I have my unlocked phone turned on AT&T does that restrict me from using roms, kernels, and root method from this forum?

Im guessing when you say unlocked you mean the device is not tied to any carrier?
If your phone is not the AT&T branded version then all the methods for rooting and flashing roms and kernels will work for you as far as I am aware.
The AT&T version has been rooted now as well.
is anyone working on a software unlock for the att htc one x, so that the phone can be use on tmobile. tried many unlock site to get the code, none are available.

I am not new to XDA or HTC devices, just this phone. I recently came from the HTC Glacier (MyTouch 4G) on T-Mobile and got the incredible 2.
I would like to know a little about the Engineering bootloader on this device and if it allows the sim lock to be removed. On my other htc phone, the engineering bootloader allowed this, giving access to any carrier sim card.
The incredible 2 is a global phone and allows access to T-Mobile's 3g network if the sim is unlocked. What do you guys know about this, if I root, enable s=off, flash engineering bootloader and custom recovery, then flash a custom rom and enter the APN for T-Mobile, am I good to go, or is there some more complex thing I am missing?
Any advice would be much appreciated

If you don't have a contract with verizon you will have to pay for unlock the phone,there are a couple sites that they unlock you devise for a couple $$$.

From my limited understanding, it is possible to unlock the SIM with s-off and rooted, but you need to run a sense-based rom; SkyRaider Zeus is one. You then need the SIM unlock code which people report they get for free by calling Verizon or online anywhere from $7 on up.
And my limited understanding is the result of reading/searching this and other fora the past couple days.

I bought my HTC One X from 3 mobile in the UK and as expected it was locked to that network. I decided to get it unlocked as I was leaving the country. I got my code and it didn't work. I tried getting it again from my friend who does unlocking and still no luck. My phone had its bootloader unlocked using HTC dev method and it was rooted with Leedroid rom. I tried installing the stock rom on the phone and put the code back in and still no luck? What could be the possible issue? Is there any other way of sim unlocking the phone? I had to leave the country on very short notice so couldn't even get the chance to speak to 3 mobile about this issue.

I'm looking for an unlocked Note II and have found one for a reasonable price but it's an AT&T version although it is indeed unlocked. Will I get updates at the same time as the international version or would I have to wait for an AT&T update?
Also, is it possible to flash/sideload the 4.2 camera apk without rooting?

You'll get the updates when the ATT version gets the update. The upgrade really goes by Model number and then region. Your model number is still SGH-I317.
Being unlocked just enable you to use a non-att sim card
Correct if it's just unlocked, you should have no problem getting updates.
If it's unlocked and a good deal, I assume you getting it from a private seller. Just be careful not to buy a stolen phone, they will block it by IMEI.
Just get one that is locked and unlock it yourself. Don't pay extra for one that's unlocked. There is a thread here on xda that shows you how to unlock the GN2 jus by entering a few codes.

If I did get the SGH ATT model, could I flash the N7100 stock image to it without rooting? If so, how would I do it?
And someone said the 4.2 camera can be flashed without root. How is this done?
You need to do some searching and reading, all the information you need can be found here on XDA.
But before you get in to trouble flashing I will tell you that you should not flash a ROM that is not made for you model (SGH_i317). If you have an AT&T phone only flash ROMs from the AT&T development section.

you can potientally brick the device while flashing i would take it to someone that knows how to do that professionally, how ever you may have some service issues depending on where you want the phone flashed too. although i have had flashed phones before service was okay just no mms with some companies.just data/text.

If you did something more (recovery, kernel, rom), you know what to do, a bit more...

2. Does it have a Verizon-rom (with bloat)?

As far as I know, Verizon locks their phones, and if the phone is on 5.0.1 there is currently no way to unlock it. Sunshine is working on it but no eta.

1. All Verizon LTE phones are factory unlocked. The M8 from Verizon is factory unlocked.
2. Yes! it does have a verizon htc one m8 specific rom
3. Reg the flashing of the phone to a GSM version, No you cannot make it stock GSM(unlocked phone) like but you can definitely root(after bootloader unlock using HTC dev) and get rid of bloat from the stock rom or flash a custom ROM. But you cannot make it just like the unlocked version.

Radio's are different. Not all Custom Roms will be working for verizon variant.
If you just remove the Verizon bloat by rooting, it will be closest to the stock unlocked version but some network handling apps will remain different due to verizon being CDMA and uncloked version being GSM.
You can't unlock a Verizon m8 with HTC dev
