I tried to upgrade from 14.1 to 15.1 numerous times in different ways using every available nightly build through latest TWRP by simply dirty flashing it. Every time the system boots up, I l'm able to unlock the device but then I'm only seeing my background wallpaper and the notification bar unable to actually use the phone. I'm also able to navigate from app to app through recent apps but that's it.
Does anybody know why this happens and how to fix it?

The title states:
[ROM][OFFICIAL][8.1.0][treble][mido] LineageOS 15.1 [Weeklies]
This means that it's the Official LineageOS 15.1 builds for both the treble and mido devices (aka Unified Development).

I don't have this device but, your best bet is to post this question within the following Official LineageOS thread for your device (jfltexx).
Don't worry about the "I9505" in the title. The Lineage Developers had recently announced that the LineageOS is now a Unified Build with the jfltexx to include the "GT-I9505, GT-I9505G and SGH-M919" devices.

I do know that the Lineage Team is working on an Official one but, they don't provide ETA's for any device releases.
You'll have to be patient... this device was released not too long ago and these developments take time for Official releases.

I have seen this already...but that build has some serious issue with phone call, Bluetooth,camera and some other things.
I don't like Samsung Experience at all.I searched for AOSP based custom roms for it, didn't find one.Actually this is my first samsung device i have used.

Im now using resurrection remix 6.0.0 on my oneplus 3 and i met the problem of not able to cancel secure boot which i already had when i was using line)age os 15.1.I have tried 'flaahing the rom again with data,cache,dalvik cache,system clear','reseting the pattern with "no" in secure boot choice(cantfind the option to turn off secure boot in security&fingerprint) (even if i chose "yes",the request of the original pattern still shows up)'.However I found the most effective way is to flash the oneplus original recovery through fastboot and choose the option 'forget password' when it request password in recovery mode to clear all 'things'(I dont know what things it have cleared)(the request of the pattern gone after that) and then install twrp recovery to flash rom.
What I want to ask is is there any easier way to cancel secure boot or is that really a bug of lineage os 15.1 or is that the problem of my device?

If it was me...
I'd probably just post the question within the 3rd Q&A link I had provided and state that your not sure if it's a Hardware or Firmware specific issue.
Also, try to provide specific information without too much overkill. There's members who looks like their writing a Novel LOL!.

Just an FYI... I don't believe that the LineageOS area of the forum is even looked at by any of the Official Lineage Team Developers.

This patch is in review as abandoned, I'm not a developer and can't say if it is really in use or not.
The following probably sounds like a dumb question, but I'm genuinely confused. Would I be able to flash the SGH-1337 version of Lineage OS onto my SGH-1337M model of the Samsung S4? Or are they completely different models? Any answers will be greatly appreciated.

Thanks. I'll check those out. Now that I view Lineage OS, they only have nightly builds available for the S4, which is not what I am looking for.

Nightly lineageOS build is the most stable thing you will find, besides stock ROM. Most other custom ROMs are based on lineageOS.

But aren't nightly builds being updated nightly because they're still buggy and in the development phase? Also, I couldn't find anything better, so I've settled with GoldenEye 5.0.1. It works super well, and it runs smoothly. It also doesn't make the upper screen feel like the bottom of a clothing iron lol.

Just an FYI...
What you had asked is the reminisce from the former CyanogenMod build structure.
CyanogenMod used to use the label "Nightly" for builds that may/might be unstable. Like a prerelease of its "Stable" builds.
Not long after the Official Launch of LineageOS, they had streamlined and such that had added "Stability" to the builds and changed the term "Nightly" to mean Stable Builds that are automated to be released with the fixes and such that were approved and pushed via Gitlab.
So LineageOS doesn't use the term "Stable" any longer since the "Nightly" builds are considered Stable Builds that are released on a Daily Basis (for the most part).
This is not to, personally, mean that Nightly Builds are without its bugs and such that they strive to improve on.
I've used Nightly Builds and had various degrees of issues I've reported but, most of the time, the Nightly Builds has been pretty stable for me.
Sorry for the lengthy explanation but, I do hope that I had explained this okay via text...
