Your question is literally answered in the first post of the anti rollback guide: yes, you can switch between ARB 4 ROMs.

Please try to flash and report here.
I'm using miui 10.0.2 stable China version. I am going to flash global from when the BL can be unlocked after 26 days.
Yes you can flash latest global stable version but don't relock bootloader
Dears,
I have a Xiaomi Redmi Note 5 (Global) with
MIUI Global 9.5.19.0 on Android 8.1
--> so the Rollback Protection is ENABLED
and I would like to flash a xiaomi.eu ROM. Specifically I would like to downgrade the device to version MIUI 9.3 8.3.1 based on Android 7.1.
Is it safe? Can I proceed without triggering the rollback Protection?
Thanks in advance

its not safe. you can but you need to modify some files to make that particular rom version fwless.
search there are like 2 threads that tells you how to make rom FW-LESS

hi , i wanna ask about update whyred firmware .
currently my whyred have oreo based firmware with arb 3 , usualy im using firmwareless method to flash custom rom.
and since lattest aosip and AEX rom need original firmware my old method use firmwareless its no use and phone become bootloop.
my questions :
1. does we have another way to update whyred pie firmware without affect to arb ( prevent arb 4 )??
2. if already arb4 can we still flash both EU miui rom and global china rom ( using firmwareless method ) ??
up
1. No
2. Yes, look for arb4 thread (there are 2) on how to flash twrp back in arb4 condition
P.s - you can downgrade to any global miui rom which have arb4 (oreo 9.5.19 - pie 10.3.1) and you can use custom rom with arb4 condition

Yes if you are on arb 4 you can install miui eu. Or you can downgrade back to latest oreo fw which is arb 4 also

If it's custom miui. You should be fine.
It is safe to downgrade to 12

I'am still on MIUI 12.5 the way it came delivered.
Use stock miui12 rom with mi flash for no risk, mi flash errors can be fix easily....search google for accurate resuls
Then flash your desired custom Rom
