Default between Allow foreground activity and Allow background activity. What will happen if disable both?

the problem with this application is that the drop up menu will be disabled because the app is hovering the drop up menu for some apps like calendar, messaging etc

A lot of apps like Gmail and Whatsapp now group notifications. you can swipe down to see the individial notifications. However, I want to skip this step and always want it to show all notifications by default. Is there a way to this?

Is there any way to remove the restriction against numbers of keep-open apps in Task Manager?
As default, there are only up to three apps that can be kept open, and from the 4th on, keep-open function is void.
OS configuration of my S20: Android 11, One UI 3.1
