I would like to extract some software from the HTC shipped ROM.
Is there a tools for extracting the contents of an NB file?

Did a quick searc and didn't find it...
Get cab file. Open with winzip. Look in _setup.xml file for the filenmes. extract all using winzip and rename according to the filenames in the _setup.xml.
Easy peasy.

if the rom is an exe, how extract the Cab?
There are no CAB-Files in a ROM.
Only in a Extended-ROM.
I've extracted the cab from the exe, and extracted a nbf file from it... But now I don't know how to continue...
so i extracted the RUU from the 8525 wm6 update that HTC sent out....and it works all you have to do is extract the zip to a folder. Dump the signed.nbh file and wooalahh!
I need to extract i780 upgrader exe but winrar or 7zip is not working and i need .bin file from .exe. I900 extractor is not working also. Any suggestion ?

Some exe ROM don't be extracted before flash to PPC, ie : Asus P552, P835, ZincII, nuvifone M20... How to extract them. And how to recreat exe ROM after editing something?Plzz help me!
Are you saying you want to take the ruusigned.nbh file (the actual rom) from the .exe files you sometimes get?
Open it with winrar and find the ruusigned.nbh file and drag it out

Put the system.img file over the exe file.
This is only work with backed up system.img's and not with the official one taked from rom.zip.
