There's no "best rom". Try the Roms available, and stay with the ROM that fits you the best.

That being said, MIUI is the best rom.
You really shouldn't ask that because you're going to get flamed. Though I think CM7 [though nightliesat the moment] are pretty sweet. I love Gingerbread and prefer Gingerbread roms.
So yeah the title explains it all

That depends on you what u want from the rom. If u are non-sense lover CM7 is best till date.If u r sense lover you have many options to choose from.I personally like wildchild.

If you want stability for everyday use I would recommend CM7 (no sense) and m1ndh4x8r (sense).
With this question you are likely to get a different opinion in each answer.
What does mean "best" in this case?
If we talk about best performance, I got high score using sense 2.1 m1ndh4x8r, EQDKP 3.5 m1ndh4x8r, CM9 by modpunk and ofcourse my stock rom oc kernel too
If we talk about best performance + UI, my answer is CM9 by modpunk for now. That the reason why im using it for now

In my opinion based on my personal experience:
Best Sense 2.1 Rom - Hensemod 7
Best Sense 3.5 Rom - GB2.3.5 idogx base - OC [m1ndh4x8r mod]
Best ICS (as of this date) - CM9 ICS by modpunk
For me those are the best in terms of performance and stability.
Now I am looking forward to this rom:

I've heard this question too many times before. The best is your own customizations and tweaks. Make a ROM, if you can't then edit stock, if you don't like stock then try every ROM out there.

ICS Sense 4 will be the ultimate rom once it's done.
Really excited to have it working. Tried to build your source, but it didn't work.

I have a modded ICS like in topic title - meXdroidMod_Fried_IceCream3. Is there a ROM with o/c (1.5 GHz is enough) and better stability, speed and look? And with less memory usage? I wasn't there by 2 months and I guess things changed

These are my two favorite ICS roms, I'd say both are faster and more stable than friedicecream, that was great when devs were first working on getting ICS to work right on the vision, things have come a long way since then

Hmmm I've been using revolt (JB) rom and Dorian v5.70 kernel
and I must say I'm amassed by it's speed and stability I have found no bugs whatsoever. So well think about it and have a look I wish u the best in finding the Rom to your needs; )

Andromadus Mimicry 1.4 here. No bugs, smooth as my gf's butt (you need to take that for granted ) and the stability is great. I don't want to change to normal cm9 now, cause it's poor compared to Mimicry IMHO.
Andromadus Mimicry 1.5 is out. NOW.

There's only one current AOSP rom and that is being developed by PABX - check out the Original Android Development forums.
With regards to the Kernel I'd stick with the one included within the ROM itself.
Trip is developing a Kernel but so far I've only had real joy using it with his CM10.1 release - which is pretty damn good if you don't want pure AOSP.

If you want stability and speed, use gingerbread-based ROMs.
But if you want a newer android, jellybean is smoothest than ics.
As JB ROMs, there are many, some with more graphics and some other with more features... but I would suggest CyanoMod007 (best if installed with INT2EXT+ using a class 10 microSD card), which I consider the best one for balance between stability/speed and features/compatibility.
Otherwise, if you can also try SlimROM which is even more fast but contains the minimum of features.
Hope this helps a bit, however the best thing is always wipe and flash until you find the ROM that best suits your needs
