System Tuner from the Market does the same thing, even if you are unrooted...
why is it i used setcpu or franco kernel updater to set only 2 cores available to use, yet sometimes the 3rd or even 4th core could kick back online? is it kernel fault or source code problem?

I might be wrong, but I think if the app that you used to choose "only 2 cores" to use, and that app closes it might go back to system default later. You can try and set that settings for boot(won't actually recommend) and see if that works. You will need to reboot your device for this settings to apply.

Don't flash this! This kernel is NOT for the SGH-T989!
Flash a kernel from the development section of the SGH-T989 only.

Qualcomm chips do this automatically. When not needed one core is off. When enough stress or more power is needed the second core will activate.

CPU 1 is off for me. The stock kernel might not do this try flashing custom kernel. Tegrak is only for humming birds processors this phone will not be compatible.

In system tuner under boot tweaks choose force all CPUs online then upon boot completion (this way if init.d tweak script causes issues you override it as this is done after init.d)
Or manually
Start Android terminal
Type
su
Then tap enter
Type
stop mpdecision
Tap enter again
Exit terminal
(could put line in a text file save to SD use script manger to load as su and set as widget too)
(need to do this after every boot or anytime you want to force CPU 1 online when it is not (uses more battery if it doesn't deep sleep as it should when it us not needed)).
Also, DO NOT set CPU minimum speed to 192 mhz use at least 384. Setting to 192 will usually cause CPU to not come back online it is just the increment in mhz not really meant to be used as lowest speed.
This is for any version of Android be it ginger or ICS doesn't matter.

Since we have issues changing the clock values I was search for an app and stumbled upon this app from Transformer Prime forums. There are only few settings but works well.

I set it to 1GHz and check with system tuner time in state, it still shows freqs used above. Iam on franco kernel/Charamander ROM.
Perhaps iam missing something

i believe some form of tegra power management currently over rides these cpu apps, they will need to be update before they will work.

Hmm.. I tested by running benchmark when I change the value then run benchmark I get lower scores. I don't have hard evidence. But since TP and HOX are using same SoC it's supposed to work rite?

Well i think its just not possible to throttle the CPU speeds at the moment. Didn't find a application that actually works.
SetCPU etc etc all fail at the job. Tegra chip is overruling them all the time it seems.

I'm trying out init.d script and trying to edit the cpu1.sh, cpu2.sh... under system/etc to see if that works. Why does nVidia makes this so hard

I'm using setcpu to set my cores to 1200 max but after about half hour they reset to 1500.
I've tried setting a profile up but it still keeps resetting.
I'm using the charmeleon Rom but I haven't flashed any different kernels if that helps

Pretty sure that setcpu can't adjust the tegra 3 yet.
I've had limited success with System Tuner though. Try that one out.

you can use franco kernel app as well..that works fine..just make sure you do not reboot
Hello everybody. I've a problem with setcpu with the JB stock Rom Vodafone UK(3.14.161...). I was able to run it and let it running in background but since yesterday I updated to JB, I set the setcpu options, and when I go out from the app and close it, I reopen the app and the options I set before are still in there but its like it doesn't work properly, because I want to underclock to 1,2 ghz but when I open the app the clock is usually in 1,4ghz and I look for the clock frequencies graphics and see there are lots of time using more than 1,2 ghz. So that should means setcpu is not working properly, anyone has an idea how I can make setcpu work properly? Thank you very much mate!!

Did you check in the playstore if the app is even compatible with JB ? Just a guess
I checked and it should work fine, are you running the last update or an older version....
You can't change cpu frequency on stock kernels. And no custom kernels work for sense JB so you're out of luck.

It has to be modified stock kernel. You can't fool with cpu scaling values on complete stock kernel.

That makes sense for over clocking but I've under clocked completely stock kernels on Samsung devices for the last 2.5 years.

I literally just tried it now. Installed Trickstermod, set Max freq to 1.2 Ghz, set on boot, rebooted, and it reset the frequencies back to stock. So no, you can't do it unless it's modified. Also, I remember doing this on my Note 2 and it didn't work on a complete factory stock kernel.

Lol, okay. I'm holding a stock rooted S4 in my left hand. I just downloaded no frills CPU set max to 1566 and it didn't go over that speed, or if it did it wasn't reported. I appreciate you trying to help but while what your saying may be true for HTC, it's not true for kernels in general.

Hmmm, but I do remember my Note 2 doing the same thing with the frequencies. And you're right; I shouldn't generalize. At least we know the One can't do it.

FWIW trickster mod doesnt work with the stock kernel on my s4

In my attempts while porting the AT&T kernel I noticed the kconfig file has ACPU_CUSTOM_FREQ_SUPPORT set to default as "n" (no). So you will not be able to modify the cpu until I either get the AT&T port booting...or we get source code.
Same goes for the gpu...set to "n" as default.

Hmmmm, strange. I've been using trickster mod for the last several hours and my settings have stuck through two reboots . I enabled the "lock frequencies" option and my max is set to and has not exceeded 1242 MHz. It seems like the file you referenced refers to custom clock speeds. If that is in fact the case then it wouldn't be relevant in this situation since I am not attempting to change the available clock speeds but rather simply change the min and max which seems to be successfully accomplished using trickster mod.
