I noticed a few people had a similar problem as I do, and I would like to start a new thread to see if we can clear up things and potentially help some community members in the future.
So here is my story (i'll try to keep it short)
I installed Gummy Nex 0.6.6 and set up my google pre-paid card and got the $10 dollars from google
I went to 711, and bought a drink via NFC, and it did work
I got home, opened up the wallet and went to settings and reset it, then flashed a new rom/kernel
(AOKP and the franco.kernel awsome combo btw)
I opened up the wallet, and there was my remaining balance, after the app set some things up, there is nothing listed in my transactions but it shows a balance of $8.97 or something like that
Now, whenever I goto that vendor nothing happens when I try to buy something, Ill post back when I try another vendor
anyone else experience anything similar?
used Google Wallet for the first time last week, and it worked like a charm. i have used it a couple of times the past few days with no problems. I am using AOKP build 21
Used it for the first time today. Worked fine. Put the phone up to the terminal, waited for it to read, got confirmation. Running Gummy 0.7.0
My problem is I can't add more funds. Has anybody actually added more funds to their prepaid google card, on top of the $10?

i was going to until it didnt work on me =/ tomorrow i will try a different vendor and post my results
Today I had another chance to test out the wallet, and I'd like to share my results
(good news!) jump to the bottom for the TL;DR version
Anyway,
I first opened up wallet, and reset it, then backed up this version with Titanium Backup (I have the pro version, not sure if it matters)
I then uninstalled wallet with titanium
After that was done, I followed the instructions listed here:

I also went to a different vendor (in this case quick check), however the first thing I noticed was a green LED light on the top of the paypass machine.
Now, i dont remember if there was a green light on the paypass machine the first time i used it, but i specifically remember there NOT being one the seccond time (the first time that wallet failed to open)
anyway, TL;DR version... it worked
Anyone having a similar problem as myself, let me know if you saw a green light on the paypass machine because that might be it right here

I've had my Evo since July and its still in the "honeymoon" phase of our relationship. She's been rooted via unrevoked and all is lovely. Of course like I'm sure many of us I went on an app spree initially and sometimes still to this day downloading a little of everything free. Now after months with my phone I finally found an app I want to purchase, however when I go to do so and enter my credit card information I get a service error. So I figured maybe it had something to do with my Google Shopping profile, so went to attempt to set one of those up and I get an error there too. I've tried with multiple credit cards with no such luck. Does this have anything to do with me being rooted or has anyone else ran into this problem?

I doubt it has anything to do with you being rooted. The only time I ran in to this error was when I had poor data connection but that doesn't sound like what your running in to. Have you tried creating a new Google account and seeing if it will work on a fresh account?
I'm going to try and create a different account and see if that works.
Try using a different card. There were some apps I couldn't use my Amex for and had to use MC.

Did this work? I'm curious to see what fixes or even more so what the cause of this was.
All,
I had at one point got Wallet to work on my unrooted phone, but over the months, since I changed ROM's so often and I have everything restored via TitaniamBackup, that Wallet seems to be broken.
I tried looking at the links for installing Wallet but nothing works or at least seem confusing the way they word it.
Can someone point me to a installing Wallet for dummies or hit me up with the simple instructions.

What do you mean by broken? Does it give any errors?
First, everything looks like its working, it see's the amount I have and everything, and when I try to make a purchase, nothing happens. System don't recognize the payment.
So I deleted it and want to start fresh.
It's possible that the kiosk you used wasn't working properly. Some places don't maintain their paypass readers very well.
Jeez, didn't think like that. Now I deleted my Wallet for nothing instead of testing it out again.
So I've tried several how-to's, which usually included changing my build.prop, to no avail. I've got access to a US VPN which might help with the country check.

The closest I've ever been is Wallet open and "Initializing"... endlessly. I'll be starting from scratch (clean ROM install).
Has anybody gotten this to work on our Canadian Optimus G's? I'd really love to get this working.
So no one then, eh...Oh well, guess I'll just keep my eyes on the forums.
Don't waste your time on that bro, last year I tried everything possible to make it work here in Canada to no avail.

20 minutes later and still no dice .
It's not going to help you a whole lot, but I know that what you are trying to do *used* to be possible. Shortly after Google introduced wallet they had a $10 gift card for everyone testing it. I sideloaded wallet on my nexus s and got the $10 for activating it. It worked for payment at Timmy's via NFC and the mastercard paypass terminal. I haven't been able to get wallet working on my new LGOG though.
Can someone confirm if this works on att note 4?
Yes, there is even a pamphlet in the box to have you download and use the app.
I use SoftCard with it.

Yes! Matter of fact, there is a place in the NFC settings to choose what your default tap to pay service is. Whether it is Google Wallet or SoftCard.

So i setup Google Wallet on my Note 4, it was working fine on my 3. Went to Home Depot to get some things and it was declined. When i went to find out why, this is the reason it gave:
There was an issue processing your transaction. For your security, you must bring your device online at least once every 24 hours.
A quick google search yielded a single result and no answers. Anyone else seen this or have any clues?

I don't think my device (or very many devices) are off line for 24 hours. Interesting. Maybe try it again after 24 hours.

Was your google wallet set up for 24 hours? Just wondering if it needs to be loaded for a period of time before allowing purchases as a small safety measure against identity theft or something.
I wished Google Wallet worked for my Note 3, at least the NFC.
I just use Google wallet in a grocery store works flawlessly.. Am happy
I'm glad Google removed that ridiculous restriction that only Wallet works on certain certified Android devices. Using Wallet on my Note 4 ... works like a charm at CVS, Walgreens and my local grocery store in Nor Calif.

It hadnt been setup on the new device for 24 hours yet, more like about 20. Im not sure if thats what its stating or not. And my device is also almost always online in some fashion. I just wish i was in an area where more places were set up for contactless payments. I havent been anywhere since saturday that takes it so i cant even see if its working now.

Galaxy S3 with Wallet App
I had the same problem (and same message) at Home Depot today when it had worked at Home Depot before. I chatted with a Google Wallet specialist and he said that the device that has to be online every 24 hrs was the Wallet App not the phone the app was on. If this is true Google Wallet app may be unusable, however, he looked into why it was declined and told me to do the following:

I would request you to clear data (Settings > Apps > Wallet > Clear data) and then sign into Wallet again. This should fix the issue.

Same error here (on a OnePlus One). Doesn't make any feasible sense that you should have go open the app atleast once every 24 hours. I work at a winn Dixie and we just put up signs saying we accept apple pay so I figured I'd try wallet. Got this error the 2 separate times I tried and thought maybe it was just the error it throws back if the place doesn't accept wallet but I thought it was odd that it would recognize it if that were the case. I did it at self checkout but as soon as it gives an error and declines it makes a loud noise and the register calls for an employee so I didn't feel like looking like a jackass so I just quickly canceled it and used my card both times. Just found out we have a coke machine in my apartment complex and figured I'd try it. Same error. But since I'm alone and outside I tried it again and it worked. No clue what's going on. Way to make apple pay continue to look smoother Google.

No problems using Google Wallet with NFC on this phone.
Note Google now owns softcard and they are disabling the app to support google wallet.
Been using Google wallet all over Disney World without any issues. Never had an issue with Google Wallet except home depot, which doesn't appear to accept it even though it shows tap and pay should work on the credit card machine.
Wallet needs a data connection once a day. It claims the app doesn't need to be loaded.
I'm running stock AT&T 4.0.4 ROM, rooted with CWM. Google Play Services just updated to version 9.2.56 (034-124593566), and it's sucking my battery dry and making the phone run hot. I have a spare phone and brought it online, and the same thing happened as soon as Google Play Services updated. It is running anywhere from 50% to 80% of my battery when the screen is below 10%. Yep, it's using more than 10x what the screen requires. Battery that used to last 18 hours now lasts 2 to 3. Others have posted similar comments in the Play Store (like that's going to do any good). Common theme is it's older OSes.
I have tried disabling everything and it doesn't do any good. Too many things break if Google Play Services is removed. Going back to an old version is futile -- it self-updates within minutes. I tried GServiceFix and it works for few minutes, then the usage creeps up again.
I sent Google an email, but I expect nothing less than the run-around. So, I turn to XDA Developers.
First, is anyone else here still running stock, and did the same thing happen to you? How about on other ROMs (please specify)? Did you find a fix?
Assuming Google will do little to help, I need to do something to make my phone work right. So if there is a ROM where this is not a problem, I guess it's time to jump in. Problem is, some of the links in this forum are broken. I've found (or already had) most of what I think I need except a version or EFS Professional that works on our phone. I can find no working links to an older version that will do the job. I do have a Nandroid backup (also stored on my NAS), which I believe can restore the EFS, but I'd like to get just the EFS in case I need to load it to the system after flashing. None of the tools available in the Play Store seem to work on the Glide -- I end up with an empty backup directory.
My plan, assuming there is a Jellybean ROM without this issue, is to flash twrp-2.8.4-flashable.zip, since I understand TWRP is required for JB, then do another Nandroid backup with it, then flash whichever ROM is suggested to get over this. I've looked at Bubor's CM10.2, and it looks like it will fill my needs unless it also suffers this problem. If there is a reason I should update the Kernel, please let me know. I have not seen anything that makes me believe I need to.
Man, I wish one of the manufacturers would come out with a similarly sized new phone with a slide-out keyboard and AT&T compatible. I'd gladly upgrade, but there is nothing out there that meets my needs. Samsung S5 mini with slider -- I'm in.
