Can't find valid operating system - Bootloader locked - Google Pixel 3 XL Questions & Answers

Have been using my pixel 3xl stock; no roms or anything and I was just checking my phone and I saw can't find valid operating system. I've tried to flash the latest image to it but can't because the bootloader is locked. I've tried to unlock the bootloader but can't and adb doesn't detect a device so I can't seem to sideload it either. Any ideas? Any help is much appreciated as it seems that I can't request a repair through Google's site either.

Just curious: Google or Verizon Pixel 3 XL?
If Verizon you will not be able to unlock the bootoader.
Have you downloaded the latest SDK Platform-tools r28.0.1?
It is detecting your device:
"C:\Program Files (x86)\Android\android-sdk\platform-tools>fastboot devices
89SY0AW5W fastboot"
Did you try going to Settings > System > Advanced > System Update?
If that doesn't help, go here, Factory Images for Nexus and Pixel Devices and read the flashing instructions.
If it is a Google Pixel 3 XL: [Guide] Pixel 3 XL Android 9.0 (Pie) Unlock/Root/Install Images/Kernels/Recovery + December 2018 Security Patch

You'd sideload the ota with the stock recovery. This is what I'd recommend doing too if the bootloader is locked.
Further to the OP, adb works in recovery not the bootloader so your device probably will be detected by adb and you should be able to sideload the ota.

Are you able to get into Recovery (not bootloader) and do a factory reset?

The whole OP sounds weird. He wasn't doing anything to modify the system and all of a sudden there is no system? He can't ask Google for support? Further explanation is needed before any suggestions would make sense. If the phone is defective then it needs to be returned no matter where it was purchased or not.

You're right, I forgot about this: Full OTA Images for Nexus and Pixel Devices - Updating instructions

Recently purchased two Pixel 3 XL's . Wife came home from the mall and handed me her stock phone with the same message. Couldn't find a valid operating system. I wasn't able to sideload a stock rom. The device was factory locked and I didn't enable developer options on her phone.
I called Google and they quickly issued an RMA. The replacement will be delivered tomorrow and expedited next day delivery.
My phone on the other hand has TWRP,Magisk with stock ROM. I suppose I'll have to unlock and set hers up .

My Verizon Google Pixel 3xl does the exact same thing...
I too have the same thing in my phone can I purchase from Verizon 2 months ago says product revision crosshatch mp1. 0 in parentheses row says a bootloader version is b-1 C1 same serial number secure boot says production nice production yes dram 4GB micron LPD are forex and device State locked enter reason combo key. I did not mess with this phone nor have I put on developer I don't even know what developer options are my question is this why is Verizon acting like they don't know what the heck I'm talking about. Can someone do this remotely to my phone. Is it bad, you know for the person who doesn't know about computers

That's actually ok. When you're on that screen, press and hold POWER then press and release VOLUME UP, then release POWER.

Similar problem
I have a similar problem,
I had rooted the device with Magisk and everything was work fine. Then I wanted to try locking the bootload to see if it can be done.
I ran 'fastboot flashing lock' and clicked the power button to wipe user data.
After the above device shows "Can't find valid operating system. The device will not start". I rebooted in bootloader mode and tried unlocking and I get the following error.
FAILED (remote: 'flashing unlock is not allowed')
fastboot: error: Command failed

Assuming you tried to relock a rooted phone without returning it to completely stock (unrooted, no kernel, pretty much flash-all to both slots), you likely bricked your phone.

What does the BL say the device status is? If it says locked, try using recovery to sideload an OTA or factory reset. If by some chance it still says unlocked, try a flash-all of the factory image.

Just looked at your "locked" pic and post. You are hard bricked. Sorry, but a call to Google is really the only advice I have left. Since it was an unlockable device, I assume you got it direct. Hopefully, they can help.

Hi, I am trying to install twrp twrp-3.1.1-0-odin.img so I can get RR rom on my C6502
first of all, I'm well aware of steps, and I personally have this rom installed in my xperia m, so it won't be hard for me to understand and it's quite easy as 123 over there
the problem I'm facing is, this xperia ZL c6502 l35h device seems to have something in different I'm not able to flash twrp here
I used repair feature in sony pc companion, done successfully, start device, wait for first boot time, configure, enable unknown source, enable usb debugging, connect cable to pc and allow RSA pc's code
power off and connect with voldown, used flash tool to unlock bootloader (yes the blootloader status unlock is yes in *#*#7378042#*#* code confi thing)
bootloader unlocked successfully, device tried to be in bootloop for three times, then it started, like first boot took somewhere 15 min to start up, and everything is fine, except I cannot increase brightness anymore but nvm
I again enable unknown source, and usb debugging, and allow my pc's RSA key > always allow
poweroff, connect in fastboot, flash kernel > select the just downloaded twrp from official source 3.1.1.0 I think
I flash receive an error says remote: command not allowed

So, I have my bootloader unlocked, I can confirm that because after booting up post unlock, there's change in system, I cannot increase brightness, and in that code *#*#7378... I see more Bands available before unlock
and device booted after like 3 bootloops automatically, what am I doing wrong, and what should I do? how are people able to get this rom in their device?
btw, I'm dealing with firmware 10.7.A.0.222 India version, all latest as per pc companion repair feature and today it will be offc latest one
and the version of my flashtool is 0.9.18.6
in minimal adb and fastboot, I tried this
fastboot.exe -i 0x0fce getvar version
result is 0.5
fastboot.exe -i 0x0fce oem unlock 0x[my key in caps]
first time it fails and second time it does, and output is successfull
then I proceed to flash twrp
fastboot flash recovery twrp.img
I receive failed command not allowed
then I try
fastboot flash boot boot.img
successful, but phone bricked
I reflash 10.7.A.0.222 and device working again, but how do I flash twrp?
what am I doing wrong?

Hi, I just managed to get it done, but another problem arise
I flash anew 10.7.A.0.222
after that, I ticked unknown source, and enable debugging, and as people mentioned that it means bootloader is not unlocked
I fired this command five times

and after that I fired
fastboot flash boot boot.img
output was

if I connect it for charging red LED would blink

Here's something more I learned
If you unlock boot loader, and restart, > tick unknown + usb debugging, and boot to bootloader, it won't let you flash boot.img
but if you immediately unlock bootloader, and without restart, you flash boot.img, it will go success
but after that, your device won't start
it's not starting, it vibrates, but no display, no matter how many times you press and hold power button to start it, it will vibrate, and won't start
I tried each and every combination of vol +/- and power button, but it's not starting that way
EDIT:
but I can still press and hold vol up and connect cable to get in fastboot mode, after which if I try flashing twrp, i again get command not allowed, except if I try fastboot.exe -i 0x0fce oem unlock 0xDB29CBBEFBAB4A64 and then fastboot flash boot boot.img
after which I will get success flashing that recovery, but device won't start

For me, i think if you're recently to unlock your bootloader. Have you try to confirmed that your bootloader really unlocked from stock firmware? (*#*#7378423#*#*) and see about bootloader info?
If bootloader already unlocked, then you're safe to flash, And have you read any requirement to flash recovery for your device? i think it's like only work for custom rom or only work for specified version of firmware?
If device won't start, then it should from kernel problem. Try to check your custom recovery compatibility before flashing, and tell us what happen next

okay,
so few points worth mentioning
1) my bootloader is unlockable, and is unlocked, I mean in 7378423 it's written yes in root status bl unlock
2) I have received code from sony, and I can unlock it
3) the only recovery that works is https://forum.xda-developers.com/showthread.php?t=2288118 that too only after using kingroot, which gives me old philz and 2.8.7.0 twrp which are not helpful, also I tried to flash RR 7.1.2 based, phone basically gets bricked
4) I can only flash twrp or any recovery if I unlock bootloader, and without restarting I flash boot.img, if I do so, phone gets bricked

There's nothing written about requirements of twrp to flash, or rom, they just don't have, but as I have latest firmware, it should work, even nothing is written in linageos thread
I found basically few members of the community faced this problem

Taimen Bootloader Unlock Unexpectedly Regressing/Re-Locking

Days past I successfully unlocked the bootloader on my girlfriend's Taimen handset, flashed TWRP etc etc. No hitches whatsoever. I bought another for myself via the Google Store.
I booted it up today. As was on hers, OEM Unlock is prevented until I allow the handset to update to 8.1.
Done. OEM unlock then accessible and enabled.
I used my girlfriend's same PC with the same Minimal ADB and Fastboot, rebooted to fastboot and execute
Code:
fastboot flashing unlock_critical
Are you sure? ...volume up/down and power button to commit. Done. The unlock appeared successful as it rebooted to the out of box setup routine again.
I transferred the TWRP zip to the handset and rebooted to fastboot. Upon executing the command to temp boot TWRP from the IMG file fastboot
Code:
boot path "C:\Program Files (x86)\Minimal ADB and Fastboot\twrp-3.2.1-2-taimen.img"
I got the following response...
Code:
downloading 'boot.img'...
OKAY [ 0.870s]
booting...
FAILED (remote: Can not boot in Lock State)
finished. total time: 0.873s
Sure enough I look down at the handset and the fastboot menu reflects it's locked again. Weird.
I reboot and check OEM unlock. It reflects OEM unlock still toggled on. I go back to fastboot and again execute
Code:
fastboot flashing unlock_critical
Code:
FAILED (remote: Device already : unlocked!)
finished. total time: 0.002s
This is despite fastboot clearly showing "device state - locked"
I regress to dev options and toggle OEM unlock off. Reboot. Toggle OEM Unlock back on.
Same ill behavior.
Am I missing something??
try fastboot flashing unlock
depending on bootloader version you no longer need to fastboot flashing unlock_critical
see here.

I can get into fastboot, but when connect to PC, it recognizes some device, but is not working properly, adb is not finding the device
Not problem of the drivers or the cable, because I have managed to connect to adb before, and also trying right now with other phone. Adb recognizes as soon as I enable USB debugging
Thank you
When you say 'adb', do you mean you're trying to use the command 'adb' when you're in fastboot? At the risk of stating the obvious, you need to use 'fastboot' command when you're in fastboot mode. 'adb' is only used when you're in recovery or in the actual android system. Otherwise you may wish to try a different fastboot version (sometimes that matters).

Ok thank you for the answers. I missconfused about adb and fastboot. So yes, fastboot is working. But If I try to unlock bootloader in order to flash the image, it is not working. I tried these 2 commands:
Code:
C:\Program Files (x86)\Minimal ADB and Fastboot>fastboot devices
711KPDT0682490 fastboot
C:\Program Files (x86)\Minimal ADB and Fastboot>fastboot flashing unlock

Locked Bootloader, No Recovery, Stuck in bootloop. Is it dead?

Hi guys,
Quick backstory: I've got a Pixel XL 3, I sold my Pixel XL on eBay with a description like "PIxel XL, bootlocker unlocked, rooted and blah blah". The user has returned the phone to me claiming it is not working. I've received the device and sure enough it's in some sort of bootloop (although this was definitely not how I sent it to him). This post is not to rant about how I've been shafted by the buyer although I am still furious because I now have a phone which I hope is not actually bricked. (and I know I'd never win a dispute process cause I cannot prove the phone was in a working state when I sent it).
To cut to the chase:
The phone boot loops - it shows the "G" on the white background for less than a second, then reboots, after 2 seconds, it comes back up with the "G" and reboots, and so on.
I can get into fastboot mode. Interestingly, the status shows "Device is LOCKED" - which is definitely NOT how I previously had the phone.
I cant get to recovery mode. It just goes into the boot loop again.
Using the adb tools, I cant issue the "fastboot flashing unlock" or "fastboot oem unlock" commands because it returns: "FAILED (remote: 'oem unlock is not allowed')"
I am unable to get into the phone OS to change the settings because the phone is boot looping
Given the fact I am unable to get to recovery, I am unable to sideload an OTA zip. And given the fact that I cant boot into the OS, I cant enable oem unlocking.
Do I have any hope at resurrecting this phone in any way?

If you can boot fastboot mode:
This is may work:
- Download the latest SDK Platform-tools (r28.0.3)from here to your computer.
- Download the latest Pixel XL (marlin) Factory Image ( May 2019) to your Computer.
- Install the SDK Platform-tools.
- Extract the Pixel XL (marlin) Factory Image in the Platform-tools folder.
Note: If you have your Pixel 3 XL Factory Image (crosshatch) extracted in the Platform-tools folder. Move the flash-all.bat, flash-all.sh and flash-all.base to another folder before extracting the Pixel XL (marlin) Factory Image to the Platform-tools folder.
- Open a Command prompt in the Platform-tools folder #1 in the guide
- Type flash-all
- If it works, it should boot.
- login to your google account and set up your phone.

Then if you purchased you Pixel XL from Google Do #3 to unlock the bootloader.
Thanks Homeboy76 for taking the time to provide a detailed response. However unfortunately this did not work. I tried it already (but with what possibly could have been an older version of the platform tools and older factory image). So I gave it another shot using platform-tools r28.0.3 and the marlin factory image version 9.0.0 (PQ3A.190505.001, May 2019).
The results were the same as my previous attempt. I get several errors on certain commands in the flash-all.bat file. These all provide a error responses complaining about the bootloader, my guess is because it is locked and using flash-all requires an unlocked bootloader. Whereas a side-load is said to work regardless of it being locked, but is only possible via recover (which isn't working for me). For clarity, the out put of flash-all looks like this:

Random question. How did this guy manage to lock the bootloader when it was unlocked by me using 'dePixel8' a very long time ago. He did question why the phone was starting up with the warning message, and I explained that it's by design because the bootloader is unlocked. I guess he decided to try and "fix" that, and ended up screwing up this phone. Hence sending it back with a fake story.

Darn CRS ( Can't Remember S#@t) your original post did say the bootloader was locked.
Locking the bootloader is easy but , if he locked the bootloader without returning the phone to 100 percent stock. He most likely bricked the phone.
I had a guy screw up a phone the day he got it. Luckily he admitted to everything and did not try to return.
I bet you can get this guy to admit fault if you try hard enough.

Pixel 3 XL stuck in fasboot "error boot prepare" after rooting attempt with Magisk
Ok so I spent the morning rooting my phone with a Magisk_patched.img made with Magisk Canary.
Now, my phone will not exit fastboot mode no matter what I do and gives the error "error boot prepare".
I have even tried to flash the original boot image back to the phone but I still get the same error after doing so.
PLEASE, help?
EDIT
After doing more digging, it seems my phone is not being recognized by fastboot because when I run the adb devices command, I get an empty list of devices.
I'm guessing this is the problem, but how to I get fastboot/adb to recognize my phone?

I responded to you in the other thread as well, but just in case:
You need to put the fastboot files in the platform tools folder and CMD cd to that folder.
Then ADB reboot bootloader
You can remove the -w from the flash all batch file so you don't have to wipe, then run it.

OK but when I input the adb reboot bootloader I get an error back saying there is no device/emulator found.
Also, do I put the whole OTA folder I unzipped into the platform-tools directory or just a few select files? Or any at all for that matter... pulling my hair out here lol. Thanks for your time and help, though.

WTF.
Why would you try using things from a different device (are you sure your device is even a pixel 3 xl)? Seems your fastboot or drivers are not correct or you are using an incorrect image.

Because when I tried flash-all.bat, at the bottom of the respond prompt it says something about current product is crosshatch and must be bonito or sargo(sp?). Take a look at my last post in this thread where i copy pasted what the command prompt returned me. It's near the bottom where it says it.
I interpreted that as having the wrong boot.img, so I downloaded bonito which is actually for the 3a XL hoping it would work but it didnt.
Also below is what the command prompt returns to me when I try adb reboot bootloader. I have a feeling if I can get things to where it recognizes a device when I run the adb reboot bootloader command, then my problems will be solved. I just have no idea on how to do so.
C:\Users\Dtbur\Downloads\platform-tools>adb reboot bootloader
error: no devices/emulators found
Update, new error.
So I downloaded the Pixel 3 XL OTA from FEB 2020 instead of the newest one from MARCH 2020.
Now, I can get out of fastboot for (for a second) to a screen that warns me about the bootloader being unlocked and not to store any sensitive data on the device, followed by the Google flash screen, BUT then back to fastboot mode.
The enter reason I got the first time after this happened was Enter reason: No valid boot slot.
SO... I tried fastboot flash boot_a boot.img to get the a slot flashed, as well.
That didn't work BUT now I get a new Enter reason: error booting boot.img.
Am I starting to get somewhere, or just making things worse?
If I were you I would connect, make sure device is recognized by fastboot, and try the crosshatch flash all again.
OK so I finally managed to get out of fastboot and flash a factory image.
I then patched with Magisk again to get root (worked this time). All I have done is flash the magisk_patched.img to my phone in fastboot and I seem to have gotten root after installing root checker.
Is this all that I need to do for root? On the root checker app it says: Superuser binary files not installed. What are Superuser binary files? Is this an issue? Everything else checks out in the root checker app.
can you advise how do you able to flash back to factory. I am having same issue.
Same issue on pixel 4

Try boot b as well that might help
Hi, I know this is a crazy old thread, but I'd like to share my fix for this:
First, this usually happens if you're playing around with Magisk and do "Reboot to EDL" without knowing what that does. Or any other tool to reboots your device in a silly manner and messes up the default partition it's living on. So, you then find yourself trapped in reboot/fastboot land. The bottom line is:
You get an error that says "error boot prepare" at the bottom of your screen.
To Fix:
1. Connect device to machine with adb/fastboot/etc
2. Type: fastboot set_active b (Or "a" - whatever the OPPOSITE is of what it's currently set to)
3. Type: fastboot reboot --slot b
*You will likely be brought to a broken loader window with the Android-Dude opened up, ignore it and type:
4. Type: adb reboot bootloader
5. Select Normal Start-Up after making sure your Boot slot is set to "b" (or "a")
6. After selecting Reboot to system and you should be set.
Key Take Aways:
If your phone ever gets stuck in a weird boot loop that all the sudden NOTHING works, including recovery mode, etc.. it's likely just looking on the wrong a/b partition and just needs a little guidance on where home is, via "set_active".
Thank You For Coming To My NED Talk.
Hope This Helps!

So I finished step 4, and I assumed for step five on my phone it said "reboot bootloader" instead of "error boot prepare" and hit "Start" on the power button. Now it is loading by showing the Google logo, will my phone restart normally once it finished or will it show the bootloader screen again? plus this is taking a long time so far 5=10 minutes will it be okay? My apologies in advance I am very new to this

Hi this is my problem, I have tried to downgrade the android system of my pixel 3aXL, from android 12 to android 11 by following this tutorial: https://9to5google.com/2021/10/21/how-to-downgrade-from- android-12-to-android-11-on-google-pixel /
Unfortunately I'm hopelessly stuck in the "Fastboot Mode" loop. I have downloaded the "platform-tools_r31.0.3-windows" tool, I have downloaded, unzipped and pasted the content of the latest android image for my 3aXL pixel "bonito-sp1a.210812.016.a1-factory-8a51e8a7" (android 12), In the folder "platform-tools", then I open the command window "cmd" and run the command "adb reboot bootloader", but it tells me the following: "* daemon not running; starting now at tcp: 5037 * daemon started successfully error: no devices / emulators found ", and when I execute the command" flash-all ", it keeps thinking:" <waiting for any device> ", while in the section of" Fastboot Mode "in the option" Enter reason " it says: "reboot bootloader" I have tried the factory reset, "adroid flash tool" and nothing works, I would greatly appreciate your help, please!
