CM is being ported to Arc as yet .. Check the Development forum .. Its known as FreeXperia.. It has a few bugs which are still being fixed..

Yes.. It is pretty easy to root.. WIth and without unlocking bootloader..
Check the Namaste Guide for more details [ I seriously suggest that you should read the Namaste guide well before going ahead with anything to know what method does what etc..]

As for the Launcher + Homescreen you don't require root for it anyway..
There are quite a few launcher replacements out there .. Check the android market..
CyanogenMod uses ADW.Launcher if i'm not wrong.. Which is free and also is in the Market..

Cant download SplashICS v0.4
Hi i've been trying to download this update (SplashICS v0.4) for awhile now but it just wont work.... it gets to about 20 to 30% done then just either stops completely and says interrupted or says it has completed but it obviously hasn't... any help would be great. Someone suggested downloading it through a proxy which didnt help me at all. im using Google Chrome if thats of any help to figuring a solution out but i have tried with both Firefox and IE.

He has taken it down for his own reasons. If you want the ROM, please PM him instead of asking people to disrespect his wishes. You can PM him in this forum as Linux society.

The thread was closed, the roms made unavailable, I think his "wishes" are very clear. PM him and see if you can have access to his roms.

I just know i only had access to his kernel and not the rom via goo app...
