Hello-
Since I have TWRP, I always download the full rom from the OP website and then flash the full package to avoid losing TWRP. I am not seeing the full rom on the website but the download via OTA on the phone seems to be full package not just an update patch. Where can I get the full rom to flash via TWRP?
Any help much appreciated!

Not yet...
None of those present on xda, perhaps it will come, BrokenOS supports Substratum but there is no stable built for op3 yet.

Tipsy OS. I don't recommend it(no offence, ROM is good) because it dosent give you stock feel by adding some yellow and black combination for systemUI and settings unless you like the combination of black and yellow.

Who knows how to root the T04 with Marshmallow? Kingoroot doesn't work (until now). And i can't find a custom recovery for it. So i can't flash supersu in recovery mode. Any ideas how to root the phone? Please help... thanks!

It was released 9/23/20. It updated on mine 9/24/20 when I did a manual check for Software Update. Note that it first updated to the July 24th Release. I then did another manual check and it went to the 9/23/20 release.
