you could try the following:
1) flash a new rom
2) install/unistall apps from android commander

i tried the visionery and it didnt work

I have a rom with android 2.3.5 and saftware number 3.13.707.4 and want install a ruu rom on it with android 2.3.5 saftware number 3.13.404.4 and don't installed because it has error 131.
(why?) Please help me to install it.

If flashing a stock ruu from pc you have to have HTC sync installed with drivers.

U need to be rooted to flash roms. Also i would suggest going s-off aswell so u can flash different hboots to get the most internal memory (depending on what rom u choose)
