/data/system/throttle? Anyone know what this does or what it can do? I was poking around with root explorer and saw this.

I did some Googling on this and most of the info I found was people saying that this could be used to throttle data speeds. May or may not be true. I hope not.
Sent From My Evo Killer!!!
There was a thread in Evo section about this. We were deleting the folder/file and running speed test. Our speeds would improve, 5 minutes later the files would reappear and speeds would drop. The thread turned into a big argument about sprint and throttling, rather than why the files seemed to reduce speed and would rebuild itself.
Hmmm
3 runs of speedtest.net average 1.3
Delete files
3 runs again avg 2.3
Done on an airvana so fewer variables

You realize that on an airvana or airrave its using your home internet connection for data, right?
Hmm. I had briefly Googled this last night and saw that this had been placed on T-Mobile phones. Is there a possibility of getting rid of this or finding what is likely throttling our data?

For ****s and giggles I removed this folder and ran a speed test.
No improvement.
There was some talk about T-mobile using something on their ROMs to throttle but that was later de-bunked as no longer the truth.
The fact is it's all server side, just like your home ISP.
I'm switching to Sprint in a week and getting this phone so I'm doing some studying. I saw this thread and figured I'd give some input.
We noticed this on the G2/Desire Z and yes, it originally was found to effect speeds - only after you hit the 5GB data limit. After that you were throttled. Removing the files disabled the throttle that is of course until the files were recreated. Eventually T Mobile figured this out or was informed of it and figured out another way to throttle us. It seems the use of this file isn't limited to T Mobile so as far as it's current use I have no clue, it seems like a junk file Google needs to remove from the OS. Of course this could all just be coincidence but that seems like a stretch.

You realize that if these files are throttling data that its on the phone end (not tower) so the data coming from an airvanna's 3G signal could still get throttled just like a tower, right?
I deleted the folder and noticed dramatic speed increases. Interesting. I'm going to pm some devs about this I think.

u can delete it it but itll keep coming back everytime. happened to me on my g2 on tmob. those ****ers slowed me down to 56k after i hit my 5gig limit. that actually makes the phone FC on things like market and gmail, i went as far as to filing a report to the BBB...= nothing, we even tried changing the read\write permissions on there, still a no go. good eye but let that file slip away painlessly and ull b glad u did.
I deleted it and I went from 600kbs to 200-300 lol so idk. Probably just coinsidence

I wonder if the Data Service Governer Killer download can be flashed to the Incredible without screwing anything up on the phone?
I don't get the purpose. I have unlimited data. Is this for like buying the $15 10gig (i think) package or whatever and actually having it be unlimited?

I probably need this fix, hopefully it can be flashed to other ROMs? (Specifically the GB ROMs - I went from probably 800 MB at halfway through the month to 4.1 GB - yes, GB - by 12/25. That was around the same time I put on the GB ROM, too (switched between Evervolv and OMGB).

From the posted thread:
1. What does this do?
This is a modification to the services.jar framework file, that allows you to have an un-throttled internet.
2. Will this make my internet faster?
Yes and No. This will not "Upgrade" your internet. This only takes the trottle off, so you can download, or play games and not have to worry about it hitting a certain peak and lagging from that point on. It doesn't provide you with a new internet, only a warm fuzzy feeling from knowing you don't have to worry about it capping off.
So basically, it stops your phone from slowing down your internet when it becomes "worried" that you are using too much data (a service probably put in so that people don't unintentionally get overages, a failsafe of sorts).
I was working on this today as well. I am running evervolv and made a flashable zip based on its services.jar
Haven't noticed any difference between before and after but since it didn't hurt anything . . . what the heck lol as I'm not sure if VZW utilizes data throttling or not.
For those running evervolv if you want the zip just let me know

The big question is . . . does vzw utilize these throttle files?
If anyone makes a flashable version for virtuous that would be great

The answer in my opinion is absolutely! I remember when I first tethered I got very fast speeds and now they suck! From person experience I would say they do!
Ok so I'm gonna flat out ask can someone please do this for me? My data is going at like .1mbps and it should be around one lol. I don't feel safe doing this myself.

I'm using a stock Dinc ROM I modified myself, mostly to get rid of the Sense stuff (too much battery, and stuff I don't use) which works fine for me. I had noticed after trying a few different radios that the top speed for uploads was somewhere around .1Mbps, and downloads were nothing to write home about as well.
So I just took a look (did a find / -iname 'services.jar') and found it in /system/framework along with about 12 other .jar files. Most of them including services.jar are 345 bytes and have a manifest that says "Sun Microsystems" (and nothing else inside)
Well, I can see it's not going to do any good to modify those. I also grepped the other .jar files (like grep -i throttle *.jar) and found the word throttle in one of them. It was framework-res.jar.
Has anyone else come up with this sort of thing? It has the 3.21.605.1 ROM (slightly tainted by me but I never touched the services.jar file).
I've got a feeling I'm throttled, but aren't sure how to go about changing it if it's not in services.jar. (without throttling the phone )
Not sure when and with what ROM this started happening but my signal drops to 1x really frequently. 3G is always going in and out. Any ideas or fixes? Has this been discussed somewhere before? On train ride in to work so haven't searched threads yet! I flashed synergy a few days ago coming from mikg and before that gingerale..and before that cyanogen! It seems like I've had the problem since moving back to sense from cyanogen about a month/month and a half ago.

Where are you located? Have you had speed related issues?
Sprint has been having issues related to the overloading of towers with the excessive growth of data usage [with the boom of the Evo]
Towers are set to send some phones to 1x when 3g usage is high in order to alleviate speed issues for all.
That could explain your issues.

I live in the northwest suburbs outside of downtown Chicago. I work and commute to the city and I experience it the whole ride to and from home. I will be sitting at my desk and randomly go from full 3G to 1x. At home in the suburbs, my signal is terrible in my house already but I do get dropped to 1x as well. Don't really notice any speed changes besides the normal slowdowns from what I am assuming is the congestion.
That sounds like a horrible way to fix their congestion issues! Is this something they just started doing? Like I said in the first post, everything functioned perfect up until a month or two ago. Also, would they apply that to an area as big as Chicago out the suburbs?

It's not a fix, it's just a way to alleviate some congestion while they work on redoing the towers.
I'm not saying this is what's happening to you but it's likely.
You can try to have the phone reactivate itself. [If I recall correctly that function is in ##yourmsl#]

Same thing here. I've complained to Sprint several times so now they want me to bring my phone in to be checked so I need to unroot. Ugh

Also, and before you ask there is no logical reasoning for this and even the very knowledgeable technician that recommended it hasn't figured out why it would do anything, you can try going to ##3282# and clicking "view" and then clicking on EVDO and then backing out and trying the internet.
They don't know why that would do anything and no it doesn't make any sense...but that's exactly why I refuse to go into anything related to working on computers...for being logical they aren't logical...at all.
By the way, doesn't hurt to keep your radios updated.

Let me correct myself, sorry I never run Sense, it's ##786# then you hit menu and hit reset.
You need to have your MSL. Also, please note that this will erase your /data and you will lose all personal information.
Furthermore, be sure to cancel when it tries to do a check for firmware update.
This honestly may be more trouble than it worth though.
Thanks, yeah I found the reset option in another thread. I reset, hit the prl update, cancelled the firmware check and will run this around town for the day see if I get 1x. I'll post back here later today. thanks again for the help!

I had the same problem a month ago. It's the phone. I tried many different combination of radios and roms but no help. Ended up exchanging it. When you bring in the phone just use the android browser to load a heavy graphic webpage which should take forever in 1x mode.
So within 1st 3 days of upgrading to my awesome SGS3 on T-MO, I noticed that anything data related was down to an absolute crawl. Turns out I was streaming all my Amazon music ONLINE and that sucked up my entire month's allowed bandwidth and so was stuck on <56k speeds until my cycle renewed TWO WEEKS later. So I somehow made do without any data until then.
So fast forward 2 weeks later, and I'm throttled ALREADY!! Anyone have any tips/advice on how to keep my data usage lower? I know I can use wifi whenever possible, but even doing so I'm already capped at my data limit before I'm throttled by like 99%. Alternatively, is there any way to increase the "unlimited" cap before I get throttled? I just upgraded my contract and don't want to deal with the ETF/changing carriers.
Any help would be much appreciated... thank you!!

Well on ICS you can monitor and set your own data limits. Another thing you might want to look into is not using amazon music. I know this sounds dumb but if it's causing you to use up so much data use something else. I stream Pandora all month long and never get throttled. I have the 5GB data plan. Oh and since I work for tmobile you should probably call in about this issue so they can compare your actual usage to the networks to make sure it isn't something they might have to fix. Rarely happens but I have seen this at least a few times. All you can do is increase your data plan. and set your limits through ics. or dial #web# and it will display your usage. or go to tmobile.com under usage you can see it here as well.
How much data are you allowed before you are throttled? You might try downloading your audio directly to your device with a wifi connection. You might also try Google Music, which caches lots of what it streams.
There are many data usage tracking apps, but I prefer LBE security in the market. Give it a try.
Thanks for the responses!
To follow up - yes I have since moved all my Amazon mp3s directly onto my phone, so that's no longer a problem. And prior to the S3, I had the MyTouch 4G, which, while not a spectacular phone, did everything I needed. My amazement with the S3 is that, beyond the first few days of accidentally streaming all my usage away with the Amazon mp3s (which was decidedly dumb of me), my data usage habits haven't changed all that much since my older phone. So I was completely blindsided this month when I already hit my data limit.
I'll need to dig into this a bit more with T-MO, but I was asking in the forum to see if anyone knew of any background app or program, or anything specific to the GS3 that would be using a steady stream of data without my knowledge? Again, thanks in advance for your help!

It's 2GB.
So after crying to TMO for a while, they told me they could up my limit but I would have to renew again and (of course!) increase my monthly bill which is already ghastly! I guess from the lack of many responses or even any other threads with similar experiences, it probably isn't some hidden data sucker upper program that's the problem here... just me being careless with my data usage... =(
Did you by chance use an upgrade for this phone? If your answer is yes, I might have some insight on this.
You should take a look under Data Usage in your settings to see what apps are using the most data. YouTube tends to be one of the bigger ones if you're on it more than once in a while. Or maybe you have an app that's constantly backing up apps.. That takes a lot of data too. Look around and check their usage.
Turn of syncing, Contacts, Picasa, Mail etc, Check them Manually
Install Opera Mini, uses up to 90% Less data than normal browser BUT loads websites slower
Using Youtube? Turn HQ off, but on this screen the quality will kill you.

Tmo has been very understanding when my family or I have made similar mistakes. My son went wild downloading games with monthly subscriptions and Tmo made it all go away. Be nice/professional and ask for a manager or the next in command if you are not able to rectify the issue. Being a 10+ year Tmo guy they treat me well. Learn to work the system and stay cool. Sometimes it takes multiple calls to find the right person that is willing to help.

Also see what apps or accounts are set to auto sync and you could limit background processes as I on my s3 staying logged on eBay for instant notifications, having gmail and other apps set to auto sync and too many background processes was costing me 10 to 12 Mega bytes a day times that by 30 days and that's like 300 to360 megabytes a months wasted you can always check your e-mail and stuff manually unless your a business man and relied on heavy notifications this will help you save a lot of data it keeps me safe because I have the five GB plan too and I've went over a lot until I dug into my settings, hope this helps.

Yes, I did an upgrade through Wal-Mart the week it was launched in the US.
Same thing happened to me. I just restarted a cycle.... But the cycle before this one... Some app used nearly a GB of data around 5 in the morning 3 days into the cycle. By the time I realized this and called TMobile... I was up into the 3.6 range... Couldn't track down the app because I was rom jumping. Anyway, TMobile wasn't much help... I thought for sure they would reset my data since they can see my usage history, but no dice. Bastards! :cyclops:

If you're still hitting your cap in the next few months you might consider a 5GB plan. It'll give you quite a bit more data to work with and you can tether with T-Mobile's blessing.
When I had my Galaxy Nexus I was regularly getting pings of 80-110ms and 6-10MB downloads.
Just got a new T-Mo GS3 last night from the T-Mo store and all pings have been OVER 1000ms with around 5-6MB downloads.
Both phones were/are on the $30 Prepaid plan (100 mins, unl/5GB data & unl text). Only the phones have changes. Always testing from the same location. The download speed is fine even at 3-4MB it's the pings that are killers. Testing with Speedtest.net app so whether the tests are accurate or not the comparison delta should be valid.
Any changes that need to be made with the prepaid plans?
I would try flashing a different radio on it and see if that helps. Some people have better results using different radios which perform better or worse depending on which area you live in.

Read through my thread and you should be able to understand whats haooening a bit better.
In a nutshell, your ping times probably aren't going to matter as much as you might think. Reason it happens is because at idle you are on a slower connection and when you begin data transfer it takes a moment to jump to 4G.
As soon as the test finishes immediately retest and youll probably see that ping time go down.
Also make sure your using the same server. And toggle airplane mode on/off on both phones before testing.

I agree, however the tests on the SGSIII was run multiple times (dozens) over 24hrs.
Hi, I have a galaxy S3 with T-mobile. I'm in a place where I have excellent 4G speeds (about 5-6 Mbps :speedtest), I noticed that when I'm on a call the 4G data speed drops to useless speeds. I can barely open a website or download an app. Speedtest shows like 500+ ping and about 500kbps download which is NOT constant (goes up, stops, goes down, etc). Real speed is way less than that. Websites don't open or take forever.. Is this normal? I am using stock rom (but also happened with other roms). I went back to stock thinking that this was a problem with other roms only, but the same thing happen with stock rom. Any ideas/clues/solutions? thanks in advance
Long ping times is normal due to how it operates. But only 5-6mbps? That's pretty slow. Most get averages of 13-18mbps and some get averages around 25.
Try the different modems to see which will be better for your location.

So, its kind of normal to get slower speed while on a call?
It would seem a logical conclusion. But I've never tested it. But I've never had anything not load or go slow enough for me to notice. If I think about it on my next call ill try to test it out.

Ok thanks, The problem here is that I find it way to slow.. lets say I'm downloading a file with no phone call going and I get 600KB/s, during I call I get like 16 to 40KB/s at most... It's like having dial up again... way to slow.. I think something is not right but can't figure out what, since I reverted back to stock wiped everything and also formatted the system after installing stock..
Have you checked your imei or ever lost it?
If not you should really try the different modems.
If this is a recent development you should also call support to see if they have any tower issues in your area.

IMEI still intact, and have never lost it. I will try with different modems thank you! I'm not sure if this is a new issue since I didn't use my internet as I am using it now while on a call before, also I moved from Puerto Rico to the states for a few months, so there are many variables at the same time. But will try with the modems.
Another question, when I odin Stock (not rooted) ROM does everything (incl. modem, kernel, etc) goes back to stock?

Good luck.with the modems! It takes patience, but is worth it in the end!
Yes, Odin flashing the official firmware will set everything back on stock.

Hello, spent the whole day testing out every single JB modem from your post and none of them solved my problem... did find better speeds with some on them while not on a call. But as soon as I'm on a call the speed drops to about 47kbps, looks like a cap or something because I get constant speed of 47-49 kbps. Sometimes it goes over the cap and works normally but for a few seconds then the speed drops and its not constant anymore until it reaches around 47kbps... This is so frustrating... is there anything else that I can try out??

Flash the LJC firmware package. Third firmware link in my signature. This is for SGH-T999 (d2tmo) only. Unsure about the download cap while talking on the phone. Aren't the two separate? Cell and data, right? Shouldn't be a cap then, but I've never been talking on the phone while downloading a file. I will try it if I think about it tomorrow.
5-6Mbps is not bad. It just depends so much on where you are. My fastest test ever was the other day @ 14.4Mbps. It's not a big city, but it's sizable. It's usually under 10Mbps in that location. And normally less than that everywhere else in the area. There are some areas that put me on Edge. Might as well just turn on airplane mode. Because T-Mobile's Edge... is actually worse than no data connection at all.
Thank you, will try that tomorrow. 5-6mbps is fine for me but that is without call. While on call is like 0.37mbps constant or really bad ups and downs.. is like edge (worst than not having connection at all).. anyways will try and report back. Thanks again

Sorry I couldn't remember this before, but I have a theory that could explain what's going on there.
Voice calls and 2g (GPRS) both share the same frequency spectrum. I remember doing some 3g research in the past and one of the benefits to the introduction of 3g was more overall bandwidth for all, even those left on 2g. At the time, 2g data service was greatly impacted by how much voice traffic was going across the network at any given time.
During peak voice call times, there was less bandwidth for mobile data users because the tech was designed to give priority to the calls. This meant even slower than usual 2g data speeds.
But as people moved to 3g, there were less using 2g for data lessening the impact caused by voice and sms communications.
So what I'm getting at is when you are on a call, that call is going across 2g frequencies, meaning you are connected to 2g. (Though 4g data should still be available to you regardless. But it may have something to do with what you're experiencing.)
Keep in mind that this was 3 or 4 years ago. I'd think that it'd work differently now. But it is possible that they never changed the fact that voice shares its spectrum with 2g. I could be seriously off with all of this, but I still thought I'd mention it since it would make a little sense with the speeds you're seeing.
The thing is, the S3.is capable of using DC-HSPA (dual carrier) which means it can use 2 different signals at once (one from T-Mobile, one from a partner carrier) for greater speeds (HSPA+42). So I don't understand why it won't use this same tech to give you better data speeds while on a call.
I know I've used mobile data while on the phone before, and never felt like the qos was lacking. But I never speed tested it either.
The more I think about it though, the more I'm thinking it's either firmware (see aerowinders post above), hardware, or you're connecting to a tower that either has problems or hasn't been upgraded in a long time. I don't believe that what you're seeing is normal operation.
Of course every bit of this is speculation at this point. Hope no one thinks I wasted their time with it. I thought it may spark some ideas though!

I was looking up some information and ran across this. Figured Id link you to it since it is directly related to your problem.
You can pretty much ignore my above post! LOL
T-Mobile Support Document - Using Voice and Data Services at the Same Time
Basically, it looks like you should call Tmobile.
Tried with the file you provided and still the same results.. I guess I will have to call tmobile to troubleshoot this problem :/ thanks tho

Hello, I still have not called customer service, but I'm going to be back where I din't have any problems next week. I'm going to test it out there. If I don't have problems there, then it's this area the one with problems. Anyways I will let you all know my findings.. Thank you all for the support!
Edit: I just confirmed that it works perfectly fine where it used to worked fine. It must be the new area where I moved recently that has issues. Thank you all for your time and help.
