So I gave my mother my note 4 rooted Ultimate Note7 Hybrid SM-N930P and I wiped everything before I gave it to her. But when setting up her phone it asks for pin number for screen lock so I make one. Then when trying to unlock it it won't allow it. It looks to go to the next screen but flashes then goes back to lock screen.
Any help would be appreciated.

Maybe a little late to reply but what did you wipe?
Recommended way to turn phone over to another user is to remove fingerprint(s) and accounts while booted. And make sure the reactivation lock isn't enabled.
You can factory reset after the above.
Maybe you can still factory reset but if that doesn't work, I don't know why it wouldn't unless reactivation lock is enabled.
Did you try the factory reset? Did that work or no?
Edit: if it's just a persistent fingerprint issue, try this but read the whole thread.

Flash this zip file from twrp or any custom recovery and it will bypass any lockscreen security lock. pin/pattern/password/fingerprint.

I wiped it from recovery mode with the TWRP
It isn't a finger print issue. It's the 4-12 digit pin number

Trying to help so I won't debate the issue. It's important to recall if you went back through setup wizard and were prompted for original user and account password.
I still don't know what partitions you wiped. You likely need to root again if you wiped data or factory reset. I thought a factory reset would remove fingerprints.
The reason I think it's a fingerprint issue is the prompt for pin after reboot. I think that still applies since it asks for one and won't unlock. On initial prompt after you wiped it, did you input your personal backup pin to unlock and set another pin? Original pin should be wiped but if not your accounts and likely prints still exist.
I may be wrong but you may have to restore a stock backup or go back to stock tar in Odin if the two suggestions given aren't helping. I'd suggest the same stock tar as before in case it is factory reset protection causing the issue. You may have use your original Google or Samsung account user and password to unlock it.
But before following through with Odin, one important thing to look for in phone's display is reactivation lock while phone is booted to download mode (for Odin). If enabled, factory reset protection is applied. I wouldn't flash but pull battery and factory reset and sign in with original user and password. The prompts should direct just that. After setup wizard, remove anything of yours like fingerprints and accounts and factory reset within system Settings app.
As I said in my initial reply, you need to remove your accounts and check for fingerprints and remove those if applicable. Then factory reset. I didn't mention it before but factory reset in system Settings app is recommended to avoid issues handing phone to another user. Not sure but it may be a more sanity check to ensure you've removed accounts and fingerprints and encrypted data. I forgot to mention encrypted earlier.

I've been browsing the XDA scene for a while after getting my new E4GT back in November, and until now haven't had any sort of problem flashing roms, themes, mods, and the like.
I had flashed the phone back to stock EL29 in order to have a chance to return the phone to my carrier for some USB issues I'm having...
But earlier today, I put a pin code on my phone in order to secure it when being put into a shared locker at my work, and I promptly forgot it. Now here's my problem:
I can't access the phone. I've tried every combination of every pin I think of that I would have used. Now, I wouldn't have thought this would be an issue, being able to hard reset the phone.
Well, it won't let me do any sort of factory reset to the phone without inputting the forgotten pin...
Read online that after 5 failed entries, Android asks for other security info to override pin codes. 50 failed attempts later, no prompts.
Ok no problem, I'll Odin EL29 using the rooted one-click method to put stock back onto the phone. (No Go... requires PIN to even boot system)
Ok I'll flash CWM5 (was able to get in and flash a rom that was on my SD card)
Success! I have a bootable OS now, and can change security.
Go to re-activate PIN security, type in new security code, it accepts it. Lock the Phone, put in the -new-code (that was just made), and it's incorrect.
Reboot CWM5, Wipe Data, Cache, etc. and reboot. Able to access phone again.
Go to try a password based security using a simple password. Lock the phone, put in the new password, and again it's incorrect.
Basically, no matter what I do, if I put a pin or password, it defaults to that forgotten pin code and locks me out of my phone.
Now my question to everyone is this:
Is there a way to wipe the boot-loader security, so it wont override the new settings, so that i can use my own passwords again?
(As a side note, pattern unlocks work)
I think if you had held the power button down, the phone should have rebooted no matter what. A battery pull of course would have too.
Did you do a format all then you reinstalled the rom? You should still do the one-click and reinstall the rom now that the phone is back up to see if the problem still persists.
try last 4 digits of your phone # or 0000.

Excuse me if I missed something because I skimmed through your paragraph but I had the same problem with this phone and I followed sfhubs directions to the tee for restoring a phone with a pin code and it worked flawlessly.

Note #1: Please DISABLE any PIN code you may have created to protect your phone. As a security measure, after the flash, Android will ask you for your PIN, if you have one enabled. It is simpler to have no PIN active. If you forgot your PIN then, after the factory restore, just enter the wrong PIN a few times and it will warn you. Enter the wrong PIN again and it will reset the filesystem.

So, I've updated to Cyanogenmod 10.1 (4.2) and everything went smoothly, except, I had a 4x4 or 5x5 (can't remember) before updating, and now after the update it shows me a 3x3 pattern that I can't unlock!!!
So what can I do now? Is there a way to bypass the lock screen? or maybe I can downgrade to 4.1 again? I didn't make a backup, and I don't want to lose all of my data ...

This also happened to me, You will have to boot back into Recovery. Do a Factory Reset, which is annoying because you will lose all your data on your phone, but it will fix the problem

You should've done one before flashing anyway.
Alternative Way to Log-in
I know this thread is a bit old, but you can also simply put in the wrong password about 5 times until you are locked out of your phone, and then click the forgot pattern? button in the bottom-right corner.
Then make sure you reset the pattern to one that is 3x3.
You are suppose to factory reset even if you have no lock screen................

Three days in with a replacement Pixel C, it has stopped recognising my lockscreen pattern. I know it is correct as I use the same pattern on my phone. Wiping the cache has no effect.
I can't use Android Device Manager to set a new password as it detects that the lock screen is already active.
Is there any option other than a factory reset?

In this case, even a factory reset might not help.
Just to confirm, should anyone else have the same issue, a factory reset did solve the problem and the error has not returned. Still no idea what could have caused it though.

I had this problem also just hold the power button down for like a minute.
I'm having the same problem, was working fine a few hours ago then not recognizing the pattern. I've tried holding the power button but that just powers it off. When I turn it back on it asks for my pattern to power the device back on and it recognizes the pattern then just fine but once it power's up and I try to put the same pattern in to unlock the screen it says wrong pattern!! What the hell is going on here? Any help please?
This happened to me and Google RMA'd the unit. I had to factory reset it, but if you want to retain the data on it I strongly recommend installing something along the lines of Airdroid so that you can access the file hierarchy remotely even if the device is locked.
Airdroid has its benefits in other areas, however I found it a lifesaver for that one incident which allowed me to pull my files prior to the factory reset.

Thanks I'll have to check into that app. I already did a factory reset this time and it worked but I'm just curious what caused it and if I should just not use a screen lock on it anymore? So when you say you RMA'd the unit you mean Google swapped the unit out for another one? Or they recommended you to do a factory reset? Thanks again for the advice.

Yes, Google sent me a new unit. They didn't advise to do a factory reset, they just advised to return the unit. Part of their RMA process is that they recommend you wipe data (for data protection) so I ended up doing both.
I imagine that there are other apps which would offer access to your device data without unlocking, I just have experience with Airdroid.
I also had this problem, but I was using a pin instead of a pattern. Very concerning to be locked out of your own tablet. Had the tablet for about 3 months before it happened. Factory reset fixed it, hasn't returned since but only time will tell. Doesn't inspire a lot of confidence in the device knowing that maybe you could get locked out at any moment.
The same problem has been found on the Nexus 6p. Lockscreen not unlocking with the correct pin/password, appears to be a problem with the lockscreen as the phone can be booted or decrypted with the correct password.
The suggested fix was to ensure you have prey or another similar program installed. Changing your unlock password remotly via prey fixes the problem allowing you access to your phone.
Just had this problem today. Went to login with the same pattern I've been using for the past 3+ months, and it said "Wrong Pattern" over & over again. I tried to reboot and try again, same story. I used Android Device Manager to lock it & entered a password. Then my Pixel C confirmed that it was locked via the Android Device Manager, but when I went to log in, it asked me for a pattern, not a password! (Bad sign!) And, of course, I entered the right pattern and it told me it was the wrong pattern.
The Google support rep said I had to do a factory data reset. It is indeed disconcerting and frustrating. Next time I'll use Backup!
are you guys rooted? I had this problem on my N5X during rooting and trying to install ROMs. wiping data helped but I simply reset the device anyway. I noticed this also happened on some devices when an incompatible version of SuperSU was installed. If not rooted then you got me.
I am not rooted. I haven't done anything to the tablet except install & use apps and install a p12 certificate (which, I believe, unfortunately, requires you to use some kind of lock screen).
So, I used Android Device Manager to erase my tablet & the problem went away. Yay! I changed to using a PIN instead of a pattern. Now, today, just over a week later, the problem has recurred. <sob!> It says "Wrong PIN" when I try to login, even after powering off & on again, and I am facing the prospect of having to go through all that again.
Just had the same issue, tablet not rooted no developer options unlocked/used just left as factory with apps installed from play store.

Just happened to me (on the official beta ROM)
This just happened to me today on my Pixel C. I found threads on Google Forums that this has been happening for over a year without a fix.
If your bootloader is unlocked, you can always boot TWRP, Advanced > File Explorer, change to /data/system and delete locksettings.db, locksettings.db-wal and locksettings.db-shm.
Does anybody has an idea here? I'm confronted with this issue: Wrong PIN. No matter how many times i give the correct PIN
restarting Pixel C does not help. Is there any other way to fix this issue?

I search for a way to hold my HTC 10 safe if someone sholud take my phone.
Actually i am able to read all my data over the TWRP, doesn't matter if i use the safest security things, like the phone goes back to facroty reset after to much wrong password tries.
No one should be able to Flash a recovery oder take my data out, actually you just need to flash TWRP to uncrypt the Data Partition.
Is there any way to make my phone with root really safe?
Does it affect something if the Option "Unlock OEM" in the Developer Settings ist checked or not?

Here you select what you want (pattern, pin, password,..) and then enter yours security, then it will show another screen and just select "Require pattern to start device" and then re-enter security again.
Now after factory reset if someone wants to use the phone he/she will have to enter your gmail credential to use the phone... it will not work without google account. This is as much as we can do. Also you can flash stock recovery and disable USB debugging

I guess though, if phone is stolen and you have twrp installed, your in trouble, if they know what they're doing. Cause your phone is decrypted once in recovery, afaik. If someone can correct me, I would like to know. Always assumed all bets are off once twrp installed.

Follow what I wrote in my previous post. If you do so, TWRP will ask you for security (pattern, pass, etc) to decrypt data otherwise it will not bi able to

Oh OK thanks. So when i use encrypted system but choose not to use a password to start phone as you mentioned, twrp is just using a default password to decrypt?

I think so, yes. If you correctly enabled security so it appears before phone turns on and also to be enabled in TWRP, you will every reboot get this window before you can use the phone:

Yes, I've seen that before phone boots. But did not realise it stops you from decrypting in twrp. I have always been able to get in to twrp without pin/pattern. Now you mention though, wipe data in twrp was the only way to remove that security screen, so it's probably still encrypted until that is done. Thanks, makes sense now.

Try to boot in TWRP... I am being asked to input pattern to decrypt data before I can enter TWRP... I wasn't always being asked, before I selected the setting in "Settings->Security->Screen lock" TWRP just said it decrypted data with default passowrd... now that I enabled in "Settings->Security->Screen lock", also TWRP ask me to input before it can decrypt.
ALSO be sure you have latest TWRP installed, previous version were not able to decrypt data no matter what setting you had.

Thank you for this Information, if this is really safe it would be really nice.
I will try it as soon as possible after i backed my device up.
And it is still save, doesn't matter which TWRP version (or maybe other recovery) you will flash?
I like the idea to still use TWRP. Could it be still possible to have root with the strok recovery?
USB Debugging is still off since i got my device and i flashed it already back to stock recovery for the OTA and again to TWRP, i never enablet USB Debuging, i think this option does not affect anything?
Or do you mean i shold disable "OEM Unlock" or what will happen if you set disable to this option?

@Android The Greek.. yes this is the reason for this thread, because if you took a rooted phone, i guess you always will be able to flash them so that you can use it again?.. If its not rooted, you should not be able to use this phone again if you choose this security.
I actually got another question. What is if someone does flash another backup to system and more, but just let "data" stay.
Is the encryption still save and all the keys stored in the "data" partition or its possible to get access to data?

As we all know when the bootloader is unlocked it wipes your phone completely clean so on first boot it's like starting the phone up right out of the box. I did not set up a pin or fingerprint or Smart Lock or anyting of the nature due to I figured I was going to be flashing or ROM or multiple ROMs soon. And everything I have read about TWRP says that you have to turn off your screen lock before you flash TWR P or a ROM so and so forth.
So my question is when I now have decided to stick with a stock ROM and just use substratum to theme it when I go in and try to setup my fingerprint for the lock screen it asked me to reenter my PIN. Keyword here being "re-enter". I'll have it no point in time created a lock screen pin or pain in TW RP or anywhere for me to have to re-enter it. I know what two or three pins would be that I normally use I have tried those and they do not work. I have tried one two three four I have tried one one one one I have tried 4 3 2 1 and I have tried 0-0-0-0. For the life of me I cannot figure out what the pan Maybe is there a default pin but furthermore why has it created a pin without my knowledge of it or authorization of it?
Any insight into my predicament would be greatly appreciated. As well as any ideas on how I can get rid of this would be greatly appreciated....

There is no default pin. Only pin is the pin that was created by the user. Ask that "Smiley or whatever his name" what he did to your phone.

Just reset the phone, it's the most simple thing to do and you won't risk breaking something by trying to figure it out.
Yeah yeah you're right. It's just odd though. I can use my phone just fine. Just can't set up a lockscreen. Didn't know if it had to do with anything in regards to the TWRP /pin issues. And hoping it may be a known issue that I just happen to miss in their forums. You know to make life easier if there was an easier , no data loss, fix.
