so i have unlocked my expo so i can use t mobile. i currently have the dragonstorm rom on it and was going to try the sense 2.1 rom found over on lg-expo.com but will flashing my expo re lock it to att?
no it will not cause it to relock.
No as said above it will not relock it to its original carrier, tho idk why you would want to.
Afaik there isnt any carrier that cares whether a phone is carrier unlocked. Some care if it was there network originally, but thats it afaik.

no you have to be security unlocked before attempting to flash any roms stock or cooked.
i never unlocked mine and i flashed from stock 6.1 to stock 6.5 now im sending this from my phone dnt get me wrong i wouldnt suggest it as ive heard of alot of cases not so fortunate but i have done alot of hacks n cabs there may have been something were i accidently unlocked it ironically enough before i flashed my phone would state sim detected global mode now it says sim unlocked

Do I still have to flash Hard-SPL for any reason? Is there something about it that will make flashing a new rom easier or more stable?
There are various forms of "unlocking" on the phone. The unlock code you get from your carrier is to SIM unlock the phone. This allows you to use the phone with a SIM card from other GMS carriers.
You still need to HardSPL the phone to flash any custom ROMs. SPL locks the phone to only be able to flash official T-Mob branded ROMs. So HardSPL unlocks it so you can flash any ROM. Completely different from the SIM unlock.

I just started using an AT&T branded G3 unlocked on Tmobile. I have no idea if I can flash Tmobile ROMs or if I need to stick with roms only built for AT&T? Someone please clear this up for me once and for all. Thanks!
I wouldn't flash anything thats not specifically made to work with your device. Tmobile g3 has an unblocked bootloader all other g3's are locked currently. Flash something thats not made for your specific device and you may have a paperweight.
If my device was originally AT&T branded but then bootloader unlocked, then S-off, and super-CID....... ... and now has latest developer firmware flashed with Custom 5.01 ROM , like LeeDroid's latest Sense 7 -- will that phone be "carrier unlocked" if I were to try to use another SIM like from T-Mobile??
I don't have another carrier SIM to test it -- planning to sell

No. SIM locking is separate from CID/MID locking. Unfortunately, since you have flashed the most recent firmware, the one hack that used to work is probably unsafe to attempt at this point. Instead, you will need to get an unlock code from AT&T or buy one from a service. (or inform the buyer that it is still SIM locked to AT&T, but that's going to cut the value a lot)
I live in eu, i bought my m8 from t-mobile , i unlocked, i flashed custom roms, but its s-on , after 24months , i asked t-mobile for a unlocking key , but everytime when i want to enter that key, wont work, says wrong password.
Its posible that my mid/cid are messing someting with unlocking code ? Anyone got experience with similar problem? Should i flash some europian t-mobile stock rom to get solved this problem or?
And by the way is there a diference between us t-mobile and eu stock roms or they are the same ?
ps. i know some of those stuff are nubish for alot of guys. but i really want my network unlocked.

Flash a stock ROM. If you are on an AOSP/CM ROM, it will do that to you. Stock ROM is the way to go to get your phone unlocked.
