After entering user/pass in google play app and clicking "i agree" its says "checking info"...... NO error but does't store google credentials and google play store and other google apps are not working.

I'm running Cyanogenmod 11 on my Samsung Note 8.0 (n5110), and Google Play will not download anything. It just sits in the oscillating "Downloading" bar and never downloads. I can download anything else just fine, but not from Google Play. Here's what I've tried:
- Clear cache/force stop Google Play
- Clear cache/force stop Google Play and Google Play Services
- Clear cache/force stop Google Play, Google Play Services, and Google Services Framework
- Clear cache/force stop the above and Downloadmanager/Downloads
- Clearcache/force stop the above and the package installers/managers
- All of the above, but also remove Google Account
- All of the above, but also restart
- Clear cache through ClockworkMod Recovery
- Reinstall GAPPS
- Factory reset
- Factory reset and clear cache through ClockworkMod Recovery
- Restore to a backup from March
- Clear dalvik cache
- Clear dalvik cache and cache
- Install latest version of Google Play Store from gapps early
With cache-clearing and obsessive attempts at the top 5 peppered throughout. I finally got the idea to check the logs and learned about "logcat". I thought the efficient cause to be somehow related to this line:
W/DownloadManager( 2826): Aborting request for download 7: java.net.SocketTimeoutException: failed to connect to r1---sn-a8au-p5ie.c.android.clients.google.com/4.59.126.144 (port 80) after 20000ms
But you can't search a thing like that online, because you just get a bunch of Java threads. After this I tried restarting my router and looking in /etc/hosts, but /etc/hosts only has localhost in it, and I don't even know what's supposed to be there in the first place.
And if you guys got nothin', I'm switching to paper and probably giving up android altogether. I feel like this thing is worse than bricked. Bricking is either fixable or unfixable. This is fixable to everyone but me.
Any ideas, anyone?
Did you try to use a Stock based ROM?

Used pico open gapps and arm instead of arm64

Google Play Store doesn't prompt me to enter my account information and crashes in 10 seconds after starting it. I tried clearing data for both Google Play Store and Google Play Services. The Google Play Store did not autoupdate. I have this working on another Fire TV 1. The only difference is this is using the latest Open GApps.
I solved one issue: Google Play kept quitting or crashing because XPosed wasn't installed. (I must have forgotten to flash it after my last upgrade.) Does anyone know how to clear the current Google account settings or force it to ask for new Google account credentials?
I've got 238 hrs to wait until my bootloader can be unlocked!
What's the best way to install Google Play on the locked Chinese ROM?
I see some tutorials referring to a "Google Installer" but if possible I'd prefer not to use this as it looks a bit dodgy to me.
I've tried installing Google Play Services and Google Play Store from APKMirror but the Play Store is not opening.
Specifically I installed
Google Play Services 12.8.78 for arm64-v8a + armeabi-v7a
Google Play Store 11.4.15
I got it working by installing Google Contact Sync, Service Framework and Account Manager.
1. Download Google Installer apk from: here
2. run the app and install every thing it asks
3. go to permissions manager and give every google app (sync, services, etc.) every permission
4. allow auto start for every google app (sync, services, etc.)
5. Run google play, let it update it self and its play services
6. enjoy
Open Chinese app store and search for: Google Play store and scroll to find it.
It will install all necessary files and you will need to reboot before all errors stop.

Reason to Use China Rom on Mi Max 3
Can somebody pls tell me if it's worth getting the china rom and staying on it, and just side installing the google apps?
I have noticed that some things do not work so well when you sideload google services on china rom.
Sync contacts do not work, UI is full of chinese characters, some chinese application services work in the background and can not be shut down...
Overall it's not bad, but i would definitely install the global version as soon as it goes out.

Contact sync works for me. You need to go into the Contact Manager app entry in Installed apps and enable all permissions for it.
Contact Sync and Calendar Sync never worked for me no matter what I tried....
Until I factory reset the phone and started from scratch...
Factory reset --> Google Installer from Mi Apps --> Google Login --> Sync --> GApp Permissions --> Reboot --> Sync
Things I did differently from before, not sure of they contributed to the success:
1) I factory reset and setup new phone with sim card in the device (previously had not yet changed mine to a nano sim)
2) Disabled Google's 2 Step Authentication during initial setup and sync (will turn them back on once everything works)

Yesterday I did the pie OTA with Magisk installed.
At first I got the bootloop, and then I used the flash_all.bat from here
I then booted from fastboot with the patched_boot.img and installed magisk with direct method.
Now it is booting and all my apps are working.
However, Google services framework keeps force closing and I can't open the play store (it opens a blank page and then crashes).
I tried wiping data for google services framework, google play services AND the google play store, and rebooted.
That didn't work.
Any ideas?
I would like to avoid doing a full factory reset.

There is a useful tool I fond. It help me install GMS in my phone and Google Service is alright. By the way, your Android version should be 9+.

1- Download the GMS Installer and install the APK, open the app and press One Touch Installation, your device will automatically reboot and automatically install Google Play Services in Huawei eRecovery.
2- After your device booting back into system, check in Apps if the Google Play Services installed correctly.
3- Download the rest from APKMirror : Google Account Manager, Google Calendar Sync, Google Contacts Sync, Google Play Store, and Google Services Framework. Keep in mind you should download version that fit to your android version.
You can even update the Google Play Services to the latest version using the apk's from APKMirror.
