I would try Google's software repair. If that doesn't work I would just send it back. With a locked bootloader what else can you do? Save yourself the trouble.

The same happened to me... Bought a used pixel 3a xl, and thought it was an easy job to flash a stock rom... The bootloader is locked and Im stuck with this Matrix ROM. Mine is a different version it seems....
There´s a 'Support' app installed. Asked them about unlocking bootloader, only got "Cant help you" as a reply
Jumping "IN" on this thread as I, also, have a Pixel 3a XL that I bought from Offer Up that came with the bootloader (OEM) option greyed out! Any info on how to even root this thing would be much appreciated.

My Dad has just got the Pixel XL on EE UK. He is unable to to set up android pay. He is just met with the error message "Android Pay can't be used. Google is unable to verify that your device or the software running on it is Android compatible".
I asked him to run the safety net test and it failed. The phone is brand new out of the box with a locked bootloader. Any idea why this could be happening?

Are you positive the bootloader is locked?

OEM unlocking is disabled in developer options. When it is unlocked it is greyed out. I've not actually looked at the bootloader but I'm 99% sure it's locked as the phone was brand new sealed in the box when he got it. Plus I believe EE actually don't allow unlocking the bootloader.

Interesting, I would boot to the bootloader just to make sure as I'm not sure what else would cause Android Pay not to work.

Bought an XL via eBay. Found that it's been flashed anyhow. And I can't root/flash ROM or even unlock the bootloader.
Now below is the situation:
1. It's a Verizon, XL, 128GB.
2. It's locked. And OEM unlocking in developer options is GREY.
3. It's stuck in Android O (Opp3.170518.006).
4. dePixel8 doesn't work. Every time I entered the commands "adb shell /data/local/tmp/dePixel8", it ended up with an error.
5. Because of 1., I can't flash TWRP or any bootloader.
I've heard of so-called "FRP Unlock Tool". But it seemed only working on 7.1.2 below and is considered risky for 8.0.
Though 8.0_DP3 is 90% perfect for daily use, I still want to take a chance. But the question is HOW?

The only time you could unlock the bootloader on a Verizon Pixel XL was before the operating system updated to Android 7.1.1. Android 7.1.1 was patched so the dePixel8 exploit would no longer work and nobody has found a new way to unlock the bootloader on the Verizon models since then. If you want to downgrade from Android O I think your only option is to deregister your phone from the Android Beta Program. Eventually you will get an OTA that will downgrade your phone back to Nougat but it will also completely wipe your phone including the user data and stored files. You will be starting over from scratch and have to download your user apps again. Unless someone comes up with a new exploit you will not be able to unlock the bootloader or custom flash anything on that phone.
If you wanted to unlock bootloader/flash roms/root etc... you should've come here first to check, then checked with the seller on ebay.
however, your options are:
1) put up with phone in stock (it's really not that bad - which is why development isn't into multiple pages of current roms)
2) sell it and get a google version rather than Verizon
So I just got my Google pixel 3 XL straight from Google. First thing I wanted to do was root my phone. I've tried everything from restarting device and updating my phone to the latest updated ( I was told that it needs to update before OEM unlock is enabled) but still it's greyed out. Does anyone know what's going on ? I spent a lot of money to finally get an unlocked version to be able to root it.
I'm using At&t as my network.

A factory reset from setting won't work. If you haven't flashed the factory images with the wipe flag enabled, do that.

Inserted Verizon sim, set up phone and then unlocked in Dev options. Currently Google support say there is no fix and they are looking into it. Just curious where you are in this...

OEM Unlocking Greyed Out- Pixel 3XL
I purchased a brand new Pixel 3 XL from the Google Store. In the Developer's Option, it shows that the "OEM unlocking" is greyed out. I purchased an unlocked phone. Do not understand why I am not able to unlock it. Your assistance is much appreciated.
I do not have a sim card in it. Don't see the point why I am unable to unlock it.

I hate to beat a dead horse here. But in my Verizon 3xl I can switch OEM locking back and forth. It even gives me a warning about unlocking it. I've never tried anything past this point cause I don't want to rework my phone from the begining. Can everyone do this ?! Why isn't mine greyed out ?

Does it work? Did you do anything specific?
My Google Pixel XL has recently bricked itself, I can boot in to the bootloader but that's it. Can;t get into recovery mode or even boot the phone up to enable OEM unlocking as well as USB debugging. This happened after I received the May 2019 update.
Any adviced would be much apprecited???
FYI cannot do an RMA as I'm in the UK and I bought the phone secondhand a few months agao, so defo out of the stores warranty.
Always unlock your bootloader and leave it unlocked no matter what. It's an expensive lesson, but it saves you when things like this happen. Unfortunately, you're in the same boat as a lot of folks. I'm not sure what options you have my friend.
Hi all, I recently bought an "unlocked" google pixel 2 XL on ebay from a generally trusted seller but I have been super frustrated with issues I'm having with trying to unlock my bootloader and enabling OEM unlocking. The button literally remains grey and I have tried many things to get it to toggle but it won't (sim card, terminal commands, resetting multiple times). I'm also doing this on a mac since I don't have a pc. The command tells me it is not allowed.
It is Android 9. I found out from another user that it is because it was originally Verizon. I have looked through a lot of the helpful xda forums and threads but I haven't found one that lays out a method for unlocking Verizon Google Pixel 2 XL.
Is there a simpler way to unlock it, does anyone know? Could I go straight to Verizon and ask them to unlock it for me? I'm super frustrated or am I SOL and should return the phone? This is my first time using an android so I would appreciate any help.

Think of it this way. Since root isn't possible for you passing Safetynet will never be a problem.
I have the same issue. What I've found is OEM unlock isn't available because your pixel was originally on Verizon
Mine is verizon i just received the QQA3 update oem unlocked was available in a hurry i unlocked it without hesitation

Hm, if you load dsu, from there it's still locked right? if it's possible... i've seen in dev options, but never tried tho... previously it required unlocked boot, but since it's in dev options.....

It's not possible as the bootloader will still be locked. Its presence in developer options doesn't change that.
The only way to get past the bootloader lock, if you're not one of the lucky ones like @tfat, is to install a ROM using the device's emergency mode. The problem is getting a firmware package that uses that mode. A regular ROM download won't cut it.

Yes, boot will still be locked, but since GSI image is basically a stock version of OS, it would not come with Verizon services and maybe toggle will be unlocked?

It won't work as you must have an unlocked bootloader to even install the GSI image. There is a 50+ page thread detailing attempts to unlock the Verizon device. No one on that thread succeeded. If what you proposed did work that thread wouldn't exist as yours is one of the easiest solutions.
Unless you can unlock the bootloader or somehow get a tech center restore image using emergency mode you're dead in the water. And don't think you can simply guess the decryption key either. To find the key would currently require spending an amount of time greater than the current age of the universe.
EDIT: Finally, check out the factory images page for our device. Notice how for the most part there are no images specifically for Verizon? That's because the device uses a different method to identify itself as a Verizon device. It's almost a certainty that the IMEI is part of it.

This method only works on the Pixel 1. You can get to the point where you can toggle the "OEM Unlocking" switch (in my testing its always defaulted to on once togglable), but running "fastboot flashing unlock" fails.
According to the person who found this method out, it's because the Pixel 2 has an on-board security chip that deals with OEM unlocking, with the 1st gen Pixel doesn't have :/
It's probably a very safe bet, and sad to say, that since no one found a way to unlock the Verizon Pixel 2 XLs in it's 2.5 years of existence, there will be little if any work put into finding a way at the 3 year mark with 2 (maybe 3) newer models on the market since the 2 XL became available.
