What do you mean official ? What I assume your official is stock . And you want stock JB ROM . If you want that , just find the JB RUU for your CID if it's been released for your CID and flash it ??
Yeah, if you have the official RUU for your phone then you're good to go. I doubt you have it though?
If you're still on an ICS hboot such as 1.28 you could always flash the official 4.0.4 stock RUU and then wait for the OTA update.
If you're on a 1.31 or 1.33 hboot, I read a thread about downgrading them, might be worth a search on the forums.

If you're on 1.33 that means your CID is Taiwan's CID . Just go check if anyone have posted the latest RUU and flash it .

Ok just coming from HD2 running CM7 2.3.4 (flashed a lot of roms on them)
Just got a DHD (yesterday) - has build 1.84.832.2 on it and stuck with Android 2.2.1.
Missing 2.3.4 and no official upgrade yet for HK version.
Questions
How can i root this phone (visionary+ does not appear on market)
is there anyway to upgrade to an official 2.3 rom from another region?

Yes, you can root the phone, but since you have 1.84 FW, you need to downgrade.
Once you downgrade, you can then install CWM recovery and flash different ROMs
*for downgrade guide - CLICK HERE
*for official ROM sources - CLICK HERE (files by andy, credit goes to him)
sorry but u answered the same thing like me but with another words....

Semantics aside - thanks. to both of you.
still trying to get to grips with DHD.
Quite familiar with HD2 rooting and flashing.

Yea i noticed that too. Considering most roms are nearer 600-650 mb.
Probably because it's an OTA, not a full ROM.. Just my guess anyways.
EDIT: If you have a look at the previous 2.17.401.2 OTA, this was only 148.13MB. And looking at the filename, you need to be on this version in order to update to this OTA (i.e. 2.17.401.2 to update to 3.09.401.100)

But my hboot is now 1.23. Is it possible to return to 2.17 ?

I would not do anything, till someone with better knowledge can confirm what build this is. OTA yes. Can it be flashed Y/N Etc. I would wait.

From what I have read, and understand, no - you can't return to the 2.17 ROM's if you've updatd to the new 1.23 hboot.

yes, better to wait for someone with better knowledge of this OTA file first. I was simply giving my advice and responses based on information pertaining to previous JB / OTA updates.

we think that the HBOOT of the latest OTA will be compatible for more devices(CIDs), not as the 1.28 which supports only few CIDs
i dont know, maybe im doin a dumb question... im currently on cm10 and my hboot is 1.12, but i wanted to try the latest insertcoin rom with jellybean. my question is: Can i update my hboot on my current state, i mean on this rom (soon too be changed, if not ), or should i have a stock sense rom, to update my hboot??

Whether you can update your hboot or not is dependent upon you CID (Carrier ID)...if its compatible with the list in the following post you can update the hboot and enjoy JB with sense...else u have to wait...also remember that if u update your hboot ther is no downgrading hboot for now (unless you are S-off) so take care...
The post with compatible CID's

Edited
You need :
stock rom (no system apps deleted)
kernel
recovery
to install an ota. Bootloader can stay unlocked.
I assume you are on a 3.14 base now. If so you need to flash this recovery
