So I may have caused this by filling up the storage taking some family videos, but here is what happened:
P6P working great for months now, unlocked boot-loader, rooted with latest Magisk, flashed May OTA images last moth and updated to Jun the other day. NO issues after the flash and phone ran fine even after several reboots.
The other day after I filled up the storage, I connected to PC and moved off some videos to make space. Pretty sure this worked and when done, I decided to do a reboot. After that, it never booted fully and after animation rebooted continuously.
I have since flashed on both slots (a/b), May and June OTA images, and it still will not boot. I am pretty sure IF I WIPE DATA, this will work, but my goal here is to try everything possible to not have to do that this time. I know it would have been best to have a backup, but that's another discussion.
Goals would be:
1) Full boot into OS w/o wipe
2) ADB access so I could at least pull some files off before resorting to wiping data.
Fastboot of course works fine, and adb connects for 10 seconds or so while animation is going, but not sure what I can do during this quick time?
Could that camera filling up storage have caused these issues?
I think if we had something like TWRP like back in the days, I could use adb, but dont think thats around these days.
Any advise?

Try Android Flash Tool and leave all the boxes unchecked.
Alternatively, since you can get into fastboot you could flash the factory image, but beforehand modify the flash-all.bat file by removing the -w (this will allow you to keep data).

So I should have mentioned this... I used both Pixel Flasher and Android Flash Tool with same results on each. I have also used both tools successfully to update previous months updates with NO issues.

I'm not sure about OTA as I've always used the full image but the full image version (if I'm not mistaken) needs a certain amount of storage to unpack everything it needs to install. There might not be enough room.

Have you tried booting into safe mode? This is what I would do:
Flash the latest OTA in recovery mode. Then during restart, as soon as you see Google Boot animation, hold volume down.
Is your Bootloader unlocked? (When you boot into fastboot mode, does it say unlocked?).

Actually I am flashing the factory images I think they are called from here: Images
So maybe these are not OTA. I have only used these images.

Google's Help Page for Find problem apps by rebooting to safe mode - this can be a lifesaver and keep you from having to do a restore to 100% complete stock or even from having to do a factory reset. This will deactivate all Magisk modules, and they'll remain deactivated even after you boot normally after briefly booting to safe mode. You can reenable the Magisk modules as you wish to try to narrow down the problem if it was caused by a Magisk module. This can even get things working again after a Magisk Module wasn't finished installing and potentially causing a bootloop.

Correct, those are not the OTA files, those are the full factory images. For reference, the OTAs are here Full OTA Images for Nexus and Pixel Devices, although I, too, prefer the full factory image, but the OTA as suggested by @Alekos above would be worth a try.

Yea I tried to enter safemode many times, unfortunately it never works. Each time I try now, hit the vol down when animation starts, it takes me to fastboot!
I will try the OTA next, maybe these will work!! Thanks.

Safe Mode is definitely a challenge to get into until you get used to it. So you followed these directions for it exactly?
Press your phone's power button.
When the animation starts, press and hold your phone's volume down button. Keep holding it until the animation ends and your phone starts in safe mode.
You'll see "Safe mode" at the bottom of your screen.
As far as I know, the animation is after it's possible to get into fastboot mode, but maybe something else is going on here.

Yep, tried it many times, same way, it originally just rebooted and most recently reboots into fastboot each time.
I just successfully flashed the OTA image via sideload. Everything seemed to work and flash properly. Someone mentioned full factory image could require more space, so was hoping OTA was the answer....
Unfortunately it gets to animation, then eventually reboots.
Never had this many issues with a phone before, what could cause this while each image flashes "successfully"?

I wish I knew what else to suggest. About the only option left seems to be to use the Android Flash Tool including a full wipe. I would allow it to force flash all partitions and just untick the option to re-lock the bootloader so it stays unlocked.

When your phone is rebooting/bootlooping, start holding the Volume down button when the screen is blank, before any logos start to appear. That should put you in safe mode.

Appreciate all the help guys, but nothing is working. This did get me into fastboot quicker, skipping the animation but that's about it.
I tried flashing A side only, B side only, both sides, and both factory and OTA images, same. I can get to Animation each time, but eventually reboots. Amazing how filling up space from camera could have caused this!?
Will of coruse have a backup next time, but will also look for a phone with SD card for data so this would most likely never be an issue.
I think as edor has stated not sure there is much left to try.

If you're bootloader is unlocked, just downloaded the full factory image (non ota), remove the " -w " command (which wipes data) in the flash-all.bat file and flash away. This will keep your data intact.
The flash tool should do the same thing but doing it manually, you can keep an eye on the progress in the command terminal window to make sure there are no errors.
The data and system partitions are different. Filling up your data partition won't cause corruption like this. They are completely separated partition tables.
Also you tried the flash tool and unchecked wipe and re-lock options?
I used the PixelFlahser app as well as the online official Android Flash Tool, with all those options unchecked, yes.
Both flashed with no errors although the phone never booted. I will try using ADB directly now and see if that helps!
So i used adb cli, and it did exactly the same. I am getting some errors though saying

"archive does not contain" and lists several items such as boot.sig, vendor_boot.sig, boot_other.img, odm_dlkm.img, product.sig, system.sig, etc....
Are these important??
I have flashed just using the zip files before with no special unzipping and they have always worked fine.

That is normal. That happens with every month's update.

No. Don't go down that road. If you can't get Stable working, then there's something deeper wrong. So you've tried the Android Flash Tool with all default options checked (to wipe, flash all partitions) except not to lock the bootloader? i.e. letting it wipe all your data?

A factory reset erases the partition where user data is stored. It does not touch any other partition. You're getting that message because the phone detects that the boot image is no longer stock. If you want to undo the changes you have made, you'll have to flash the stock Google image.

I haven't had a chance to test Magisk on this phone yet (I returned mine and am waiting on the replacement) but when I've used Magisk in the past, the first boot took a really long time. Give it like 10 minutes or so. If it never makes it past that, something went wrong and you should flash the stock image.
Oh wait, you get the same message if you flash the stock image? Well in that case, I'm not sure what's wrong. You may need to re-lock the bootloader before that message goes away, but make sure you're on 100% stock software before that happens. It might have something to do with the fact that Pixel devices have A and B firmware slots, so if you bring A back to stock, B might still have the Magisk patched image on it. Someone more familiar with Pixel devices should chime in.

Well, to clarify...
I was able to get Magisk to run fine. But decided I wanted fresh stock image, so went to flash stock google image, flash went fine, but at reboot i get the same thing. could this be a slot issue?

I'm thinking so. I'm not sure what the proper procedure is for designating which slot you're flashing to on the Pixel 2's, but it's possible that you now have 1 slot with stock firmware and 1 slot with the Magisk patched image. For the original Pixel devices, the partition names were boot_a and boot_b. So I think, and someone please correct me if I'm wrong, fastboot flash boot <file> will flash the file to whichever slot is active, but using boot_a and boot_b will flash to those designated slots. So to fix your issue, you need to make sure that both boot_a and boot_b contain stock images.
Keep in mind that I've never owned a Pixel before now (although I'm pretty comfortable with flashing other android devices), and I'm not 100% sure about this, so you might not want to take my advice.
relock the bootloader.
Here is what I did:
Fastboot flashing lock
fastboot flashing lock_critical
then tried running the flash-all.bat, got FAILED being it was locked
SO then I ran
Fastboot flashing unlock
fastboot flashing unlock_critical
ran flash-all.bat, seemed to have gone fine. Phone reboots, then after you get the circle, where it says "erasing", after about 10 seconds it reboots and says "your device is corrupt..."
Ughhh, I hope I didn't brick this thing???

Make sure you have the latest version of adb and fastboot from the developer site.

I got the message as soon as I unlocked the bootloader. It's normal
I had this issue with old platform tools and could not get my device to boot no matter how many times I flash-all'ed or changed the current boot slot. Upgrade to the latest platform tools and run the flash-all from that directory. If it's still not working, I also unlocked critical: fastboot flashing unlock_critical , so that the flash-all could flash my bootloader as well.
Like some have said already. This message appears every time you boot after you unlock your bootloader, whether you are still running stock OS or not. Same thing happened on my 6P. Only way to get it to go away is relocking the bootloader. Don't worry though, your device isn't really corrupt. Just a scare tactic by Google.

This is somewhat true. There are 2 different messages. One that says you are running unsupported software and the color is orange. This message pops up on every boot while the bootloader is unlocked. The other message says your device is corrupt, in red. The phone will not boot. I just ran into this issue while trying to flash the november update
EDIT:
I was able to resolve this by updating adb/fastboot. I updated adb/fastboot before but i guess i did it on my other computer.
So was there any way to fix this without having to relook the bootloader? I've already had to set this phone up a second time after the longest marathon session of trying to get both TWRP and magisk to live happily together on this device, so I'd rather not do it again if it's avoidable.
Literally all I did to cause this is press the button in TWRP to switch to slot A, and after rebooting I immediately got the new scarier message that requires a power button press to boot, after which you get the regular nag about the unlocked BL. The device then hung at the Google padlock screen, so I used the buttons to reboot into BL then tried TWRP. TWRP then hung at the splash screen, so I hooked up to the PC and fastboot booted TWRP. When I tried to switch back to B, strangely, it said I already was. I pressed the button to switch to B anyway, then rebooted. The error happened again, but at least the device boots. I tried rebooting again to see if it had cleared up, but unfortunately not.
I would really like to be rid of this without having to start over. I do have a nandroid but I don't even know if I trust a restore to be successful and potentially make **** worse. Thanks in advance!

I was able to switch back and forth between the slots with fastboot. I thought maybe I was getting the error because they had two different boot images installed, so I backed up my boot on side B, and then restored it to slot A. No dice. I still get the error message.

I'm trying to prevent having to use the warranty if I don't have to as this was just a mistake on my part.
I've tried going completely back to stock removing TWRP and everything and I'm in the stock recovery right now with the error that says:
"Can't load Android system. Your data may be corrupt. If you continue to get this message, you may need to perform a factory reset and erase all user data stored on this device."
Which I've done twice now (since going back to stock bootloader) and nothing happens.
These are the steps I took-
downloaded factory ota image.
flashed flash-all.bat
moved boot.img to adb directory and flashed boot image on both a & b slots
ran flash-all.bat again (just in case)
start up & get the loading G screen that either never stops loading or refreshes to this screen with the error above.
I tried locking the bootloader and that just caused a "no os" error. So I unlocked it, re-ran flash-all.bat and now I'm back with this error. I mean at least I can get into the bootloader & recovery?

Figured it wouldn't hurt anything, would just cause the same error to appear and it took longer to install, which I figured was good, AND NOW I WAS ABLE TO GET INTO THE STARTUP SCREEN! WOO!

You tried fastbooting the "factory OTA image" Well, that mistake number one. Just use the stock factory image, not the OTA.

Congrats on fixing it.
For future reference, and if you ever reset your phone again, you should perform: fastboot flashing unlock_critical <--this will wipe your phone!
As you can see in your screenshots, that failed, each time. This was the cause of your failure(s): FAILED (remote: Flashing is not allowed for Critical Partitions)
The last one worked because it flashed the proper bootloader (TMZ12a). Had you not used that image, it still would have failed.
What was your fix?
@DudeThatsErin -As mentioned by uicnren, you still need to unlock_critical or your phone will not upgrade properly, and you won't be able to flash full factory images. When you unlocked your bootloader, there were two steps but you only completed the first one. See the sticky by Nathan for step-by-step instructions. Unlocking critical will wipe the phone again, but then you will be set.
I've had Google phones for years now, including previous Pixel, but I just got an XL 2 yesterday and I'm regretting it.
It's Google unlocked and running June's latest image. I've experienced various app crashing on stock, and random reboots.
Then there's the rooting and flashing. I unlocked the bootloader and installed the most recent, twrp (the one verified to work on xda for roms) but can't flash anything.
My twrp either hangs on the twrp start screen, or when it does load, the touch screen doesn't work. When I can get it going, every rom I flash gives me an error on the second step. I'm flashing on slot B by the way, that's what boots up when I boot to twrp.
Lastly, I am unlocked both for flashing and flashing_critical thru adb, so I'm at a loss and seriously confused.
When I FIRST unlocked everything, I was able to flash Nitrogen rom but I got stuck at the rom splash screen.
Tldr:
-What is the Correct install method/sequence for roms?
-do the slots matter?
-is random reboots and app crashing on stock a sign of a hardware issue?
I haven't installed a custom ROM on my P2XL, so I'm running rooted stock. Anyway, for rooted stock, this is what I did.
Entered bootloader mode.
Booted into recovery using the command "fastboot boot recovery.img", where "recovery.img" is the TWRP recovery iteslf. In my case, I renamed it "taimen.img".
Flashed the TWRP installer zip needed for the P2XL (Required if intending to replace the stock recovery).
Rebooted into recovery.
Flashed a custom kernel (Recommended - resolves touch issues in TWRP).
Flashed Magisk.
6. Rebooted.
If installing a custom ROM, flash it prior to the custom kernel. Slots only matter if running stock. Random reboots and app crashes are not signs of a hardware issue.

Ya know my friend, after our conversation yesterday, and your questions in the nitrogen thread, and now random reboots and app crashes, I think it's time to consider a factory reset. You shouldn't be having those problems on a stock setup. If that's not successful, then I would definitely consider an RMA. Just my 2 cents worth :good:

Just so you know, I got the rom to flash finally, but it's stuck at the rom splash screen during first boot. I'm going to leave it and hope it eventually boots up.

If it doesn't after 5 minutes, do a hard restart with the power button. If that doesn't work, then reboot to twrp and flash the rom and twrp installer zip again.
Ok cool thanks. I relocked bootloader last night and went back to stock. Unlocked it all this morning from my work computer and different unlock app. So here's hoping.

I finally got everything to work. My vendor image is a mismatch but I could just flash junes and be done with it, right?

What did you do to get it to work? You could just flash the June vendor.img to both slots. If you keep getting a vendor mismatch, probably nothing to worry about according to the Dev of nitrogen.
Different machine, cable and unlocking tool.
But I went to bone stock with locked bootloader, then flashed the newest twrp with the newest all in one tool. Was on slot A so wiped everything and flashed rom plus twrp again. I rebooted system to slot B, but then it just hung at the rom splash screen.
So I did it all over on slot A, ignored the "no os installed" message and booted anyway. Then it fired up. Rebooting into twrp from there took me to B, which is where I need to be for an image file or root.
So yea, thanks for the help.
I'm having this issue also. I tried flashing nitrogen, it hung. I tried to go back with factory reset Img and nothing happens in adb. Flashed the may img and it wouldn't boot all the way up. Now I'm stuck in bootloader trying to figure this all out. Seems like nothing in doing is working. I can get recovery to boot, but no files inside so idk. Tried to sideloadb nitrogen, but it said adb out of date for device when sdk is fully updated.

You didn't mention the out of date message in your other post, but uninstall SDK and then download the stand-alone adb/fastboot binaries from May of this year. Dump that in a folder (eg. c:\adb) and put that folder in your path statement. Manually flash the full factory image without modifying flash-all.bat. Post your screeen if you have any errors. :good:

Google knows the date the phone was purchased based on imei number and honors their warranty by date, not owner. Unless it was blacklisted.

Not 100% sure of best place to post this, but I'm getting desperate now...
I'm pretty worried I've killed my device. After following the guide on how to root with Magisk, my phone is stuck on the white "loading" screen with a G logo. I've since tried to restart, but I can either go into fastboot mode or get the white screen when attempting to boot into android.
Tried to flash the latest factory image to fix it, but that couldn't get that to work. Now the phone isn't showing up on adb devices either. panicking a little bit here.
Does anyone know what to do?
ADB won't work unless the phone is booted into Android or in stock recovery for a sideload.
Does your computer recognize the device when you are in Fastboot mode and type "fastboot devices"? Try flashing the factory image again but make sure you have the most up to date platform tools from Google. Old versions are a common cause of issues.
Did you flash TWRP recovery or just boot to it to root? If you still have stock recovery you can try a factory reset from there but any modified images you installed might be the issue.
like Fury said, your platform tools need to be updated, same thing happened to me.
What didn't work when you flashed the factory image? Do you have the latest sdk tools version of fastboot and adb?

Thanks so much, this is where I was going wrong. Have gone into recovery and rescued it.
Tried the process again to get Magisk working, but ended up the same although this time the white screen only went on for a while before I got an error saying my data was corrupted. Tbh, after all the stress I'm just going to give up on this and live with the phone in stock. All my drivers and adb were installed and setup today, so everything is up to date.

Not out of the woods yet. After restarting the phone and going through the setup, it's not detecting the SIM card or any wifi networks. I've installed the OTA and wiped data once more after having this problem, still not resolved.

It sounds like you are trying to install Magisk v17.1 like I tried. If so you need to use v17.3 beta. If you follow this thread you should be fine. It even tells you what to do for your original problem, just takes some reading and patience.

I tried it with both 17.1 and 17.3, so not sure what the issue is. Seem to have finally booted up properly with wifi and signal working, so hopefully it's all good now. Gonna give up on rooting.

you may want to try to totally uninstalling Magisk frist with the official latest Magisk uninstaller and reboot and then do a complete factory reset. this has helped me in the past.

Each time I try, my phone reboots and sits on the updating screen with the progress bar for several minutes, then reboots and tries again two more times, then finally boots back to the home screen with a notification saying "Couldn't install system update." If I click on this notification I can "Try Again" but it always does the same thing.
Does anyone know what could be causing my phone not to update, or how to look at logs that would tell me what's going on?

I'm just running the regular system update process through Settings > System > Update, so unless my phone got confused about what phone it is I'm not sure how this would happen haha.
The only "non-regular" modification I've made to my phone is that I use Tasker and have granted it several system-level permissions through ADB, but this has never impacted a system update in the past...

I've thought about trying to sideload the OTA, but on the OTA download site the first prerequisite listed is that there are currently no pending system updates, which is clearly not the case for me. Anyone know if there's actually a risk in attempting this?

Well worst case I'd have to wipe and flash factory image, but I really don't want to go through that right now, especially this being the first time I don't have Titanium to restore everything haha

I think you misunderstand. You cannot flash the factory image because you are BL locked. Sideloading an OTA image via recovery is also called a "rescue OTA". Don't worry...your bootloader is locked so you're not going to hose anything. You are stuck now... cannot use system update. Flashing the OTA is not going to wipe your data, or render your phone unbootable. It MAY however get you "unstuck". Just follow Google's detailed instructions on the page you linked. Hmm so it seems I can't even sideload the OTA, I'm guessing cause of the locked bootloader. When I reboot to recovery the screen just says "No command" and no buttons on the phone do anything, I see no option on the phone to sideload via ADB. Running "adb devices" on my connected laptop shows the active device in host mode, but I think it has to be in sideload mode for it to work. I've also tried clearing cache and data from the Google app before trying the regular update method again, but that didn't help either.

1) You do not need an unlocked bootloader to sideload an OTA.
2) Everyone with P2/P3/P4 stock recovery can sideload an OTA via adb. You don't even have to have USB debugging enabled in Developer settings. It is hard coded into recovery.
3) You probably aren't in recovery mode. Youtube a video on how to get into recovery mode, or Google "rescue OTA" or "sideload OTA via adb".
4) Upload a photo of your recovery screen
5) Double check you are using the latest adb/fastboot binaries
6) Report back

You're right on #3, I didn't properly enter recovery mode - after getting to the "No Command" screen I was pressing and holding power and vol+ together (which didn't do anything) instead of holding power and then pressing vol+ to enter the menu. Anyway, once I got in I pressed "Apply update from ADB," confirmed via "adb sideload" that the phone was in the right mode, and started the OTA sideload (see picture for the PowerShell output). Once this completed successfully, I rebooted the phone but it did the same thing as before - 3 bootloops then boot into the home screen with an "update failed" notification.

I would have expected a more verbose output but have not personally had to do a rescue OTA (my phones are all BL unlocked), so I don't know what the correct output looks like... but note there are no errors. Are you positive you are using the latest binaries I linked to? My version is 29.0.5 (October 2019). "adb version"

I have the Verizon variant, so bootloader cannot be unlocked (OEM unlocking is disabled in Developer Options).
adb version shows me:
Android Debug Bridge version 1.0.41
Version 29.0.5-5949299
I think at this point I'm gonna wait for the January update and see if that one takes. Thanks for all the help!

Well, you learned something here anyway. I believe incremental OTA's need to be applied sequentially, but since I always flash the full image I'm admittedly not very versed on OTA's. You may want to research that point further so you don't end up waiting two weeks for naught. Also would not hurt to make sure to manually sync backups, verify photos is backing to the cloud, and in TiBu do a "force redo of your backups" then zip that entire folder, transferring it safely off the phone. Well that's the issue - I don't have the option to use an app like TiBu because I can't have root, so as far as I know I basically have to rely on Google's automatic backups/restores during initial phone setup, if I end up doing a factory reset. Before this phone I've always had a rooted phone with TiBu doing nightly backups to the cloud, so not having that has already been giving me anxiety the entire time I've had this phone haha.
I think the biggest thing I learned is to never buy a Verizon model phone again.

Ah, ok. Well the Google backup has improved dramatically with 9 & 10 and works quite well. Hope you get it sorted soon. :good:
@Jinded, what happens if you try to sideload the OTA for the same version you currently have?
I have been wondering in a different thread, if the Goggle OTAs will work well on Verizon devices. It used to be there were device specific releases on the Google site as well as the general releases. Things like vendor and modem would likely be different.
Edit:
Reading through the forum, this post suggests that settings that are enabled in November are not available in December, preventing the update. Booting to safe mode will probably reset the ROM settings without factory resetting. Less to set back up.
