Is it possible to change navbar order on Android 13 without root?
Quickshortcutmaker does not work.
ADB command does nothing.

Additionally, unless you already know Telegram is not accepted on XDA as a filehost because a download of a ROM would require a registration on Telegram.

Not possible. DeX requires important processes in the framework which low end devices do not have. If you want Dex then you'll need to port a flagship firmware, which is a whole different beast on its own.
