Your drivers are not correct, that's why the pc is not detecting the phone, try downloading MI Flash Tool, it has all the necessary drivers for Z2 Plus, google it

Connect your smartphone to PC
Make sure the USB debugging is enabled and revoke all debugging history(the option below the enable debugging)
Now install the drivers that appear on the screen as ZUK z2 drivers or something like that.
Install it .
It should take some time.
Then try the following command line"adb devices"
Now a prompt should appear
Click always allow and then on allow.
Now you should be able to connect your phone to the PC.
I just unlocked my bootloader on a win 10 machine
Like this if this works for you.

yes, but connect the USB did not prompt new hardware
No Worries...
You have me here,
first you should have ADB installed (adb package including fastboot)
second you should have SEUS (sony Ericsson Update service) and in some cases instead of SEUS you may have SE pc suite.
Turn off your phone, after 10 seconds turn it on again and connect the USB cable while holding back key.
simply extract adb package somewhere, navigate to that folder via CMD

fastboot devices
now there should be a connected device...:good:

You can't get into fastboot mode if your bootloader is locked.
Try doing a little searching in these forums. These questions have been asked and answered many times before.

He speaks the truth! Also, if youre simlocked too than theres no way to unlock for free. If youre not simlocked and youre not CDMA then you can just go on sonys site to unlock your bootloader. Otherwise you need to get your bootloader unlocked, which will run you ~$24, just use the goog.

Ok, not sure if you know about this, but you'll have to install the drivers with signed driver enforcement turned off in windows 10:
Setting > update & security > recovery tab > Advanced start-up (restart now).
On boot up you'll use the function keys to turn off "signed driver enforcement" or something similar.
Then try and install adb/fastboot from this http://forum.xda-developers.com/showthread.php?t=2317790
It should come up with an extra security window during the installation - the driver will be properly installed and you'll be able to use fastboot on your OP3

I'm not talking about fingerprint protection, when you switch to other modes aside form Charing when you have USB debugging turned on, if will prompt you to accept the computers fingerprint, meaning make alterations to your device.
You need to allow that, and if you're not getting that prompt, update your sdk tool, drivers, u install the drivers, reinstall them, try a different cable/USB port/ computer. Pretty much do all the basic trouble shooting.
My device was very picky about what port I could use

I hope someone still sees this post. I have a friends Google Pixel XL that I was able to revive from a bootloop by sideloading the latest OTA. Upon starting up, my friend forgot his screenlock passcode. I've been trying everything to get the device recognized in bootloader mode on my pc. It keeps showing up blank. I am trying to use ADB to bypass the unlock code. If anyone has an idea how I can get into this phone BEFORE I reset it, that would be very appreciated! It is not rooted and no unlocked bootloader.

You have to enable USB Debugging in settings in order to delete the unlock code. Unfortunately, you can't because he forgot it. You can try booting TWRP on the device using fastboot and see if you can delete the unlock code's key file using TWRP's file manager, but the reality here is that you likely will have to reset. Hope your friend didn't use a throwaway email address when setting up the device.

You just have to update drivers from device manager.
Follow this, you can use the fastboot drivers either from Xiaomi or Google (if you already have them installed)
If you don't have the Android with exclamation mark, you can do it the same as shows the latest image.

And did you try what I posted? Probably you need to check which drivers you have actually installed, some of them are sometimes redundant and not necessary, what you need is the Google ADB/fastboot that it is in the Google site, and regards Xiaomi all is in the Mi flash tool and Mi Unlock tool, see to the option to install the drivers hoping that you don't need the Qualcomm 9008-USB drivers.
Of course, this is assuming that you have a data cable not only a charger cable and the issue is not with the ROM itself.
Use known good data cable!!!
Does the phone see the connection?
Is it configured properly?!!!
Try another port.
Reboot, reboot, reboot...
Event manager, check for error messages.
Disk management>scan for new disks, open from here!
Device management, update driver, rollback driver... reboot.
Meh, play with it...

The drivers are in the Mi Flash tool, when you install the tools you can see the option to install the drivers that are already included in the Mi unlock tool.

Well, at least you got your device showed, no?
To power off the device you can put it in fastboot mode, after of approximately 10 minutes if the device is not attached to your PC, it'll power off, then you can charge it.
But if your device reacts to the power charger trying to boot to nowhere, then fastboot will charge the battery but very, very slowly.
Do you have bootloader unlocked? Why not flashing it through EDL mode?, you don't need battery power to do that.
