A search for "xsene" came up with nothing. You have to give us the correct name at least. Adding "or whatever it's called" isn't good enough.
You can't expect anyone to bother helping if you can't be bothered to help by putting the correct program name. Certainly, you know the name since you have the install file.

I suggest you post this question in whatever thread you found the program. For example, in the "Software worth installing..." thread, if that's where you found it...or where ever you found it.
That way you'll be more likely to find people familiar with the program who can help you.

Thanks for your help! but this flash file can only change some of the language, cuz some rom (such as Virtuous v3.0.1,skyraider RC3) itself was not cantain the chinese language , ive analysed the soft.apk
my way is to decode the apk in the rom, then translate it to chinese, then re-code it in the rom
any other method easily?

ID, I am really happy to see where this section has come from, from the days when people would argue about what we as XDA\Inc owners were owed as far as developer released software\hacks. Its great to see you step up and do your best to support your rom(one of many). I know its pretty easy anymore to translate but most wouldn't even take the time and just say figure it out yourselves.

Hello everyone,
My GN2 has been ordered from UK and I am based in US. I have looked everywhere for any idea on how to change this but am not able to find anything.
The phone is set to English US. The Samsung Keyboard has English UK, German, and Chinese by default, but they are not selected and instead I have English US and Russian downloaded and selected. Voice typing and Google Now all have English US selected and installed as offline voice data.
However, in S Note settings, Handwriting input language selection only has English UK, German, and Chinese available for selection and nothing else seems to be available.
Does anyone know a way to change this to English US?

It would be hard considering there is no US firmware for N7100 but the question is since in every other setting phone has options to choose multiple different languages why S Note has only 3 languages hardcoded, and if there is a way to change that.
I have this problem with the Google Pixel 3xl. I prefer only US English but no matter how I try I keep getting my local pigen English in some of the applications. I followed the procedure and changed the prefared English to US but I still get this local language on some apps. How do I get only US English on this phone?

Are there more languages than just U.S. English installed at settings -> system -> languages & input -> languages?
The problem apps, are they regional? Is it possible they are programmed that way and not relying on the device language?
I really cannot say, but one of the application is Mapmyrun a sport tracker and I guess that could be from the US
