For number 2 I'd recommend SMODA Widget. It doesnt work like all the other widgets, which set the APN to NULL or some nonexistent server.
It has its own scripts to fully disable the network usage.

This is not a new app but it’s something that we’ve just recently discovered and one that we thought is useful, awesome and amazing enough for us share it with you.
AirDroid is a simple to setup and easy to use application that allows you to manage your Android device wirelessly from the web browser on your computer. The app is a really great way to access stuff on your Android device. You can manage files and documents on your device’s micro SD card, you can drag and drop files to and from the device, and even access your contacts, call logs, emails, and a whole host of other things too. You can also text using the app as well as download and install apps on your device all wirelessly from the web browser of your choice on your computer.
The interface is pleasant and you don’t need to root your device to access most of the cool features of AirDroid. You don’t even have to install anything on your PC either. Just key in passcode or scan a QR code and you’re done.
This is something we really recommend you try out. Download the free app from Google Play here or just scan the QR code below.

-AutoKiller Memory Optimizer boosts your device and defends your battery at the same time!
Forget task killers! AutoKiller Memory Optimizer is not a regular task manager, it is an award winner memory (minfree) tweaker, it fine tunes android systems inner memory manager to keep your device fast over time. As a side effect it also lowers battery consumption. Also includes a manual process/service manager.
- ROOT REQUIRED to set minfree values, unrooted devices will only have an emulation of this feature.
-I really recommend to you to buy the pro key.
-Lets see how to use :
-Attachment 1
-Check how much ram i have free with the system default minfree settings
-Around 98MB >> Now go to change and click wich one suites you,in my case is the ultimate (Check attachment 2)
Now you will see how your ram free increases,jst check mine,now with ultimate selected i got around 120MB ram free instanly (Check attachment 3)
So guys,try it ,and post your opinions about the app,and dont forget to thanks

Flash transfer

What is Flash-Transfer?
It is an app which provides a file-sharing functionality to your smartphone using Wi-Fi tethering. It can be used to easily connect to another android smartphone and then transfer apps,
images or any other files you may want to. We all have to agree that it is indeed a clever way to transfer data faster, given the slow speed at which Bluetooth works. This doesn’t even use your data plan, just connects to the other device over Wi-Fi.

}
Why Flash-Transfer?
Though similar apps already exist in the market, what defines Flash Transfer is its unique style of sharing files, aptly termed as Swipe & Share. It allows swipe like gestures to share photos, that seems more like magic rather than a useful feature. As illustrated, the photos being swiped out simultaneously comes into view in the receiving device, which is really a fun thing to watch. There is also a shake and share feature.
Its simple enough to configure and use, that once you open the Flash Transfer app on your phone or use the Swipe & Share option from the Gallery or File Manager, you can invite someone to share with. This invite appears in the form of a QR code which need to be scanned by the receiving party on their device to get connected. Once done, both phones can simply share any number files or apps that you want without any data charges.

Systematically enable/disable app data access

So I've been using the a neat feature on the 5T to disable network access on apps that chew up my data plan (specifically Spotify). I have a premium Spotify account and all my music is stored offline... Spotify doesn't need to waste my data to populate album art and lyrics.
This doesn't really play well when Spotify needs to check in with the mother ship on first start after a reboot.
Long story short, I'm trying to figure out a way I can invoke this option with either Tasker or a shell prompt. I've found that disabling background data modifies /data/system/netpolicy.xml. I'm just not sure if the setting is cached elsewhere and this file is used after boot.
I've also seen that I can disable ALL network access with the 'svc network enable/disable'... But this isn't quite what I'm looking for.

Have you tried data sever option? It can turn off background data for apps.

As seen in the attached screenshot above, I can do exactly as I need manually by toggling the 'Disabled DataUsage' option. I'm looking for a way to toggle this from either an intent action or shell command so I can essentially automate this with Tasker.
Basically, I will set up a script like this:
Open Spotify
->Tasker script starts
Enable cell data for Spotify
Wait 60 seconds
Disable cell data for Spotify
This leaves WiFi unaffected and won't waste my data plan.
