I know how Telenor Serbia does not lock the HD desire. I bought the phone with them in December and received my unlock phone. If so how do you say this is something new.

I don't know if there are people in Kuwait with xtc, but maybe you could ask at an second hand mobile seller that also does repairs, at such a shop I got mine s-offed for €20.
