If you want a clean pure ICS ROM then go for CM9.
There is no CM9.1 stable yet, but we will reach there.
If you use the cyanogenmod 9 from this forum yes it is compatible for galaxy w. For now it is almost stable because all functions is now working. You can try it yourself. And for the best rom it is personal perferences because each rom has it own pros and cons depends on what you like and what you wanted

There is no paranoid rom for Galaxy win aka Quattro. But there are many other like transwin S5 rom, s4the win rom, bionic monkey, xperia like rom called xperience rom and few more as well choose the one suits your need. Search on the Android Development section

So after trying lots of rom and build I've thinked it's better start with new basebuild.
I've found AOKP the best base right now and then I've started to build it.
INSTALLATION
1. Backup your previous rom
2. Download ROM (you can find it in the Download section)

4. Download CUSTOM KERNEL (if you want)
5. Install all
6. Enjoy
BUG
There aren't any bugs in my rom, but if you find one please post it in the correct section
