just place the sgs2 weather apk in /system/app set permission like all other apks there and reboot.

Where did you get the widget from?
Otherwise I think you just need to force the .apk to System/app and set the right permissions!

Your phone has to be rooted,
Then look for the keyguard.apk, mostly in system /app or system /priv-app.
