Can't connect to Play Store?

Every time I open the Google Play Store app, this is what I get any one know how to fix this? I already cleared data for Google services framework and for the app itself, rebooted, and nada.
Google is having periodic server issues, the problem is probably not you
The only thing that's worked for me is to delete your Google account from sync, then reinstall it (give it a couple minutes to do it's thing), then clear data from Google play store in app manager. Then *whalla* works again. Seriously. Haven't had a problem since.

Google play service

Wth is this and why does it automatically install in my phone?
After a quick search:
Google Play services - Google services for Android apps
Google Play services lets Android apps from the Google Play Store integrate with Google+ and Google Accounts. To work correctly, some apps may require Google Play services to be present and up to date.
Google Play services is usually updated automatically on Android devices. You can also install or update it manually from the Google Play Store.

Google wallet?

I have always wondered why Google wallet is only for the Google devices, when every other service from Google is available for most androids, I saw somewhere that there was a way to bypass the Google play store and be able to download it, but I cannot find this anywhere, I wanted to know if anyone knew about this cheat to get around the play store, or simply have a way of getting the apk from somewhere, thanks in advance for those looking to assist me!

I believe it's the carriers that block it, as they are developing their own competing service (ISIS).
There is a way to get Google Wallet onto your phone, but you need to be rooted. There is a thread in the general section explaining how to do so.

try wechat
There is many app like that in play store. And most of them are free. You can see those app always on top list on play store. Skype, wechat, line, kakao, etc.
You should try them all since they are free. Just yourself can decide it's suitable for you or not
