Hello,
I develop one program for call with the video.
It's possible to invoke by program a phone call via an intent :
Intent intent = new Intent(Intent.ACTION_CALL, Uri.parse(url));
where the url contents the phone number.
How to specify that we want to make a video Call on 3G-UMTS and not a vocal call.
Assuming that we have the right phone, the right OS version, the right operator.
I don't think there is a public API (read: a generic action *) for that yet. Very strange but true. Video calling on mobile phones has been possible for more than 10 years, but Android doesn't support this generically yet.
edit: There is an issue open on this on AOSP. All we can do is chime in and ask for vendors and Google to make this public.
*: Using an explicit intent (with full component class) may be seen as code hijacking, some developers / companies don't take kindly to that, so be careful!

Yes therefore made for the time Android is the manufacturers who have developed this module, so you do not know how they can proceed to make a video call.

Well, stupid question maybe, but why not just use the stock dialer?
Or doen't video call work while on 3G? In that case there's very little you can do about it, because your mobile operator has to support video calling (some don't). If anything, keep trying new Fring & Sipdroid versions until there is one that works on the SGS...

Fring now works on the SGS, they fixed it. Get the latest version from the market.
I generally don't care so much about not being able to:
1. transfer sms and contacts TO sim
2. sync doc, txt, and pdf files, offline, through Zune
3. sync flac or divx files
4. make an offline backup of contacts or of the whole phone configuration
5. create new accent colors
6. toggle wifi/gps/3g data/bluetooth with a single tap from the home screen
7. dictate sms or other speech orders in my native language
etc...
All of the above limitations (and some more) can be tolerable at some degree because of WP7 general superiority in other levels.
BUT...
I'm really pissed off with Microsoft...They have totally abandoned open market phones...First, we had a major error with Mango for LG update, that forced some people to flash a new official rom in order to get it. I never got a tethering update for my open LG and now I don't even get the latest official 7740 update. I don't f$%^ care about carriers. I bought an officially OPEN device and I demand support, or else they can stop selling us illusions...

Blame your OEM, not Microsoft for not getting tethering. They are the ones delivering the proper drivers needed for tethering to be enabled. The feature is already built in in Mango. Concerning 7740 you're right. But it has been released when? Yesterday? No update so far has reached all users at the same time. It has always taken a few weeks until every single Windows Phone user out there received an update. Knowing that 7740 won't change much, I personally do not really care about when I will receive it.
So far I didn´t get the latest 7740 update either, but I installed it manually with cab sender.

It doesn't fix the keyboard disappearing issue, so it's pretty much useless. This is by far the biggest annoyance for me right now. Keyboard disappears 10+ times when i'm typing a SMS. And in some apps you can't bring back the keyboard by touching the input box. I have to copy/paste and try again.

You are right here, but this wouldn't have happened if Microsoft had put strict rules around its ecosystem. It's unacceptable for such a unified quality concept to have basic specs like tethering, managed almost randomly (at will) by the OEMs without Microsoft's supervision. LG has released the firmware for branded phones (so, there is no arguing here that they couldn't have released it because of hardware restrictions) and totally rejected all of those people who have open phones. WHO controls this type of marketing anarchy around one of the most innovative, popular products of the world?
I'm shocked by this management attitude, because I'm a Microsoft customer for over 18 years and I know very well that they are aces in product support. As I mentioned earlier, ιn my first post, this is not the only fault Ι've been through and I'm looking forward to see this company measuring its actions with responsibility and care but, right now I'm totally disappointed.

I have made one in the specific LG e900 forum as well, because I use an open LG device, so, the discussion exists in two places to be seen by people who have as well as those who don't have an LG device, but they do have an open device with similar problems.

Nice, but.. No group chat?!
Excellent!!! Downloaded and running. messaging is very fast. Can't wait for calls. All my contacts added without issue.
Not the same experience with my messaging.
Delayed delivery even on the wifi and also hardly any toast notifications. Tiles work fine. But only when I go to see if there is any new notification is when I realise since there isn't any toasts working (it is selected to be on!)
I can not even get messages to deliver!
Anyone having better luck than me??

But not even chat works fine right now. We have thousands bugs, at least fixing them would be nice already. We cant even participate on goup chat!

Consider it a dead joke. Most of the chat clients are on WP7 a dead joke. Each update ruins it further than fix it. Viber has taken over 2 years and still don't have enough resources to support WP7.

Not sure if its Viber´s team fault. WP 7.5 doesnt have support to incoming VOIP calls in background, so not even Skype will work as it should, and it is Microsoft's own app. Viber will be pointless without that (despite the fact that its almost pointless now, at least you know you cant, different from "doesnt work").
It will be fully functional in WP8.

I doubt that is entirely true. For Skype its a different story as they have a totally different infrastructure. But we have Tango video calls and they do work pretty well with all WPs. Even worked on WP7! Skype already has VOIP calls (not in background) whereas Viber doesn't even have that yet. Also, keyboard autocorrect isn't even present! Background notification agent is delayed, the bug list continues. If you read their reviews and ratings on marketplace you would know that if I was developing Viber, I would shoot myself by now. But again, developing is a hard job. Viber is too small a company to take up this task perhaps?

We are doing what we can to develop and include our calling service on Viber for Windows Phone. As mentioned above, it is not such an easy task and you presented it, and as a company policy, we want to make sure our service runs smoothly and offers full functionality. Unfortunately we still are not looking for Beta testers, but we will certainly keep you posted once we have news.
All that while, please keep in mind that we have many *many* other projects running in our company, and they are spread over many platforms (and Viber for new platforms is actually on its way). So if considering we only have limited resources, we cannot only focus on WP. However, as I explained, we are working around the clock to bring our calling service to our fans, and we'll let you know once we have news.
Can't seem to have a clear answer... Will VOIP (such as skype, Viber...) work in the background on WP7.8?
In my opinion, this makes a huge difference for most.
If you want to compare Windows phone (the Lumia 900 for example) with other same standard phones... The 900 is amazing. However, it majorly lacks VOIP running in the background.
Recent WP customers may have known the risk of not getting WP8... but the skype thing is something else.
Anyway, I'm just wondering if it's official... will WP7.8 support skype in the background or not?
So far there have been no specifics on what exactly the 7.8 update will contain. Nokia has said they would bring anything in that didn't require new hardware but we have to wait and see what that is. Hopefully it will be more than just the new home screen.
considering at the dev conference when the presenter was asked to swipe sideways from home screen to the app list and he said "I can't it will crash"..... who knows what is going to be available where. All they are confirming is the home screen. Anything else at this point is just a guess.

its a yes, 20th event was only a 'sneak peek' for developers as their title suggest. They didn't say they were announcing everything and unlike last year mango they were more secretive now to prevent google from reversing.
In the coming months you will see Microsoft unveiling more featured then RTM and release to public
Moreover windows phone 7.8 might still be there even after WP9 for lower end device, we will still see support.

If the only feature they did announce isn't even working 100% yet, how can something much more complex like integrating VOIP and changes in multitasking possibly have any hope of shipping. My guess is that the VOIP API is tied to the Win RTP kernel. We can hope and dream for it to show up in a 7.9+ (if there is ever any). But I'm not holding my breath.

Says who. Just because they didn't anounce futher details, doesn't mean it is yes. The feature Skype relies on is such a big change in OS level as well as SilverLight player level that I doubt MS will port them over in such a short time frame.

MS mobile division have done enough that I can tell just by observing how they respond to the matters.

That's wrong. Win CE kernel has multi-tasking support from long time ago. However, the WP7 layer on top of that, specifically the silver light player that is used for normal app support lacks that. Unless MS wants to make a native Skype app that runs below the WP7 app layer, there is no easy way to add that. Either way it is a rather big task and I just don't see MS spends resource to do that. Besides, a lot of the customers could care less about Skype support. It is not a make or break feature in general.
The ball is really on Nokia's court to bring WP8 to Lumia 900. It is possible and actually critical for Nokia's own sake (customer satisfaction).
Let me highlight my response in bold so that you people can read: "proper background task support." Does WP7 has proper background task support ? No.
You should read your own posts properly. Win CE does have proper background task support (as proper as Android is). WP7 doesn't as far as 3rd party apps go but select few first party apps from Microsoft can indeed run as true back ground tasks.

Microsoft officially announced what will be in 7.8: new home screen, 100,000 apps and counting, and Nokia Lumia exclusive apps.
I hate to admit it, but I have a feeling it's true... Lumias won't be able to run VOIP in the background.
MS/Nokia could find excuses, explanations, promises, etc... Bottom line is $125 android devices can run VOIP in the background while $600 Lumias can't.
If MS keep their lips tight, expect the worst. Nokia went out of way saying their entry level Lumia 610 could run skype, MS didn't comment; well that came back and bit them.

Because tablets are not phones, there are features that have been removed or work differently on tablets. Be aware of the following things that may impact your application.
Do not call the Dialer appYou cannot launch the Dialer from within your application. It is not included on tablets. If you link a phone number to the Dialer, you may want to add in logic to launch another app instead, such as Contacts.

If you plan to target specific carriers by filtering on radio technology, be aware that android.hardware.telephony.cdma and android.hardware.telephony.gsm are not defined features for tablets.
Even though you cannot initiate a phone call or modify the phone state, you can read the settings in android.telephony.TelephonyManager. There is a difference, however, in the data that’s returned from a CDMA/GSM device and WiFi-only device.
