I don't like not being able to have one adjustable volume for all alerts. Same thing goes for the missing silent mode...any ideas?

I'm not sure exactly if this is what you're looking for but I use widgetsoid for a bunch of toggles and I found this volume panel as one of the options:

Hi guys, I have created this simple and fast Flashlight app (without ads) with a lot of innovation, such as the Translucent NavBar, Lux Sensor Mode and Camera Mode.
By default it'll light up both your LED and Screen, but you can also use the other modes such as LED only or Screen only. I have also included Shake Mode, Anti-Touch Mode (Control the screen by using your Volume buttons) and Screen Color Mode.
The design is simple and you can also change the button to Turn On and Off of the app.

Dorch - Dual TorchIts been a while that some newer devices devices now have both Front and Back flash for capturing photos so there but be an app for toggling both of them as torch.
Features:
Toggle Front & Back Flashlights
Notification Panel Control
Simple & Clean UI
Note: App behaves differently on different devices. On Some devices, both front and back flashlights can be turned on at same time while on some, its not possible due to restrictions by manufacturers. So if on your device, you cannot enable both lights at same time, its not an App bug, its restrictions by OEMs.
