i don't know if there is a vulkan driver with the stock rom (there is an user-mode Vulkan driver available from qualcom for Android Marshmallow)

Use the app Camera2 Probe on the Play store to see what Camera2 API compatibility is available for the phone. It is still a 32bit OS so none of the recent Google Camera ports will work.
