Exynos S9 locked itself to a carrier? - Samsung Galaxy S9 Questions & Answers

Hey all,
I was given an S9 (Exynos version, unlocked, SM-960F/DS) that had TWRP installed on it, but was stuck in a boot loop. After messing with it for a while, I stuck it in a drawer and forgot about it until recently, when I pulled it out and decided to just restore it to stock. I downloaded a ROM for that specific model from this site ( https://forum.xda-developers.com/galaxy-s9/how-to/official-firmware-thread-regions-t3765015 ) and flashed it using Odin. This got the device to boot fine to the setup, but it defaulted to German, and rejected any SIM I put in it, even though the phone was originally unlocked. So my question is, now how do I remove the SIM lock again? I'm guessing I'll first have to wait the 7 days for the OEM unlock cooldown to elapse again so I can reinstall TWRP?

TWRP/Root/Custom has nothing to do with SIM locks, you'd need a sim unlocking service for that

Then why would the phone start demanding a PUK for any SIM I insert into it after flashing, when it didn't before? The SIMs work on any other phone I try them in.

Because certain SIM unlocking services depend on you not wiping the phone in order to keep the unlock
You'll need to unlock it again using a paid service

The phone was never locked to a carrier -- it was purchased sealed, factory unlocked.

In that case check it has not been IMEI blacklisted due to non payment of contract or reported stolen, you state in your OP it was given to you
If it is IMEI blocked there's nothing XDA can do to help you

What I meant by that was that a friend of mine handed it to me to try to fix after he messed with it in TWRP, getting it stuck bootlooping in the process. He had bought it factory unlocked. I checked the IMEI, it's clean. It's demanding PUKs for any SIM I put in it, even though those SIMs work in other phones; I tried a Ting SIM and a Cricket SIM.

Well the only thing I can think is to flash a stock firmware for the region you are in, pick a carrier firmware to force the CSC change, Multi-CSC that contains Germany will default back to that if that is what the phone's original CSC was, but I doubt CSC is causing this
O2U CSC (United Kingdom) for G960F is a single CSC, flash it using CSC and not HOME_CSC along with the other 3 sections
But it seems to me this was not originally a factory unlocked handset, it was unlocked by an unlocking service and sold as one
If that doesn't work, pay for an unlocking service

Is there a way I can find out what carrier the phone thinks it's locked to, or would I just have to get SIM cards from around the world and try them?
Can I do this without enabling OEM Unlock (so without letting the phone run for 7 days)?

Samsung Phone INFO will tell you the current CSC, but if it defaulted to German either you flashed a German firmware or that is the default CSC
OEM unlock is only needed for custom
Flashing a Multi-CSC ROM such as BTU for United Kingdom will have the greatest chance of it defaulting to it's original CSC

I used that app, and it indeed says the phone's CSC is German, Deutsche Telekom from what I could tell. I tried flashing a number of different FW packages (including the UK and Singapore ones) but it still defaulted to German each time.
I tried going to their unlock page and entering the IMEI, but they have no record of it being sold by them.

Like I said, try flashing a carrier branded firmware like O2U, it cannot default to German if that CSC is not included
Flash using CSC and not HOME_CSC

Sim lock is on its own secure enclave chip, so if this was truly Sim unlocked then it isn't even possible to "relock". Either was unlocked in an unreputable way, or is IMEI blocked as mentioned before.

So I just got time to re-visit this project. I flashed O2U firmware, and it defaulted to English and shows the corresponding CSC. The phone is still locked, and I checked a bunch of IMEI blacklist checkers and each one comes back clean. At this point I accept that the phone is actually locked by a carrier, so I need to instead figure out how to get it unlocked, and to do that I need to figure out what carrier it's locked to. Like I said earlier, I tried entering the IMEI into Deutsche Telekom's unlocking page, and they have no record of them having locked that phone. So how would I go about figuring out what carrier it's locked to? If that information is on its own secure enclave chip, is there any way to read it?

Afaik german providers are forbidden by law to simlock phones for several years already. Problem must be somewhere else.

Try entering the PUK of any SIM if that's what's requested. It should be on the full size SIM, else contact your mobile network operator.

[Q] How to determine which carrier I'm locked to when there are no bloatware apps?

I have a Canadian Bell S3 i747m which broke and I got some random guy to fix it for me. He frustratingly ended up installing a ROGERS circuit board(or so he says) without bothering to check the fact my phone was loaded with Bell bloatware or just asking me my carrier.
I now need to unlock the SIM in order to use it properly and I just want to be sure I have the correct information and I don't end up paying for an unlock code that will not work since I didn't provide the proper carrier.
My SIM card (not sure if that matters): BELL
My board/IMEI: ROGERS (Apparently)
I wanted to determine which carrier I was tied to but I see 0 bloatware in my phone which makes me think the guy is wrong/lying and it's not actually a Rogers board. Is there another way to determine which carrier my phone is tied to?

The carrier doesn't matter. Once unlocked, it's unlocked for every carrier (unless it's unlocked by code).
You could go check the APN to see which carrier it's from.

Oh really? I was looking at the gsmliberty site for unlocking and it asks for a carrier. I can't post the link since I'm a new account but here it is split:

I then went into their Terms of Service and it specifies that if I provide an incorrect carrier and the unlock code doesn't work then I won't get a refund. Does this mean this site is BS and I should avoid it and find another?
EDIT: Oh I see you added info about checking the APN. Don't know what that is but I'll Google it. Assuming I find it should I still avoid gsmliberty or should I give them a shot?

I went to Settings > Connections > More networks > Mobile Networks and it tells me this: Insert SIM card to access network services
EDIT: Ok I finally found the AP and CSC by dialing *#1234# and then comparing it to sammobiles firmware to find out which carrier it is tied to. Still worried about the fact I get the SIM error above but hopefully that will go away when I attempt to unlock it

Umm I though you'd have access to it w/o a sim card.
I'm not sure how else you could determine which carrier the motherboard is locked to.

I just ended up editing my last post a minute before you posted this. I did determine the carrier and it is in fact Rogers. I was planning on just getting an unlock code through a website. You mentioned that means it will only be unlocked for them which I'm fine with but I'm just concerned about the fact I have a Bell SIM. Will that cause any problems with the unlock process or future dealings with BELL?
Actually I have a better question. Can I just put Bell's firmware on my phone instead of Rogers using Odin and then get an unlock for Bell and theoretically I'll be back to where I was?
What bootloader is on the phone? If you have the 4.3 bootloader, you'll have to buy an unlock code. If you have the 4.1.1 bootloader and you are running a stock ROM (doesn't matter about the carrier), you can use the free method to unlock it. If you have the 4.1.2 bootloader, downgrade to the Rogers 4.1.1 ROM and unlock it using the free method.

I'm running 4.3 so I know I need an unlock code unfortunately. I have a Bell SIM card but have Rogers firmware. The site I was looking to buy an unlock code from asks for my carrier so I presume I need to use Rogers. Will that be fine or am I able to just throw Bell firmware on my phone and buy an unlock code specifying Bell as my carrier?
I am not sure of you can load the stock Bell firmware and change the phone so it is locked to Bell. If this were the case, owners could switch carriers by flashing different firmware.

Unlocking is permanent and unlocks to every carrier. Knowing which one you're locked to only matters to get a unlock code, after that, it's free for all.

Gotcha, so there's no point in flashing Bell firmware at all. I just need the correct one for getting an unlock code in the first place. Thanks for helping a noob out.

Phone sim-locked

My friend change his sim card to a different carrier. In my country there is no sim locked network so i did not get why it's get locked after changing sim. I use Samsung Phone Info app and found the phone has PAN csc code while my country is XME. Not sure whether the phone is for PAN but brought here instead or it has been flashed with PAN. But he said he bought it new.
Anybody has any idea how to get rid of the lock.?. He change to original sim but still cannot get it pass the code entering screen. The phone however can be used without a sim but that's obviously useless.
Could reflashing a firmware get rid the lock?. And can I flash XME firmware over it?. I'm not sure if the PAN is a branded or a country csc. Is it safe?.

Pixel XL not seeing cell network

I have a Pixel XL which originates from Canada or USA. I brought the phone to South Africa, my local country and I cannot get it to work on the cell network. The wifi and other functions work ok. When in insert my local sim I am not asked for any code, the phone just does not work.
I looked at the bootloader and saw it was locked. I found an unlock procedure and unlocked it successfully, but the symptoms are still the same.
Any advice on how to get this working?

Is it locked to a carrier from where you got it from? Also did you check APN's? Maybe it doesn't automatically add your carriers APN
How do I see if it is locked to a carrier?
When I boot into recovery screen it used to say locked and I could not turn off OEM lock but after I did the unlock it says unlocked. This may be only the bootloader?
When I insert a different SIM I am not notified of a lock and no password is asked

Restore original carrier software, with multi CSC rom to recover VoLTE

Hi, this is my first post. And im new on this teme of the Multi CSC roms.
I have a question, I get a ROM from SamMobile of my carrier Telcel in Mexico (TCE). I understand that the rom is multi csc, but when I flashed it all the bloatware (that in this case i need, VoLTE is only in my carrier) is from Claro (CHL), and I need it from Telcel. I sent a mail to SamMobile explaining this but they only answered me that the room its ok, the rom is multi CSC.
The CSC version that the system shows me is CHL/CHL/TCE, and I need TCE/TCE/TCE.
Anyone knows what I should do?
From my experience changing firmwares to enable volte, to fully restore csc it's flashing the firmware TCE, download from samfirm app on computer then factory reset from the firmware you have, flash TCE firmware with Odin and this it's the trick you need to have another carrier sim(no telcel) before flash the firmware TCE, wait for boot(don't put an account) when you are on the home screen turn off then enter recovery and factory reset and reboot, here when you swap the Sims, put the telcel sim on it and wait to fully boot and when you see the welcome screen you see a message that say the sim card it's different and need to reset, accept and wait for boot go to settings and check csc and now would be TCE\TCE\TCE

Do you really managed to change CSC from one operator (either one) to multi CSC ? And if you do so, can you make a guide for us?

In my quest for fully change the csc without flash twrp and root to lose Knox warranty I ended with some smart guy that say the first two can be changed with flashing firmwares and the last one can only changed with root for that reason if you flash a different firmware region the two changed with the default csc on the multi csc and the last one stay same for example in this case MXO/MXO/TCE and the only way to return all the same it's using other carrier sim card temp until you flash the original firmware and then factory reset and when reboots swap sims putting the original carrier sim card in this particular case telcel

2- Factory Reset.
3- Flash the phone.
4- Turn on, and configure it.
5- Factory reset (again?)
6- Then put the Telcel SIM, before it starts completely
7- And finaly, in the "Welcome" screen, when the phone shows the message of the sim changed, perform another factory reset.

Yes basically that's the steps but in the step 5 it's important that you factory reset from recovery

In this particular case try to get original CSC TCE/TCE/TCE
He has CH/CH/TCE
If you wanna recover original CSC you need to have another carrier sim on step 1 and when you flash the original firmware go to recovery amd factory reset from there and when you put reboot in the process of boot you swap sims, put the original carrier, firmware sim

I've been some research and I found that Claro is Telcel in the rest of America Latina. Maybe its the reason that shows me Claro.
I tried the CSC secret code *#272*IMEI# and nothing happens, how i know if a ROM would let me do this?

For that only flashing another firmware if you are from Mexico could you install MXO firmware it's the generic Mexican clean version and that you get MXO/MXO/TCE

Did you find anything? i have the same problem as you... when i dial the code, nothing happens i've tried on the ZTO, MXO and TCE

Try download from samfirm it's more fastest download the full firmware it's pc exe.
Do you try the step mention above? With other sim factory reset from recovery and swap sims, when phone boots tells you the sim change and need to reset and then you get TCE/TCE/TCE

Wow thank you! Im downloading it right now at 2.2 mb/s, compared with 100 kb/s of sammobile.
I tried anything and nothing works, I think that the unique solution is try with another OWA roms, I don't know if Telcel and Claro SIM's have similar identifiers and thats why returns me to Claro. Don't you know if there are roms with the csc menu activated?

My phone was originally from att but I unlocked it and now use it on telcel and I want to use VoLTE with telcel. I would like to try the att or movistar firmwares but the problem is that (for what I've read) since the last att update was from like March the bootloader is older (v1) compared to telcel or MXO (v2) so you can't downgrade.
What carrier are you using? And what do you want it to be?

As far I know to get VoLTE on telcel you need to buy phone directly with them, because uses the imei to enable that function

Yes, I thought so too, but the thing is I went to Telcel and asked and the told me that my phone SHOULD have VoLTE but I think that may be associated with my phone number, (since I've had that number for a long time), and not with the IMEI

Hi guys just got a new phone supposed to be uk unlocked sim free brand new.but its weird

I have my ee sim card inserted and it works to make calls. But there is a weird notification saying OMADM activation not completed
Also says LTE on the screen something I've never heard of or seen here in england we use 4g volte.so I'm confused also the software for uk phones are BTU/BTU/BTU OR XEU/XEU/XEU
And last the box is weird as it says unlocked by Samsung and has a warming saying reproductive harm I was thinking wtf is this phone.
Also it says Qualcomm on the top on a sticker,we use xenox version england
Ps I brought it from Amazon uk

you have us version. it can't be turned into uk one. the error is to the with original us firmware and us network

Google tells me spr means sprint and that's the first code of the 3
Vzw looking on google means Verizon and that's the 3rd code so the phone was originally a Verizon locked phone.thats was unlocked and flashed with sprint fw, because the second csc code says xaa and apparently that means unlocked.

If you have a active sim, try inserting it.
It should come online.
My unlocked 10+ I just got did, zero issues.
If not I would return it.

How can I flash uk xenox firmware onto an American snapdragon phone?.I'm a beginner when it comes to this.as I only buy uk phones as I'm in the uk and it seems complicated flashing stuff this handset is a u version and I want to make it the f version
You cannot flash UK firmware on your US phone.
Just return it to Amazon, claim full refund as the product is not as advertised: no UK unlocked version, not new. Also screenshot in post #8 refers to firmware of a Note 9, not a Note 10 (N960 is Note 9), this makes this phone even more suspicious...
Return it. There's a lot of bs going on with sellers of this phone. This has gotten really bad. Amazon, saw some deceptive advertising there recently for this model and the N20U.
Best to contact the seller on the phone first; no phone contact, don't use. Make sure you are given full specs on their site and it's compatible with your country/provider.
Buy only a new one if possible. Used ones may be running on Android 11, you don't want that!
I was able to find a reliable US vender and got a new umlocked 10+ 256gb/12gb Snapdragon about a week ago for $800. It was as advertised except due to its manufacturing date is running on Q not Pie. It's a keeper.

Oh sorry it's a note 9 i apologise.so if I cant change it to a uk firmware is the phone useless to use in the uk other than to call people?because my sim card works to make calls
Also OMADM activation not completed message is pissing me off
What does it even mean.i think my phone has sprint firmware on it?how can I change it to normal unlocked firmware so it's nothing to do with sprint I cant stant that OMADM ITS MAKING ME MAD
And Verizon is what I think the phone was originally.
Last thing the phone was sold as brand new sealed but it's not even in the correct box the phone I have is 128gb not 512gb
And it had a sealed sticker saying euro sim only but the phone is American? I think the box is fake ?as it looks nothing like any note 9 box I've ever seen

Update I tried to flash it but when I pressed start in Odin nothing happened so I guess I'm stuck on spr for life unless I forrgire out how to change the first csc

So it's impossible to flash to unlocked unbranded so it's going back to the scammer that sold it to me on amazon

It's not impossible but if you are not experienced with better get it back, it doesn't worth the try, you can end by messing up completely.
I've flashed phones many many times before normally when I update the fw via ota and then regret it and need to downgrade back .this phone I just flashed but the start button wouldn't work because I was trying to flash XAA VERSION and not the SPR VERSION .I guess if I was to follow a guide on changing the csc from SPR TO XAA then flashing will work but what the point i wanted a uk brand new factory sealed sim free handset like I paid for
So this pos phone can go back to the scammer on amazon.its a discrace they are making fake seals on the boxes.using fake accessories and lieing saying the phones are uk.the average person would fall for this lies because the phone is unlocked my uk sim will work but you get that OMADM pop up and it's a nightmare.plus I doubt half the functionality will even work.
