a setting called Default Storage which was set to Memory Card. I changed this to Device, and the download finished successfully.
This all seems to be do to a funky way that Samsung treats external storage and SD cards, look at this thread:

So it seems like there are several options, 1) Set Device Storage to Device. 2) Root your phone and install SwapSD. 3) Return your Samsung device, and buy a Nexus.

This will allow you to install apps to your SD card on your GS3.

I didn't use it for very long because I still have room with the 16 gb that came on my phone. But when I did, it worked fine for me. I have a class 10 sdxd. If you don't like it though, it's super simple to switch back.

if i recall this is old news now i believe bout 2 or 3 weeks now......that theyve had this already, under android developement section i believe in the second page, but this is still good for people that dont kow and still wanna find it.....only problem bout this is that their is a issue with some phones that when u install this it will swap the storage but ure internal desappears thus leaving u with just the external as a new internal, so u cant access ure real internal anymore due to the lack of support.
there is a way to fix this just follow the instructions here: give thanks to android94301 for figuring out how to do it.

As Promised, Solved: another way to do it using Script Manager

I didn't invent this, Zedomax adapted in from mattiadj. But most people haven't been able to get it fully working, probably due to variations in the init.d function of various ROMS. They'd be able to see the External SD card as the internal SD, but the internal SD would disappear. This method avoids using init.d, and instead uses the app Script Manager to load the script on boot.
After much fooling around, I figured out how to do it so the External SD card and the internal cards are swapped, but you can see both with any file Explorer. I got it working on CleanROM 2.0, but it should work on Beans 10 as well.
Here's how to do it: Warning, if you do not understand the following instructions, or don’t have experience doing these things, you probably don’t want to do this hack. I am not responsible if you a) brick your phone, b) delete your data, or c) get very frustrated. That being said, the most likely failure will be that you only see the one card (the External card).
Back everything up that you care about first!!!!
1. First, I'd recommend making a Nandroid backup of your phone.
2. Next, just to be extra safe, I would backup your internal SD card to your PC. While you are doing that, if you have data on the external SD card, back that up too.
3. Next, I would format your external SD card to fat 32. (You could probably use Ext format too, but I didn’t test that.)If you already have it in that format, and have content on it, this won't affect the content, but back it up just to be safe. It’s probably better to have the Ext SD blank to begin with, you can always copy back its content from your pc.
4. Next copy the contents of the internal SD to the External SD card. This is to avoid confusion about apps and such.
5. Next install script manager free from the play store:

It will show up on your phone as S manager ads.

7. You’ll see a folder called: 11extsd2internalsd_gs3_fat32orextfat_US_ZEDOMAXv0. 2.zip
You need to unzip the folder, then go to System/etc/init.d and copy the 11extsd2internalsd file from there to your phone. Put it into the /data directory. Use Root Explorer, and your phone will need to be rooted.

8. Using Root Explorer, navigate to that file in the /data directory. Press and hold the file name until the menu pops up, and click on permissions.

9. Open the script manager app, and select Browse as Root in the config screen. Tell it to remember this setting.

11. Now tap on the buttons that say Su, Boot, and Save. The file name will come up in yellow after the save.

12. Reboot your phone and you should see the swap working and be able to access both internal and external SD cards. The external card will show up as sdcard, and the internal card will show up as extSDCard. Your apps should now install to the external card, since your phone will think it's the internal card. Is that confusing? It was to me too!

Note 2 dont have init.d folder and etc is read only can create foldr or paste script

I a made a Nandroid backup before teying anything. Then I flashed the file using recovery but now I get yhe error that I have insufficient space on my phone and O cant install anything. I restote the Nandroid backup but it is still giving me the ertot. please help!

I unlocked and rooted my nexus and tried to connect 3g dongle using otg so I installed an application that flashed something then the device turned off when I opened it it showed a message "operation didn't complete not enough memory" and the play store doesnt open any more when I open the gallery it says "no external sd card" and I cant open the camera,gallery,play store or any file explorer because the memory isnt identified but in settings it shows the free space 11 gb and I can install apps using nexus tool kit on through computer and youtube works fine so does other apps and when I connect the device to computer the memory size is unknown and cannt be opened.

I did factory reset and installed new software then updated to kitkat 4.4.2 and tried cyanogenmod but I still have this problem

I did do a search from this, and i can see by my title there is no relevance to this problem on this section. I have just rooted my Samsung Galaxy Tab 3 7.0 [SM-T210R] and whenever i try to install an app i get the "Insufficient Storage Space Available". It's really frustrating and i can't figure out how to get rid of it?
The tablet is 8gb and i have a 32gb SdCard, i am trying to move apps to the sdcard using GL to SD (hoping it works). Can anyone assist me on this, i would really like my Tablet working with Rocket Lite at full potential!

Other suggestions is to move everything else to your SD, photos, movies, music, everything in the Download and Document folder, any and all backups (which can be big).
Or you can wait a few days till 4.2.2 is released.

The problem i am having though is the device is not allowing me to install any applications, for some reason it seems to let me install large files (around 40mb) but anything thats below 10mb just says "Insufficient Storage Available"... im not sure why tho, i guess i can just drop them into the app folder instead of trying to install..

I had that problem. I ended up clearing dalvik cache , rebooted and it worked. The proplem started when I flashed rocket tab but forgot to do a system restore before I flashed.

Is your tablet rooted? you may need the sdcard fix due to 4.4 sdcard write to sdcard issue. Try to configure firefox to use internal storage if you're not rooted.

Tell us more about your device, is it root? stock firmware? custom recovery?
I'm with Buhohitr, except that I KNOW that your (OP) problem is Kitkat's write protection. I had this exact same problem after first installing KK. To fix it, use SDFix ( https://play.google.com/store/apps/details?id=nextapp.sdfix), but you have to be rooted.
I am experiencing the same issue with firefox but also with other browsers like dolphin (with different error message) . but not only with browsers but also with es explorer . i applied all the fixes sd fix etc while rooted , i also tried unrooted . my internal sd is only affected by this not the external. I cant change anything in internal sd it is like locked. This is happening only in the official kitkat rom and the problem appeared all of a sudden.

I had to use two different apps, one for my LG phone, and the other for my tablet. One app kind of worked on my tablet, but not 100%. I cant remember which app I used on which device though.
Thanks for your suggestion. I finally fixed the issue first by installing supersu( already have towelroot) . After that i installed the following fixers : sd fix, sd fix tool and int sdcard write fix. The problem is solved with all browsers and es explorer. Maybe towelroot alone without supersu didnt left the fixers work before. I am not sure.

I also have the same Problem on my rooted Samsung XCover2. BUT this has Android 4.1.2 and most of the apps wich helped you didn't work on my older android version. What can I do??? Could I do anything with ADB, like force installing these apps, or do I have to reset it on the stock rom? Hey everyone, so here's the thing, I've recently switched from Essential PH-1 to the Z2F due to poor performance with T-Mobile on Essential. I recently decided to download official TMobile Z2F firmware to look through the files, and turns out the firmware file is over 2GB in size. Every time I attempted to download it, the download breaks exactly as soon as it reaches 2GB at around 95% progress, it pauses, and as soon as I attempted to resume download, it resets to 0% progress. Anyone else encounter this issue? I've tried downloading from safe mode and same result, download breaks at 2GB. I've allowed external source downloads from chrome, so I know that's not the problem. I also turned off and disabled the preinstalled malware scanner, so that shouldn't be the problem either. Is there some sort of limiter setting that I can't find?

If you're saving to an external sdcard, make sure it's formatted correctly. Try going settings > Apps & notifications > app permissions > storage - find chrome and make sure it is enabled for storage.
You might also try another browser like Opera Mini, UC, anything really.

Storage permission was granted from the get go. Opera did allow the download, so apparently there's something in the preinstalled chrome browser on this device preventing file sizes over 2gb from being downloaded, maybe something in the flags, haven't looked through those, but can confirm this issue isn't present with Opera browser and likely any other downloadable browser.

I experienced the exact same issues while attempting to download 2gb+ files using Chrome on my Z2F. I switched to the Microsoft Edge browser and haven't had any trouble downloading any files.
