my backlight keeps turning slightly dim/brighter when i move/tilt the phone a bit..is that normal? can i disable that?

Start -- Settings -- System -- Power -- Backlight -- Uncheck "Auto adjust backlight"
On a custom rom so yours might be different, but the setting should be in there somewhere.

Doesn't this mean the screen backlight will stay on until the sleep timer?
i really like keyboard light to turn on when slid out -- but still don't want to kill battery w. screen not turning off. My current setting turns backlight off THEN screen.

in this case you should do the following
goto settings -> system -> power -> advanced
and check "turn off device if not used for..." under "on battery power:"

If you go to Settings/Personal/Buttons then on the backlight tab, untick "Enable keyboard backlight auto sensor" then the keyboard will lightup when you press a key, regardless of the ambient light.
Not quite what you asked but maybe as close as you can get... I think.
Is there an application or a mod to have this settings:
have automatic brightness when the phone in active
have low brightness when the phone is inactive BUT not showtdown the screen.
if i set up to "always screen on", screen is ALWAYS on HIGH brightness

isn't the same!
You can set it to leave the screen on dim when it's plugged in, but I don't think that's what you mean is it?

Even if you could that will eat your battery. There is no setting for this but you could muck about in the display .prop files I would assume.
I would not reccommend it.
If your asking because the lights go out too often then turn off "auto brightness" or adjust the light sensor levels in "system" > display > auto backlight.
If its because they go out too quickly then download proximity sensor recalibrator (here) and follow the instructions there to recalibrate the sensor.
Hello, I'm currently using CyanogenMod 11 [BR4] and I'm unsure if it's an issue with the rom or my device as they used to work before this rom.
The bottom button light is always turned on when the screen is turned off. The brightness goes down, but they're still turned on at a dimmed level.
Any suggestions?

Not from my side at least,I'm also on BR4. Well the only way you may try is to change the rom, Try any nightly or any other rom. But in my opinion it has nothing to do with Capacitive sensors. Some sort of light panel issue(Hardware Issue) :fingers-crossed:, not rom itself.

Seems the issue was to do with overclocking. Reduced the CPU speed and seems to work perfect now.
I notice screen dimming after few second inactive i need to touch again to make it bright again, can i disable that feature? It seem different from lockscreen setting.

Try checking for screen timeout option under settings
