Long-press your power button and touch Expanded Desktop. Looks like your's is enabled which toggles the statusbar/softkeys.

In Moles' hybrid rom, the nav bar combines with the notification bar. This saves spaces.
Is there any mod to get the combo bar, instead of changing the whole ui to hybrid mode?

I'm also looking for this
ICS does that natively if you change the screen density to tablet mode.. For example aokp allows you to change dpi as you like and the os gets into tablet mode and phone mode as you change that

No the stock rom has the Phablet UI. Tablet UI places the buttons on the bottom left and puts the notification bar and settings in the bottom left. I do not like the phablet UI so I am using Paranoid Android until we get AKOP.

I had a cheap tablet with JB 4.1; The nice thing about it was the status bar and navigation bar were both merged at the bottom. Saving screen area.
Are there any ROMs out there that allow this to be set? I did a search but nothing...

Try CM10.2 + TabletUI
I use Vanir for this. Paranoid Android, PACMAN, CleanROM, and CM 10.2 also have it via rom settings or a flashable zip.
I am taking a liking to slimbean but haven't been able to see if that allows it.

Not really I want the overlay gone and have a custom lockscreen wallpaper unless that's what lockscreen transparency does xD

Try Paranoid Android, I'm not sure if they have a 4.3 Version yet, but they usually have options like that.
Xenonhd also have some great customization options, but they are still on 4.2
You could also go to settings>security>screen lock and set it to none. This will basically make your device open to the home screen when you press the power button, skipping the lock screen entirely

Ty for the options pa does have 4.3 but don't think they have the option well I'm trying to set a lockscreen wallpaper its black and white the overlay makes it look grey and dim I'm just being picky would be nice tho to remove the overlay to make it look better

That's funny, a lot of ROMs have the option to set a custom lock screen wallpaper. I'm pretty sure cyanogenmod does...

Almost all custom ROMs have that option. And when you set a lockscreen wallpaper, it shouldnt have an overlay on top of that. Maybe its an issue with your ROM. I dont use that one.

I'm on Carbon ROM and I just tried a custom lockscreen wallpaper. The wallpaper was no darker than the original image. So, as I said, it may be your ROM.

It is possible, however due to some of the changes in 4.4 it's not a major priority
