I think nothing....
If you see new android device forums the original is not there...
ROMs That are official (like lineage os) and Stock TouchWiz based ROMs are in Original Android Development
Where's unofficial ROMs are in Android Development Thread.
The same rule applied on Custom Kernels.
You find some unofficial ROMs in Original Development Because The dev who built that ROMs Had other official ROMs
Just like arco68 who provide Both Official lineage 14.1 and unofficial lineage15.1 in Original Development Thread

A petition won't change anything. If there is no maintainer for S3 Neo, you won't get a CyanogenMod 13.
And remember:
There are no or minimal differences between official and unofficial.

Hello there is no longer official support for CyanogenMod it has been stopped. It moved on to be Lineage OS. So it's better to search for Lineage OS 13.

Development had been stopped for "htc 816"
There's no RR rom, AOSP, like other devices, althought there are few developers like bigsupersquid who's still participating ? in the development of LOS14.1
So, there's no LOS 13
