Problems:
1) Serial is 000000000000000, although IMEI and IMEI/SV is ok.
2) Out of service network state, although network is detectable.

I know I've given the solution, but everytime I have to reinstall a ROM I have to do this over and over again which bothers me, besides having a serial number is better than 000000000.
The thing that caused this was a google app named swapper. I believe it stored the swap file on the partition of the EFS.
The phone's EFS was fixed by some technician, but unfortunately the serial was not.
No, I do not have a backup of EFS to restore. I only figured that out after this happened.
Other apps used to diagnose:
Check FUS - it says on "Product Code" as "Not Active"
CSC Select - played with a bunch of CSC codes to change, still no luck.
Galaxsim - shows my real serial number but phone is already unlocked.
Any suggestions would really be helpful aside from sending it back to Samsung Service Center and restoring a backed up EFS which I apparently don't have.

Is there any way to restore IMEI number. I have efs backup when it worked but after restore IMEI still stays unknown. I tried Qualcomm NV tools from EFS Professional, it connects to phone and shows Error! SPC not found. when I write imei it gives me error parsing nvitem. Any help would be greatly appreciated.

I am playing around with QPST RF NV Manager.
Whenever I do a change to an NV item, and write it back to the phone, the application does not complain or anything. But when I read the NV items back from the phone, it shows me the original value (my change is not there).
I tried working with QPST Service Programming, and it has the same problem.
Also I tried QPST software download to back up the NV items. Using xxd I converted the backup to hex file, did my changes in the hex, using xxd converted the manipulated hex back to binary format, Then I restored the NV items on the phone using the manipulated backup and it again does not have any effect.
FYI, I also played around with EFS Professional 2.072 and the changes also does not take place!.
Is there any setting somewhere that I need to change to make the changes for sure to be written into the phone?
BTW, when I put the phone in download mode (this was not when I was working with QPST stuff) I noticed that a grey text says: "Write protection: Enable". I wonder if this has any relationship to QPST problem!?!?!
Setup Environment:
Galaxy S4 T-Mobile Version.
4.2.2 Stock (Rooted) and sim unlocked.
Under QPST I see the correct port which detect the phone (under phone column I see a code and (0) )

I dont know my IMEI number, is it the MEID HEX? When I enter this into the IMEI converter it acts like its missing a digit. I have 15 characters in my MEID HEX.

So I bought this phone used.
I put sim card .. the phone shows the Carrier, even shows the APN settings . But I can't make calls (emergency calls only)
The imie of the device found on back is For Factory Unlocked 928A and I contacted ATT and confirm it's unlocked.
The Problem is : when you dial *# 06 # the phone shows a different imei number. And this particular number when looked up doesn't belong to any device on Earth. Using imei checker. And when going to service mode it shows imei: NG
So.
The first step on solution is to restore the original imei number that belongs to the device . That's logic right ?
How can I?
What about efs partition ?
I am on latest Nougat. Can't downgrade to 5.1.1 to root and try to change imei or restore efs
Trying downgrade in Odin give FAIL lol
