When you choose the ringtone you want to use, the option to read aloud is at the bottom of the list

No worries. I had it set up on Android 9 and it continued to work with 10 after the update so i knew it was in there somewhere. I'm pretty sure it was easier to find in 9 though.

Does anyone know how to enable this? Is it an app or is it included in cm9/aokp? Sorry if the answer is obvious I haven't been on the forum as much as I'd like and of course I can't find what I'm looking for via a search.

Yep its included i run AOKP and its automatically there

use aokp or the reloaded app in the general android development.
You can slide across the status bar to change brightness even on stock, but it only works if you turn off auto brightness.

Definitely mClock, which I've now installed. Having problems with it though or maybe I just don't know how to configure it. After a reboot, I can now see the widget in the list, but I can't apply it with any XML's I've downloaded.
Any suggestions? (I've instructions from post I've found on Google)
Or, is JB the issue?

It's possible you have to long press the number in the call log, click edit before dialing, long press the number again which will be at the top of the dialer now waiting on you to edit and you will get the option to copy, paste, etc.

Not feelin the love here...
On previous phones including the S5 you could just change the build.prop or use gravity box to add on screen Nav keys... but every time I try with the N4, when I reboot I'll get system UI crashing non stop until I undo my changes.
Has anyone gotten them somehow?
I'm just a big soft keys fan

Does anyone know if it's possible to have mobile hotspot set to high performance with everything else optimized? Also, is there anyway to make sure download booster never turns off? I'm using a Note 10+ unlocked from Sprint.
I don't know what do you mean by Mobile hot spot high performance, but definitely you can disable the Download booster feature. Take a look at the attached screenshot. Just set it to Off.
