I can't find any statements about the bootloader being locked or unlocked on Sprint, only that Verizon's is locked. Does anyone know for sure? I don't want to get stuck on a phone I can't modify.

Well sprint hasn't done it, and for sure Samsung doesn't do it, so I'm gonna go ahead and say no its not locked. Verizon is a **** that way.

Root and bootloader unlock are two different things. I havn't check the dev section but from what I heard the root was for the pre-release ROM, since then Sprint have change the firmware and the current root method doesn't work.
As far as the bootlocker concern, getting bootloader unlock means you can install custom ROM which have different kernel. Say you want a custom rom with Android 4.2 earlier than Sprint release or stuff like cifs module or overclock and etc, then you would need bootloader to be unlocked on the phone.
boot load is unlocked and root is for todays release. chain and i worked on it all night for yas.

Does the Note 2 have the Exynos source out? Aka do developers have full access to the Exynos processor?
Or will there be problems for custom roms? (I heard without the source custom roms would be buggy or not full featured)

And can it be used to flash stock boot.img and recovery.img files so that we can get ota on our device...

It's a Dev Db project so, you may have to see the online version, instead of from the app. I've added a link to redirect there.
I think so, yes. But i don't think it will do any good. AFAIK, ota can't be done if you have an unlocked bootloader.

I suggest you do not talk about root but about unlocking instead? If so what device model?

Sorry, I forgot to say that my model is a H818P dualsim (not root yet).
have mi5s plus with global stable rom which bootloader cant be unlocked. first must be flashed global developer rom.. is it this rom on link?

There is no official global stable developer rom.
You need to click on Mi5s Plus China, then download the second rom, which is the developer rom.

For my mi5s it didn't make any difference what rom was on it.

I Mean wich official rom was on it, both from en.miui.com /download /mi5s will work for unlocking. Sorry for confusion

Xiaomi sad that but on the Mi5 I need china dev or I will get only 50% for unlocking bootloader but anyway, I use xiaomi.eu roms, so the base is china stable or china dev and this are much better than global roms from xiaomi.
Now I flash xiaomi.eu dev and even the icons are better ?

So to break this silence in custom roms for our device. I decided to learn building roms and ports . So any one konw where should i start ?

Haven't tried, probably won't either. OxygenOS suits fine for me.
I've heard Omni ROM works great though, it's the ROM kernel section.

I know about omni and aosip i tried them. The idea that i want to learn building roms and i need a definite guide for that to start .

Google is your friend, there probably bunch of other guides out there too.
This only build though, to add features and such you'll either need to cherry pick commits or code your own.
